Call to Order Chairperson Winchester called the meeting to order at 6:59 p.m. II. Roll Call Those Board Members in attendance were Chairperson Annette Winchester, Vice-chairperson Kip Nelson, Treasurer Amy Landers, Trustee Brian McBride, and Trustee Jeff Bird. Others in attendance were Superintendent Chuck Shackett, Deputy Superintendent Marjean McConnell, Energy Education Specialist Don Trauntvein, Director of School Improvement and Technology Scott Woolstenhulme, Communications Liaison Phil Campbell, Assistant Principal Thomas Kennedy, Assistant Principal Levi Owen, Director of Human Resources Shalene French, Chief Financial/Operations Officer April Burton, Director of Secondary Special Education and Federal Programs, and Board Clerk Valerie Messick. III. Welcoming of Delegates and Visitors Chairperson Winchester reminded those who want to participate in public input to sign the Request to Appear before the Board Roster in the back of the room, if more than one person is planning on speaking to the same subject, please chose one (1) spokesperson, and written materials for the Board, should be submitted to the Board Clerk. She then welcomed the students who the Board will honor as well as LoAnn Belnap, Tom Hunsaker, Rodd Rapp, Mary Mortenson, Renee Cook, Katie Davenport, IV. Amend/Approve the Agenda Chairperson Winchester then asked for a motion to approve the agenda MOTION: Brian McBride made the motion to approve the agenda. Jeff Bird seconded. Approve Use of Football Equipment for Summer Football Camp Chairperson Winchester asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda. Hearing none, she then asked if any Board Member had any questions with regard to the Consent Calendar. Mrs. Landers wondered what is remaining on Sandcreek roof that needs to be finished. Mr. Pymm answered as follows. The west side of the roof on south end of building. Mr. McBride wondered if the materials are purchased by the district and the installation done by the contractor. Mr. Pymm stated that the bid on the consent calendar is for the installation. Chairperson Winchester then asked for a motion to with regard to the Consent Calendar. MOTION: Kip Nelson made the motion to approve the Consent Calendar. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. E. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Chairperson Winchester reminded those who wish to participate that, pursuant to Board Policy this portion will be held to a maximum of 1 hour. She then went over the following Rules and Protocol for Public Input 1. Names will be called in order appearing on the Request to Participate Form 2. Choose 1 spokesperson if more than 1 person is planning on speaking to the same subject. Others can submit written testimony 3. Come forward to the microphone to present 4. State your name and address for the record 5. Each person will have the floor for a maximum of 3 minutes The vice-chairman will give a 2 minute warning, a 1 minute warning, and Time is up by showing cards 6. Do not exceed your time limit 7. No Applause or Cat Calling during or after a presentation 8. Face and address the Board, not the audience 9. Be respectful 10. Do not personally attack or address Board Members, District Administrators, of District Staff 11. If you would like to give the Board more information than time permits, please reduce your concerns to written form and send them to the Board Clerk. Written comments must include your name, address, and telephone number. Chairperson Winchester again asked those who wish to participate to sign the list in the back and then asked for that list to be brought forward. She then called Ray Reitzel – 1985 Dakota Lane in Ammon – He wants to pass along an email he received. It is entitled New School Prayer and was written by a 15 year old student. Chairperson Winchester thanked Mr. Reitzel and asked if anyone else would like to participate in public input. Hearing none, she moved on to new business. VI. New Business A. Honor Rocky Mountain Middle School National History Day Winners - Rona Johnson, Jami McLing, and Al Jones 1. Lynsey Donahoo 2. Whitnee Berrett 3. Abi Meek 4. Shayla Robison 5. Shandell Carter 6. Drew Stanley Chairperson Winchester stated that Mr. Lords is not available this evening and asked Ms. Johnson, Ms. McLing, and Mr. Jones to present RMMS National History Day winners to the Board. Ms. Johnson stated that they had eight students qualify this year for Nationals and that is the most ever. She asked the students to introduce themselves to the Board and indicate the nature of their project. Drew Stanley, Emily Hales, Adelynn Shirts, and Shandell Carter participated in a group performance entitled Dr. Seuss’s Life, Leadership, and Legacy. Abi Meek did an individual exhibit on Thurgood Marshall. She received a special award at the competition which was the Idaho Magazine Award. Shayla Robinson did an individual entry on Phillip Johnston regarding the first unbreakable code in history. She received the Charles Risen Award for outstanding entry on Western History. Lyndey Donahoo and Whitnee Barrett did an exhibit on Harriet Tubman entitled Paving the Way for Freedom. Their exhibit was nominated to be placed in the Smithsonian Museum. This year’s theme was leadership and legacy. These students did an amazing job in Boise and are expected to do well in the National competition and hopefully they will let the Board know how they did in Washington D.C. .Each student was then presented with a certificate from the Board and wished well on their competition in Washington D.C. The students did an amazing amount of work at Chairperson Winchester congratulated them for doing so well at the state competition and is so proud that they are representing the District in Washington D.C. B. Honor Rocky Mountain Middle School Creative Writing Winners for Children's Books - Jason Lords, Alexis Breeze 1. Hayden Smith 2. Mitch Moeller Chairperson Winchester stated that these students will be honored at the June 10th Regular Meeting. C. Honor Bonneville High School Music Department - Heath Jackson, Lauren Folkner Belk, and Stephen Busath Chairperson Winchester stated that Mr. Jackson, Mr. Dresen, and Mr. Busath are unavailable this evening and then asked Mr. Owen as well as Ms. Folkner- Belk to present Music Department winners and discuss accomplishments of the students. Mr. Owen stated that they have fantastic faculty and great students to work with. Ms. Folkner talked about the music departments and what they have accomplished. They wanted to recognize the students that were selected in the All Northwest ensemble where the top students from Alaska, Wyoming, Montana, Idaho, Washington, and Oregon are recognized. She also stated that students who were recognized in the all-state band, orchestra, and choir will be presented. She said that Katelyn Hinton, a choir student, also placed 3rd in the State for her Mezzo Soprano solo. The students from the all-northwest ensembles introduced themselves and those in attendance for the all-state ensembles introduced themselves. The top students were selected in each category. Things have come a long way in the Bonneville Music Department. Chairperson Winchester thanked the students for coming and asked to shake hands and congratulate each one with a certificate from the Board. 1. All-Northwest Band a. Olivia Bird - Trumpet b. Honor Bonneville High School Competitive Speech State Champion – Levi Owen, Robert Clayton Ridge Maupin State Champion Retold Story Chairperson Winchester asked Mr. Owen and Mr. Clayton to present the Competitive Speech State Champion to the Board. Mr. Clayton reported that they won the District Speech Championship for Bonneville High School and went to the State Speech Competition. For the first time in recent history, they took 2nd place over-all in the 5A Division. He read the names of a few of the kids that did well and recognized them for their accomplishments. They had a freshman, Cole Williams, who was a finalist in radio out of 450 kids from 40 schools. He was in the top six in the state. Avian Blumhorst was a finalist in Congress. Augustin Carbonnell, foreign exchange student from Belgium, took third place over-all in Oratorical Analysis. Harper Clayton finished 2nd place as a freshman in Humorous Interpretation. Gage Bottles took 2nd place in Congress. He then introduced Ridge Maupin as the State Champion in Retold Story. Division 5A has tougher competition but it was great to go up against that competition and do so well. VII. Old Business Chairperson Winchester then asked Mrs. McConnell to present policy for Final Adoption. This request involves two policies with procedures, timelines, and forms that have been updated required by charges Idaho Code and IDAPA Rules. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. VIII. Committee, Curriculum and Administrative Reports A. State of the District Report- Scott Woolstenhulme Chairperson Winchester asked Mr. Woolstenhulme to give the Report on the State of the District. Mr. Woolstenhulme gave the Board a quick preliminary snapshot on where we are with our spring testing scores. The one test that is completed and we have scores back on is the IRI. Mr. Woolstenhulme showed the growth from fall to spring. We made great progress from fall by grade level. In kindergarten we went from 54% of our students scoring proficient to 84% scoring proficient. In first grade, went from 61% to 72%. Second grade went from 59% to 76%. Third grade from 65% to 81%. Our teachers are doing a great job and helping students to read fluently and doing those things that are so critical in reading skills. . He talked about the percentage of students whose parents refused to let them take the ISAT test. We should be ok with regard to federal accountability. The requirement for parents to excuse their kids from school when the test was being administered helped us to follow the state requirements but still gave parents the flexibility. Rimrock had over 4.5% of the testing population refusing to test. That will be the only red flag. The federal requirement is 95% testing participation. Mr. Woolstenhulme doesn’t know what the overall District percentage for participation will be because the testing window has not yet closed. Refusal is not the only reason that we don’t have 100% participation. Sometimes kids are absent, etc. Our historical percent of participation is typically 97% to 98% but could be about 96% this year. Last year we didn’t have a single school meet the requirement because it was a pilot test and we opened the door and just let people not take the test. They are not just looking at overall percentages but are looking at these percentages by subgroup. If we have fewer than 95% participation in any subcategory will come back and ding a school as well. Mrs. Landers wondered in what grades the kids are tested. They are required to be tested in grades 3-8 and10. Grades 9th and 11th are optional and we didn’t test anyone in those grades. Mr. McBride wondered whether the test will be required in 11th grade next year. The requirement changes from year to year but in high school we hope it will remain at 10th grade. A college entrance exam is a requirement for graduation. The state pays for an SAT exam but it is not the only test that meets the requirement. Students can take the ACT or COMPASS. The Legislature added a citizenship test but, that should be included as part of government or US history classes. The test can be taken and passed any time during high school. This requirement should begin with the incoming 9th graders. There may be a lot of changes coming from the state in the future. Preliminary reporting for this year’s ISAT shows that the proficiency scores are similar to the scores with the original ISAT in 2001. We increased to 90% proficiency over the years. The estimated scoring on the ISAT has been compared with the NAEP testing and this is line with those score. Over the next decade we will see these scores raise. The human scoring element of the ISAT is creating a backlog. They have hired teachers that see the responses and use a rubric to score those responses. The process is much like the former Direct Writing and Direct Math tests. The dress code has some wording that has changed. We took out the word leggings. Gender bias is not a concern with this policy. The graduation requirements policy has been updated to reflect current statutory requirements. The policy regarding the Birth Certificate requirement has been updated to not expel or disenroll a student but to turn non- compliant parents over to law enforcement. We will work with families to obtain verification of identity of students. All other policies have been updated to reflect current practice. B. Mr. McBride wanted to know about the request to show proficiency and whether a student can used alternate graduation to show that proficiency. Students will be required to go through the alternate route to graduation if they cannot show proficiency on the ISAT. The Hillcrest HOSA students were present at the meeting and reported that they had a student elected as the Region 5 and 6 president. The group qualified to attend national. There will be eight students going to that competition. They will not be going with Bonneville High School students.
