Regular Meeting Minutes
September 14, 2011
I. Call to Order
Vice Chairman Annette Winchester called the meeting to order at 7:03 p.m.
II. Roll Call
Board Members present: Vice Chairman Annette Winchester, Treasurer Wendy Horman, and Trustee Kip Nelson. Trustee DeVere Hunt was out of town and was
excused. Chairman Craig Lords was out of the country and was excused. Others in attendance were Superintendent Chuck Shackett, Deputy Superintendent Bruce
Roberts, Assistant Superintendent Marjean McConnell, Chief Financial/Operations Officer April Burton, and Board Clerk Valerie Messick.

MOTION: Wendy Horman made the motion to remove the Trip Requests for Hillcrest High School Debate Team from the Consent Calendar and move it to New
Business for discussion. Kip Nelson seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed

V. Public Input
Pursuant to Policy #1550 - Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest.
The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The
Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting.
Kari-Sue Thacker addressed the Board and requested that she be allowed to remove the trip to Carroll College from the Hillcrest Trip Request
VI. Old Business
1. Local Pay for Performance Documents – Marjean McConnell
Mrs. McConnell stated that ranges had been added to the documents approved by the Board in order to clarify what the teachers were working toward and
that some minor editing changes had been made. She asked that the Board approve the revised documents.
MOTION: Wendy Horman made the motion to approve the revised Pay for Performance documents. Kip Nelson seconded. The vote was 3 in favor with 0 opposed

Dr. Roberts stated that these policies had been on the website for 30-day review and there had been no changes made to them. He mentioned that 5075 and
5075P were new policies required by new state statutes and that the others contained changes required by statutory language. He recommended that the
Board accept the policies and procedures presented for final adoption.

Dr. Roberts stated that we will be looking at these policies with the idea of putting them into some kind of new and improved policy that is relevant to statutory
changes. Because these are so outdated, it is easier to delete them and start over. He recommended that the Board delete the policies presented.
MOTION: Wendy Horman made the motion to delete the policies presented. Kip Nelson seconded. The vote was 3 in favor with 0 opposed and 0 abstentions.
Motion passed.
VII. New Business
1. Trip Requests
Hillcrest High School Debate Team
Ms. Thacker asked the Board to approve the request minus the Carroll College trip. Mrs. Winchester stated that the Board would not provide funding for the
trips but that there are forms that need to filled out for each trip and the Debate team could request funds through the administrative staff. She stated that the
protocol is that the Board approves the trips not the funding.
MOTION: Kip Nelson made the motion to approve the Hillcrest Debate Team Trip Request with the deletion of the Carroll College trip and subject to administrative
financial approval. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed.
2. Levy Rate Certification – April Burton
Mrs. Burton stated that the District was able to maintain the levy rate of.005448 that we have had for last 5 years. She asked that the Board approve the levy
rate certification to the county.
MOTION: Wendy Horman made the motion to approve the levy rate certification as presented. Kip Nelson seconded. The vote was 3 in favor with 0 opposed and 0
abstentions. Motion passed.
3. Renaissance Assessment Proposal – Scott Woolstenhulme via Go to Meeting
Technology set up the computer and screen so Mr. Woolstenhulme could present from Louisiana where he is attending a conference. He stated that we need
reliable assessments to find out what students have leaned. There is a gap between the high stakes state and national assessments and the assessments we
currently have available in the District. We don’t have a good way to help teachers know where their students are in relation to performance on these
standardized tests. We have used Plato in secondary schools but it is time intensive. Mr. Woolstenhulme proposed that the District provide computerized
benchmark assessments district-wide with universal screeners throughout the year. He and a committee looked at different vendors. It was decided that Star
Assessments offer individual screening and progress monitoring. These are computerized tests that take about 15 minutes. The testing will predict ISAT
proficiency. These tests are aligned to common core. This is the best way to efficiently progress monitor students who are struggling. The program generates
a longitudinal picture of student progress. Many of the teachers in the District already have some experience with these programs. By purchasing
Renaissance Enterprise we will extend accelerated math and reader licenses.
Mr. Woolstenhulme proposed that the Board use money from the last bond to pay for the program for the next 5 years. The net cost is approximately
$73,000/year and $365,000/5years. Money out of the bond it is a capital expenditure that will use about half of remaining bond monies for technology. Home
connect will allow parents to see data and scores at home. The company policy requires that the programs be used in District with a teacher in the classroom.
Mr. Woolstenhulme is inclined to follow company policies. Schools who allow access at home are in violation of company policy. Susan Searle stated that the
RTI process requires progress monitoring. The SLD requirements include benchmarking and progress monitoring. We tried to use AIMSweb but it was too
time consuming. We will still use AIMSweb for IRI because the state requires it. The STAR program will allow easier access for teachers and students. It will
cover K-12 for accelerated math. Accelerated Reader will cover K-6 and possibly 7-12 for remediation.
MOTION: Wendy Horman made the motion to approve the staff recommendation to use bond money to make the capitol purchase of Renaissance Enterprise for
five years. Kip Nelson seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed.
VIII. Committee, Curriculum and Administrative Reports
1. Report on Facilities Planning Committee Meetings – Annette Winchester
Mrs. Winchester asked Roger Hill to speak to the survey and information from the committee meeting. Mr. Hill stated that the group held a public meeting to
poll the citizens and patrons regarding what type of high school we should build. The recommendation was a regular traditional high school. The committee
recommended that we should put together a survey. The administration needs the whole committee to complete the survey. They will meet and finalize the
survey. There is also subcommittee that will visit Syracuse and Park City in Utah next Friday the 23rd. They will probably visit Madison and Twin Falls as well.
It was stated that the best planned high school was Wood River and it was suggested that the committee visit it as well.
