SPECIAL MEETING MINUTES
November 15, 2011
I. Call to Order
Chairman Lords called the meeting to order at 3:02 p.m.
II. Roll Call
Board members present were, Chairman Craig Lords, Vice Chairman, Annette Winchester, and Board Member DeVere Hunt.
Also present: Superintendent Chuck Shackett, Deputy Superintendent Bruce Roberts, Assistant Superintendent Marjean
McConnell, Rocky Mountain Middle School Principal Shalene French, Rocky Mountain Middles School Assistant Principal
Thomas Kennedy, Board Clerk Valerie Messick, and District legal representative, Doug Nelson.
MOTION: Annette Winchester made the motion to move into executive session pursuant to Idaho Code Section 67-2345
(1)(b)To consider dismissal or disciplining of or to hear complaints or charges brought against, an employee or public school
student. DeVere Hunt seconded. The vote was:

III. Executive Session
1. Chairman Lords appointed Doug Nelson as Hearing Officer for the purpose of administering the hearing.
2. Mr. Nelson conducted the Expulsion Hearing
3. Personnel Issues
MOTION: Annette Winchester made the motion to return to regular session. DeVere Hunt seconded. Vote: 3 in favor with 0
opposed and 0 abstentions. Motion passed.
MOTION: DeVere Hunt made the motion that “Student 12-C” be expelled from attending school in Bonneville School District
No. 93 for a period of at least twelve (12) months for the reason that the student, who has a disability and is presently attending
school with an IEP, brought an unloaded weapon onto the school premises. Further that the student be conditionally
readmitted in an interim alternate educational setting for up to forty-five (45) calendar days at Telford Academy. During the
forty-five (45) day period, the following shall occur: (a) The parents shall co-operate with the District Administrators to insure
that “Student 12-C” regularly takes prescribed medications; (b) The parents and the student consent to the periodic inspection
of the student’s clothing, backpack, and personal effects for weapons or other contraband; and (c) That during the period of the
forty-five (45) day interim temporary placement, the IEP Team shall convene to make a permanent placement or otherwise
recommend alternative placement for inclusion in the student’s IEP. Annette Winchester seconded. The vote was: 3 in favor
with 0 opposed and 0 abstentions. Motion passed.
MOTION: Annette Winchester made the motion to return to executive session pursuant to Idaho Code Section 67-2345

Mrs. Winchester discussed the information contained in a background check received on an individual who has been hired to
work for the District.
Superintendent Shackett discussed an issue with “Student 11-D” who is asking to reenter school after having been expelled
last year. He also discussed an anonymous allegation against a principal.
MOTION: DeVere Hunt made the motion to return to regular session. Annette Winchester seconded. The vote was 3 in favor
with 0 opposed and 0 abstentions. Motion passed.
MOTION: Annette Winchester made the motion to require the employee to submit to random substance abuse testing during
the time he is employed with the District. DeVere Hunt seconded. The vote was 3 in favor with 0 opposed and 0 abstentions.
Motion passed.
Dr. Shackett will inform the principal of the Board’s decision with regard to the employee.
MOTION: DeVere Hunt made the motion to allow “Student 11-D” to reenter school at the eCenter, but not to allow him to
reenter the regular schools of the District. Further that the student be required to undergo a risk assessment prior to entering
the eCenter. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed.
Dr. Shackett will inform the student’s parents of the Board’s decision. Written notification will also be placed in the stude nt’s file
and sent to the parents.
IV. Adjournment
MOTION: DeVere Hunt made the motion to adjourn at 5:00 p.m. Annette Winchester seconded. The vote was 3 in favor with 0
opposed and 0 abstentions. Motion passed.
