MOTION: Annette Winchester made the motion to accept the consent calendar, seconded by Kip Nelson. All in favor,
motion passed.
VI. Public Input
Policy # 1550 - Public Input will provide an opportunity for any Board Member, administrator, staff member, student or patron
to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those
speaking. Comments should be limited to 3 minutes. The Board will take no action relative to any items during the meeting,
but may direct the Superintendent to consider such an item at a subsequent meeting.

VII. Old Business
1. Construction Financial Update – April Burton reported on the 2009 Capital Construction Projects and the 25 Million Bond
Capital Construction Projects stating that they are working on the technology installation projects.
2. Policies for Final Consideration – Dr. Roberts, these policies have gone through the required 30-day review and if approved,
they will be placed in our Policy Manual.

MOTION: DeVere Hunt made the motion to accept the Policies for Final Consideration, seconded by Wendy Horman.
All in favor, motion passed.
VIII. New Business
1. Supplemental Levy Election Resolution – April Burton reported that the districts $2.5 million dollar levy expires this year and
states that we need to renew and increase the supplemental levy to $3.5 million to decrease the amount of cuts the district
would be facing. Even if the levy passes the district will still be $1.8million short and with the jobs bill money. The jobs bill
money can be used for salary and benefits and is onetime money which must use by next year. This can also be used to
rehire employees. We made cuts but not as deep –used onetime money to keep teacher salaries full. Increase is
nondiscretionary line item funds. Unknowns about Superintendent Luna’s plan. Advantage to going in March instead of May is
so we can move forward with budget planning – no growth projected 2012 -2013. 2% is conservative as well – Board won’t
raise the levy rate. Economists believe we are on our way back; building permits are up a little-not substantial. The legislature
won’t set budget until about April. The potential for cash flow problem to pay off bonds. The District is authorized to levy up to
the level, but don’t have to levy. Backfill loss of funding for this year -$2.5 million used it all this year to cover shortfall. Flat
funding we need $2.5 million but need $3.5 million to backfill the $4 million shortfall. If levy fails in March, May 17 would be the
next opportunity. Reserve FY11 3.5% reserve fund. 5% reserve is 21 days operating cost.
MOTION: Kip Nelson made the motion to accept a $2.5 million Supplemental Levy Election Resolution, seconded by
Wendy Horman. Motion fails. 2 – 3 Board Member Nelson doesn’t like the Supplemental Levy for ongoing expenses,
wants to keep operating cost down – salary and benefits – gives us room to keep the tax levy down. Annette
Winchester made the motion to for a $3 million dollar Supplemental Levy, seconded by DeVere Hunt. All in favor,
motion passed by a 3-2 vote. Board won’t raise the tax rate keep all amounts to keep the tax rate level.

MOTION: Wendy Horman made the motion to approve the 30-day review within the buildings in our district and
posting on the districts web page, seconded by Kip Nelson. All in favor, motion passed.
3. Feasibility Study – Chairman Lords states that no money is required by the District. Dr. Roberts meet with a team from D91
and talked over steps and drafting of a contract asking each district for a number of people to meet with to get a broad
spectrum of questions. Literature reviewed: budgets, curriculum, and structure of districts. Transportation and District Office
does not have the facilities to handle 20,000 students, do not see much savings. Face value custodial savings are great –
different then janitors. Study finished by the end of May and facts given to respond to patrons when they ask. Look at
financial models – bond indebtedness, plant facilities, salary structure, privatization of food service, transportation etc… will
be defined by the Board. Education Northwest will do the study.
MOTION: DeVere Hunt made the motion to approve the Feasibility Study, seconded by Annette Winchester. All in
favor, motion passed. 4 yeas - 1 abstention
IX. Committee, Curriculum and Administrative Reports
1. Policies for Initial Consideration – Dr. Roberts presented two (2) polices for Board review only

2. School Presentations
a. Rimrock Elementary – Principal, Dan Page and Natalie Burr, PTO President
Love the challenge every day. Rimrock data wall, we meet every 3 weeks looking for ways to help kids in
middle tier. Students crafted hot air balloons; Robotics team qualified for state Lego League Championship in
Boise; Mrs. Hellewell facilities the Newbery Club each month; Mrs. Cook facilities the Rimrock rWrites Class;
Second and third grade students engage in First Move Chess Curriculum-Rimrock also sponsored the Winter
Chess Tournament; Third grade class is developing a city motto for IF; Trivia questions for the city of Idaho
Falls; Offer summer reading and math programs for Rimrock families. Mr. Page very involved with students
and we love the upbeat teachers. Rimrock has over 2,000 volunteer hours in classrooms.
b. Fairview Elementary – Principal, Jason Lords and Vista Volunteer and PTO President, Mandi Stacy. PTO has
raised over $2,000 by selling Texas Roadhouse Rolls, raise over $500.00 for the library in the Barnes and
Noble Book Fair; Student Council has created a mentoring program to keep bullying down; Goal is to keep
improving our ISAT and IRI scores– addressing belief that every student can learn; Recess first then eat
lunch; Fast ForWord will be used by student in grades 2 – 6.
c. ‘Hillview Elementary – Principal, Rex Miller and Tami McCammon, PTO President
The PTO has established a Parent email list to get information out and of the 300 parents on the list, 200 have a
Face book page; Fund raiser for playground; Applied for CHC grant; Reward for Accelerated Math. Enterprise
allows us to have access to every A/R test that Renaissance Learning has and also allows parents to monitor
students’ progress; expanded Fast ForWord so that every second and third grade student participates. Board is
important to ‘Hillview – “We are ‘Hillview” – what’s best for the child.
