Executive Session 6:48 p.m. Chairman Lords asked for a motion to enter into Executive Session pursuant to Idaho Code Section 67-2345 (1) (b) To consider the evaluation, dismissal or discipline of or to hear complaints or charge brought against, a public officer, employee, staff member or individual agent, or public school student. MOTION: Annette Winchester made the motion to go into Executive Session as permitted by Idaho Code Section 67-2345. Kip Nelson seconded. Recommended that the Board remove employee 11-A from probation. The employee has completed the steps required. The teacher stated that probation had been very helpful and a good process. 2. Recommended that the Board not reemploy a Category 2 contract teacher. The teacher has exhibited inconsistent performance as evidenced by the JPAS evaluation over the past two years. 3. Recommended that the Board accept the resignation of Becky Holmes – Secretary at Lincoln High School. Superintendent Charles Shackett – Recommended that the Board hire Oliver Roberts as the new principal at Iona Elementary. MOTION: Annette Winchester made the motion to move into regular session at 7:30 p.m. DeVere Hunt seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed Chairman Lords called the regular session of the meeting to order at 7.35 p.m. and asked for a motion to accept the amendments to the agenda (Add Action Regarding Employees to New Business and remove names from the Consent Calendar see Motion and Order to Amend) MOTION: Kip Nelson made the motion to amend the agenda for reasons stated in the Motion and Order to Amend the Agenda. Annette Winchester seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed III. DeVere Hunt seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. VII. Public Input Policy #1550 - Public Input will provide an opportunity for any Board Member, administrator, staff member, student or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to 3 minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Wendy Horman gave an update on the consolidation study. She received an email from Education Northwest. They are considering the bonded indebtedness for both Districts 91 and 93 and the impact that it would have on both districts. There is a joint meeting scheduled the last week of June. VIII. New Business 1. Action regarding employees MOTION: Wendy Horman made the motion to approve the recommendation by the administration to remove employee 11-A from probation. Kip Nelson seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. MOTION: Annette Winchester made the motion to approve the recommendation by the administration to not reemploy a Category 2 Contract teacher. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. MOTION: Kip Nelson made the motion to approve the recommendation by the administration to accept the resignation of Becky Holmes, sec retary at Lincoln High School. Annette Winchester seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed Superintendent explained the process used to select the new principal for Iona Elementary – There were 34 applications submitted of those 27 were complete. About 1/3 were applicants from within the District. The applications were screened down to seven finalists. Then three teachers from Iona, the secretary, and the PTO president along with Assistant Superintendent McConnell interviewed the seven finalists. The committee narrowed the candidates to two. Superintendent Shackett interviewed these two candidates and made his recommendation to the Board to hire Oliver Roberts as the new principal at Iona Elementary School. MOTION: DeVere Hunt made the motion to approve the recommendation by Superintendent Shackett to hire Oliver Roberts as the new principal at Iona Elementary. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. 2. Honoring State Champions 2010 – 2011 – Students and coaches were presented certificates of achievement. Bid Awards Roger Hill recommended that the Board accept the low bid from Robison Roofing for the Sandcreek Middle school roofing project. The money for the project is coming out of plant facility funds. He also recommended that Klingler Asphalt, Inc. be awarded the bid for asphalt projects at Bonneville, Hillcrest, Ammon, and Ucon. Mr. Hill also recommended that Asphalt Maintenance, Inc. be awarded the bid for asphalt projects at Bonneville, Discovery, and Bridgewater. There are two different projects that were bid separately. He explained that alternate bids are over and above the base bids and if we have money to do the alternates, the low bidder would get those projects. MOTION: Annette Winchester made the motion to approve the recommendation by Roger Hill to award the bid for roofing to Robison Roofing and the bids for asphalt to Klingler Asphalt, Inc. and Asphalt Maintenance, Inc. Kip Nelson seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. Mr. Hill also explained that pipe set and pump station bids will go out tomorrow. 4. Budget Hearing April Burton explained the highlights of the 2011 - 2012 Budget presented to the Board – the budget reflects cuts in staffing – it still reflects $1.4 million in onetime money – it shows a fund balance of 3% – We are still waiting for information on additional revenue from the state – there is a good possibility that any additional revenue will stay at the state level and will be used to backfill the state’s use of onetime money – The District has lost $4 million - $6 million over the past several years and while the number of students has increased – ARRA funds have allowed the District to retain staff – Now we have reached the “ARRA Funding Cliff” where one time money is gone and state funding to the District continues to be reduced – We will impose five furlough days instead of imposing a salary reduction this will result in about 2% cut in salary this year if staff has to experience these days. Chairman Lords opened the Public Hearing regarding 2011 – 2012 Budget. There were no comments. MOTION: Annette Winchester made the motion to adopt the 2011 – 2012 Budget as presented. Kip Nelson seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. IX. Committee, Curriculum and Administrative Reports 1. School Presentations a. Woodland Hills Elementary School – Principal, Jill Starnes Materials for the Board were presented in electronic form. Principal Starnes is working toward d eveloping relationships that will have an impact on the school. The PTO planted 140 trees sponsored by parents and students. She is training the staff to build capacity in developing 504 plans and IEPs, tracking, problem solving, and RTI. Jenny Talcott, PTO president state that their goal has been to increase communication with parents, students, and teachers. Suggestions are taken and addressed. Ms. Starnes relationship with kids is phenomenal and communication has improved this year. Through the use email they have reached more students and teachers. They have supported special education, the library, technology, math, Earth day, read-a-thon, and the Bodies field trip to the Museum of Idaho. They have helped to fill in gaps with music and P.E. They published a year book funded through cost to students. A copy was presented to each Board member. b. Bonneville District Virtual Academy – Charlotte Reid BDVA has 103 students enrolled in grades K-9. Families come to BDVA because of the K12 Curriculum. Students learn at their own pace with one on one help. Their progress is monitored. Weekly P.E. is offered at Campbell gym. 40% are from out of district. 90% of the students are meeting and exceeding state standards. The remaining 10% are finishing up or will complete next fall. Ms. Reid is working on recruiting using radio advertisements, website, parent-to-parent contact, participating in Shilo Fair, Roaring Youth Jam, and tee shirts and water bottles to get name into the community Her biggest success was surviving this year after being hired in January to lead the Virtual Academy. Family satisfaction is high. They hope to grow and give a face-to-face local community connection. Placement tests are used to make sure kids can succeed in the curriculum. Motivation and management is a challenge for students. Students enroll mostly from brick and mortar schools not home schools. Full funding is available with three courses and students can take up to six courses. parents chose virtual classes because they don’t like class sizes, children have health issues, kids bored and they have the opportunity to quicker can move forward immediately, virtual learning is more tailor made to the individual child, it is in the District public school and the child can be part of things that are available and they don’t have to pay extra to participate. Sonja Johnson, PTO president stated that Charlotte picked up and ran with the program. They try to socialize the kids as a group so they realize they can learn other sources than mom and dad. Some of the activities were the valentine exchange and P.E. day every Friday. c. Lincoln High School and eCenter – Principal, Gordon Howard Enrollment has increased to 180–250 on average. There is a huge turn over at the school. Students register and leave constantly. Thirty students graduated through the eCenter this year. Lincoln High School had124 students graduate this year which is a huge increase. Students who are using online schooling at home are coming to get help. Two things are different: (1) the structure of classroom setting and (2) a teacher is available to help. The eCenter will be open until July 15 and then open again August 8, 2011. Credit recovery students pay per credit.. eCenter classes assisted 95 students to graduate. There is a waiting list for summer school. They could place more students in morning classes. Students can recapture credit from home using Novanet. Visitors from four or five school districts have come to try to learn how to incorporate this type of program in their district. X.
