Chairman McBride reminded everyone wishing to speak during public input to sign the Reauest to Participate Roster in the back of the room. If more than one person is planning on speaking on the same subject, he requested that they choose one spokesperson. He also encouraged those who have written materials for the Board to summit them to the Board Clerk. V. Amend/ADorove the Aqenda Chairman McBride asked for a Motion to approve the agenda. Accept Canvas of November 3, 2015 Election School Counseling Certification Chairman McBride asked if any Board member would like to remove any item from the Consent Calendar. Hearing none, he then asked if any Board member had any questions with regard to the Consent Calendar, Paul Jenkins needed clarification on three items; ® IKON contract is for a maintenance agreement for a copier used in the warehouse and print shop. ® Value of $0 for surplus items Windstar vehicle and school bus; Windstar was used as a driver's education range car. School bus was gutted of all useable parts and deemed useless, ® An Indoor Percussion Club is similar to a drum line. Chairman McBride then asked for a motion to approve the Consent Calendar. MOTION: Jeff Bird made the motion to approve the Consent Calendar. Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. VIII. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetinas Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Chairman McBride reminded those who wish to participate that pursuant to Board policy, this portion will be held to a maximum of one (1) hour. Rules and Protocol for Public Input 1. Names will be called in order appearing on the Request to Participate Form. 2. Choose 1 spokesperson if more than 1 person is planning on speaking to the same subject. Others can submit written testimony. 3. Come forward to the microphone to present. 4. State your name and address for the record. 5. Each person will have the floor for a maximum of 3 minutes. The Clerk will give a 2 minute warning, a 1 minute warning, and Time is up by showing cards. 6. Do not exceed your time limit. 7. No Applause or Cat Calling during or after a presentation. 8. Face and address the Board, not the audience. 9. Be respectful. 10. Do not personally attack or address Board Members, District Administrators, of District Staff. 11. If you would like to give the Board more information than time permits, please reduce your concerns to written form and send them to the Board Clerk. Written comments must include your name, address, and telephone number. Charles Dietz, 375 N Opal Cir, Idaho Falls, ID Presented information about how Hogan Associates Construction could complete the new high school in the fall of 2017. Key points are highlighted on the handout Mr. Dietz provided for the Board. Teresa Kolson 2270 Fieldstone Dr., Ammon, ID Stated why she did not agree with the trimester schedule for the high school level student. IX. New Business A. Rotary Club Dictionary Proaram - Paul Jenkins Chairman McBride invited Paul Jenkins to present on the Rotary Club Dictionary Program. Vice Chairman Paul Jenkins introduced Dave Broka and Phil Anderson from the Eastern Idaho Rotary Club to present to the Board about their dictionary program. Mr. Anderson stated since the fall of 2007, the Eastern Idaho Rotary Club has had the pleasure of giving dictionaries to the third grades in Bonneville Joint School District, including chapter and private schools in the District's boundaries. The program started by a woman in Georgia in 1992 who shared books with the children in her neighborhood. A few years later, Mary French and her husband caught on to the idea and started a 501-3(c) non-profit organization which is now called the Dictionary Project. Dictionaries have been given out throughout the United States and also internationally. Since the start of the program, over 19 million dictionaries have been given to children throughout the country. For the current year, 2015, Eastern Idaho Rotary Club have shared about 1,000 dictionaries in the Bonneville School District area. Amy Landers commented that her son was a recipient of a dictionary; and she expressed her appreciation for the program. Vice Chairman Paul Jenkins commented that many times when these books are brought into the classroom, the children often comment that this is the first book that they have ever owned. X. Old Business A. Proposed Policv for Final Adoption (second readina) - Marjean McConnell 1.-3050 Attendance 2.-3050P1 Attendance Procedure Chairman McBride invited Ms, Marjean McConnell to present on Policy 3050 and 3050P1 for Final Adoption. Ms. McConnell stated that policies 3050 and 3050P1 have been out on 30 day review and have received no negative feedback. She stated these policies have been updated to current practice. The Loss of Credit due to Attendance (LAC) is no longer used at the middle school level. LAC is still being used at with the high school level. Chairman McBride asked if there were any questions for Ms. McConnell. Hearing none, he asked for a motion regarding posting the policies presented for Final Adoption. MOTION: Greg Calder made motion to approve Policy 3050 and 3050P1 presented for Final Adoption. Jeff Bird seconded. The vote was 5 in favor; 0 opposed and 0 abstentions. Motion carried. B. Calendars - Marjean McConnell 1. Semester Calendars, 2. Trimester Calendars Chairman McBride invited Ms. Marjean McConnell to present the proposed calendars for the 2016-2017 school year. Ms. McConnell presented four calendar options: two semester calendars, and two trimester calendars each with an option of a start date in August 2016 and a start date in September 2016. Each calendar includes one week of Thanksgiving break, two weeks Christmas holiday break, one week for Spring break, and two Parent/Teacher Conferences, Chairman McBride asked if there were any questions for Ms. McConnell. Ms. McConnell stated she had received feedback on the calendar to consider late start Mondays or early release Fridays; she explained Wednesdays were chosen to help teachers to prepare for the next week, Another comment was received about starting school after Labor Day and ending before Memorial Day. Board members felt the general consensus from the patrons is about 50-50 for August start vs. September start dates. Chairman McBride asked for a motion to adopt Option #1 early start calendar for the 2016-2017 school year. MOTION: Amy Landers moved to adopt the early start Option #1 calendar for the 2016-2017 school year. Paul Jenkins seconded. The vote was 5 in favor, 0 opposed, 0 abstentions. Motion passed. Chairman McBride opened discussion to determine the school schedule commencing for the 2016-2017 school year, trimesters vs, semester schedules. Discussion from the Board included: o Math and English class credits o Science and History credits o Fine Arts courses o Instructional time and test preparation for AP classes o Continuity of a course over a year's time o Split sessions o Technical Careers High School schedule o Bussing for Hillcrest High School students and TCHS o State certification o Middle schools be impacted by the trimester schedule o Dual credits o Early Completers Program o Increasing our counseling staff to help students beyond scheduling? o EITC partnership o Teacher buy -in MOTION: Amy Landers made motion to accept the semester calendar for the 2016-2017 school year. Jeff Bird seconded. The vote was 2 in favor; 3 opposed and 0 abstentions. Motion did not carry. Chairman McBride asked for another motion for the trimester calendar. MOTION: Paul Jenkins made motion to accept the trimester calendar for the 2016-2017 school year. Greg Calder seconded, The vote was 4 in favor;1 opposed and 0 abstentions. Motion carried. The teacher workday on November 21, 2016 was questioned and how that might affect the Thanksgiving break. Ms. McConnell stated this will involve further discussion with the school administration and the BEA, XI. Committee. Curriculum. and Administrative Reports A. Proposed Policv for Initial Consideration - Marjean McConnell 1. 5310 and 4350 Smoking on School Property Chairman McBride invited Ms. McConnell to present Policy 5310 for initial consideration, Ms. McConnell stated that this policy was being updated to include current smoking practices, such as vaporizing cigarettes and clarification of the Clean Air Act. B. Report on the State of the District - Sheryl Gittings -Randall, Right at School Area Manager Chairman McBride invited Sheryl Gittings -Randall to present on Right at School Program. Ms. Gittings -Randall stated the Right at School child care program has been successful in the first three months and looks forward to continued success. The program provides homework help and daily fitness for the children in the program. The Right at School program has a partnership with BYU-Idaho education students; currently, 39 students are helping in the program. This benefits both the college student as well as the children; students are able fulfill their teaching program requirements. The program has different bi-weekly themes which are included in STEM activities and fitness programs. The Right at School program provides care for 60 children every day. The program has reached out to the community with a partnership with Boo at the Zoo and the One Warm Coat service project. They also provide free child care for PTO meetings. The program is in partnership with ICCP provider which helps low income families with child care needs. Teachers and administrators are excited and parents and kids as happy. The biggest challenge has been getting the word out about the program. XII. Call for Aaenda Items for Upcomina Meetinas A. ISBA Day on the Hill - Monday, February 15 -Tuesday, February 16, 2016 - Boise, ID Chairman McBride asked if there are any agenda items to be added for upcoming meetings. • Trimester implementation and evaluation metrics will be added to a work session in January 2016. • Proposed graduation requirements for the trimester schedule will also be discussed. The Board will enter into Executive Session pursuant to Idaho Code Section 74-206(1)(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. Aaron Metcalfe - Chief Marketing Officer 801-870-9974 ® Hogan Construction has built 20 high schools in the last 20 years. ® This totals 4.45 MILLION square feet of new high schools; we have also completed 25 high school additions/remodels/renovations in this time frame, and 283 K12 projects as a CM/GC. ® Locally, Hogan Construction built the Madison High School in Rexburg, Idaho ® The Madison High School was built on time and on budget. Hogan was the CM -A on the project. I was contacted by Mr. Charlie Dietz about the need to build the new high school for the Bonneville Joint School District #93. This would be a 225,000 to 250,000 SF building (preferably two-story) with associated sports and physical education facilities and site/access work on a +/-80 acre located east of 45th East to the North of 1st Street in Bonneville County, Idaho. The project budget is $63,500,000 and the new school will facilitate 1,500+ students. The District would like the project bid in April of 2016 with an anticipated substantial completion in July of 2018. This schedule would still mean that the District moves to split sessions in the Fall of 2017. However, it is possible that the new high school COULD be ready to have students in the Fall of 2017. For example, Hogan & Associates Construction recently built a 240,000 SF middle school in 11 months. (For verification, contact Carl Patterson, Facilities Coordinator for the Canyons School District at 801-826-5133 or at carl. patterson@canyonsdistrict. org) TO ACCOMPLISH THIS, THE BONNEVILLE JOINT SCHOOL DISTRICT #93 WOULD HAVE TO QUICKLY DO THE FOLLOWING STEPS: 1. Determine if the Design -Build method of construction is the best form of contract for this project. 2. Continue with the process of hiring your Owner's Representative, 3. Send out a simple and short RFP for the design -builder to respond. 4. Make the final decision BEFORE the January 13, 2016 Board Meeting. 5. The Design -Build firm would then set up tours for the school board of the Top 3 schools that they have constructed, based upon the District's wish -list. 6. The Design -Build firm would purchase the set of plans for that high school from the architect (at a lower cost), and then would contract with the architect (and their designers), also at a lesser cost). These savings would be added back to the project. 7. The Design -Build firm works to quickly with the architect and civil engineer to modify the project to the District's site and expedites the excavation work and concrete — as long as no structural modifications are requested by the District. This could happen by late March of 2016 (possibly earlier), 8. The Design -Build firm can hire critical building subcontractors (masonry, drywall, HVAC, plumbing, electrical, life -safety, etc.) early in the season at a better price and to have their materials ordered and available for the project faster. 9. While all this is happening, the Design -Build firm (with the architect) will work with the Bonneville Joint School District to fine-tune the interiors to the District's/staff's recommendations and bid this out as a separate package. 10. The Design -Build firm works to expedite the new high school for completion in roughly 16 months. Note: Depending upon the actual start time of construction, some "non -teaching" areas of the school may not be completely finished by the start of school (auditorium, gymnasiums, etc. These would be finished as soon as possible after the start of school. Hogan prefers to have our superintendent available a few months after the project is occupied as to "work out the bugs" of commissioning / final punch -list) 11. The Design -Build firm is the single -source in charge of budget. Any overages are paid by the design - builder. The main/important responsibility of the Owner's Representative is to work with the design - builder to ensure that the final project meets the needs of the District. 6 -!;h, LOG A FNJ cQYi: Py(:I;Vi,VANGMR.9ilpkLL C6IYRKIpt The Construction Industry Institute and Pennsylvania State University recently studied real-world application of the design/ build process* and found some interesting statistics: ® Unit Cost — Design/build costs at least 4,5 percent less than Construction Management and 6 percent less than Design -Bid -Build (or low/open bid); ® Construction speed — Design/build is constructed at least 7 percent faster than Construction Management and 12 percent faster than Design -Bid -Build; ® Delivery speed —Design/build is delivered at least 23 percent fasterthan Construction Management and 33 percent faster than Design -Bid -Build; and ® Quality —Design/build exceeds quality expectations at all levels. There are essentially five advantages that are associated with the design/build process: 1.) Single responsibility — The design/ build approach provides both architecture/engineering and construction under a single contract. Therefore, the owner's control of the entire design/build process is strengthened and financial risk is reduced by contracting with a single firm that is unconditionally committed to the success of the project. 2.) Eariv knowledae of the firm price — A design/build team, working closely with its client, accurately conceptualizes the completed project at an early stage. Continuous and concurrent estimating during the development of design results in accurate, guaranteed construction costs and schedule far sooner than traditionally possible, This permits the firm establishment of project feasibility and financing well in advance of the drafting of final construction documents. 3.) Value-enaineerinq, — Design and construction personnel —working as a team— evaluate alternative systems, materials and methods efficiently and accurately. From the outset of the project, both design and construction expertise is brought to bear upon all components of a project. Operating expense is evaluated against capital cost to optimize lifecycle costs. 4.) Time strateaies — The design and construction processes can be overlapped, bidding periods and redesign time are eliminated, and long lead time purchases can be made early on in the design phase. The total project duration is significantly reduced, resulting in earlier utilization and superior total project economics. 5,) Qualitv enhancement — Design/build inherently provides higher quality than the separate, often conflicting architect vs. contractor approach. Because the design/builder has responsibility for performance, it is motivated to build with quality. Design/build eliminates the traditional finger pointing among the architect, engineer and contractor, and allows resources and attention to be productively focused on cost-effective solutions that reflect best value and quality. tart-:a"udxuxa.rsW+ua cmiWst.
