Continental Breakfast - District Office - 8:00 a.m. Those in attendance were Board Members Brian McBride, Paul Jenkins, Amy Landers, Jeff Bird, Greg Calder; Superintendent Charles Shackett, Deputy Superintendent Marjean McConnell, Chief Financial Officer Guy Wangsgard, Bus Driver David Ker, and Board Clerk Mary Hansen. II. District Site Tour - 8:30 a.m. -10:30 a.m, A. Future School Sites — Sites included on tour were: 1. 25 acres west of 25th east and south of 97th north. This property is east of the Fairview Estates Subdivision. Possible elementary school site. 2. 19 acres east of 35th east between Iona Road and Telford Road. This property is north east of the Redrock Subdivision. Possible elementary or middle school site. 3. 12 acres on the east side of 25th east between Iona Road and Lincoln Road. Possible elementary school site. (gravel pit) 4. 14 acres on the west side of 52nd east between 1St Street and 21St Street. Possible elementary school site. (Fred Adams) 5. 13 acres on the west side of 45th east between 49th south and 65th south. This property is south of the Courtland Ridge Subdivision. Possible elementary school site. 6. 134 Acres purchased from Robert Suitter (79), Paul Johnson (14.5), Steven Stanger (40) and for new high school and middle school. Property of Interest 7. 30 Acres owned by Joseph Ellison. This is located on the corner of Hitt Road and 49th South. I spoke with Joseph last fall and he indicated a price of $25, 000/acre. I am trying to reach him for a current price. 8. 18 Acres owned by the Hazen Olsen Family located south of Sunnyside and West of Ammon Road. They offered to sell for $17,000/acre. B. New High School Site At the new high school site, the proposed location for the LDS Seminary building was pointed out. Access to the construction site is closed on Saturdays. III. Travel from District Office to Stockman's Restaurant -10:30 a.m. to 11:00 a.m. IV. Student Councils & Work Sessions - Marjean McConnell -11:15 a.m.-12:00 noon Board members value meeting with the high school Student Councils and want to discontinue the fall meeting and move the spring meeting earlier into the spring, March or April. Meeting with the Board helps the students to understand the role of the Board in their education. It also gives the Board a chance to meet and greet with the students. During the fall meetings, September and October, the Board would like each high school Student Body President and vice president to present their schools student body goals to the Board. Recommended policy to be written and/or revised include the Transfer policy, Social Media policy, and the Transgender policy. ISBA model policies will be considered as sample policies. District Administration, District policy coordinators, legal counsel, and school principals will collaborate in the policy writing process. The supplemental levy includes a portion of the employee salaries and benefits. An increase in the supplemental levy will help Bonneville Joint School District 93 to be more comparable with surrounding districts and will help in Board of Trustees C Brian McBride ' Paul Jenkins' Amy Landers Jeff Bird <', Greg Calder attracting and retaining teachers. It is important for the district to educate the public and to get patrons into the schools to see what's happening. It is important to share our philosophy. V. Stockman's Luncheon -12:00 p.m. to 1:00 p.m. VI. Board Trainina - Brian McBride, Paul Jenkins -1:00 p.m. to 2:00 p.m. A, NSBA Chairman McBride and Vice Chairman Paul Jenkins chose to present information to the Board from NSBA in which they attended in April 2016 at a later time. VII. Board Goals 2016-2017 A. Discussion & Goal Setting - Board Members, 2:00 p.m. to 3:00 p.m. Defining the goals: • Setting direction for district or superintendent • More emphasize for Special Education • Accountability of the district • What should the district be doing? Why and how (action words) • What is the objective? • Policy and authority • Student achievement • District mission, vision, values • Community aspiration School Board Goals 2016-2017 1. Students prepared for college or career, ready to compete in a global society. 2. Attract and retain staff, teachers, and administrators that are of a high professional quality. 3. Engage the community in the learning process. 4. Ensure safe and well maintained environment for the welfare of all staff and students. 5. A board committed to excellence in education and aware of its responsibilities. VIII. Executive Session - 3:00 p.m. A. Chairman Brian McBride stated the Board will enter into Executive Session pursuant to Idaho Code Section 74-206(1)(b)To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. The Executive Session will be closed to the public as permitted by law. He then asked for a motion to move into Executive Session at 2:43 p.m. MOTION: Paul Jenkins made the motion to move into Executive Session for the reason stated. Amy Landers seconded. Move Back Into Open Meeting Chairman McBride asked for a motion to move back into open meeting at 3:06 p.m. MOTION: Paul Jenkins made the motion to move back into open session. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. Al. Motions from Executive Session A. Employee Discipline There were not any motions made from this Executive Session. Shackett, Superintendent Marjean McConnell, Deputy Superintendent December 11, 2013 TO: April Burton FROM: Roger Hill RE: District Property Leases Listed below are the individuals that are currently leasing district property for the purpose of farming. • Steven Longhurst is currently farming 80 acres on the South East corner where 25t1i East and Lincoln Road intersect. Brent Johnson with Rockwell Development has a lease on the entire 80 acres of which 12 acres on the north end is owned by the school district. The lease payment is due in December of each year for approximately $100 per acre. This property was purchased in August of 2006. • Fred Adams is leasing 14 acres of property that was purchased from him in October of 2007. The annual payment of $700 is due on or before September 30th of each year. This lease in on a year to year basis. The property is on 52nd East between 1St Street and 21St Street. • Brent Johnson with Rockwell Development has a lease with a farmer for property south of Courtland Ridge which includes 13 acres owned by the school district. This property is on 45th East between 49th South and 65th South. The lease payment is due in December of each year for approximately $100 per acre. This property was purchased in December of 2008. • Robert Suitter is currently leasing 80 acres we purchased from him in December of 2009. The annual lease payment of $4,000 is due in January of each year. This lease is on year to year basis. This property is located in the South West corner of the square mile east of 45th East and North of 1St Street. This property was purchased as a future secondary school site. • Scott Steel is currently farming 40 acres North East of the Red Rock Subdivision of which the district owns 19 acres. This property was purchased from Stan Boyle in May of 2011. The annual lease payment of $65 per acre is due in December of each year. This property is located on 97'h North just east of the Fairview Estates Subdivision. Only 10 of these acres are farmable the other 15 acres are rocky and lack adequate water. The annual lease payment of $400 is due in December of each year. The school district also owns 15 acres on the south side of I st Street between Ammon Road and the railroad tracks. This property is in the Warm Springs Meadow Subdivision and is not currently being faimed. This property was purchased from Mike Armstrong in April of 2012. This property was traded in Joly of 2014 for 15 acres on 45"' last just south of 9t" Nortli. The owner was Paul Johnson of Riverwood development, LLC. A boot of $35,000 was paid by the district with the track;. This property allows the, district access to 45"" East without going through ati existiiig subdivision.
