Call to Order Vice-chairman Winchester called the meeting to order at 7:00 p.m. II. Roll Call Board Members present: Vice-Chairman Annette Winchester, Treasurer Wendy Horman, and Trustee DeVere Hunt. Chairman Craig Lords and Trustee Kip Nelson were excused. Early Graduation Request Vice-chairman Winchester asked if any Board member would like to remove any item from the consent calendar, hearing none she then asked if there would be a motion to accept the consent calendar as amended. MOTION: DeVere Hunt made the motion to accept the consent calendar as amended. Wendy Horman seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed. V. Public Input Policy # 1550 - Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Lanna Gonzales – mother of two students in the District. She is concerned about the autism classrooms with additional cuts to Medicade because this causes more problems. She stated that we are surrounded by individuals with differences and we shouldn’t isolate children because it creates fear. She state that she is an expert on autism and offered collaborate with teachers and explain why autistic students do what they do. Her opinion was that if everyone knew how to assist with students, it could do away with the need for an aide. Mr. Hunt asked if the students were part-time in regular classes. They are but her dream is for full inclusion. Holly Giglio – has met with administrators and others about autism. He son has autism and Down’s Syndrome. He should not be disrespected or abused in the classroom. She state that she had warned the administration that classroom on verge of uncontrol. She is concerned with a particular aide. Her son was scratched, bruised, and wet. Yet the aide continued to work. She alleged that there was no concern from staff. She stated that no one should work in the District until a full background check is completed. If an employee is under investigation, they should be removed from the school. She stated that her son’s behavior is his way of communicating and stating his opinion. The response was that changes take time and the District is taking the incident seriously. Ms. Giglio stated that she will work tirelessly to make something positive happen. Derek Van Orden – has autistic children at Discovery and RMMS. He stated that concerned parents need communication from the Board on their plans to educate their children next year. He alleged that they have had no updates along the way and they feel that the District doesn’t care whether the children receive the best education available. He requested that the District use some of the $4million left over in the bond to build more space for the autism program. He requested full disclosure of the District’s plans for students with autism and to work toward common goals. He stated that the District needs to provide superior customer service and asked that they remember these special children. The vice-chairman stated that the Board would hear information on the autism program at the next board work meeting. Mr. Van Orden asked that the parents be notified if no changes are planned. Mr. Hunt commented that he has been touring all programs in the District. Susan Searle, Special Education Director stated that every child is of equal value. Mrs. Horman thanked the parents for coming and for speaking up for their kids. She will present a timeline and a plan for 2012-13 at the work session. Renee Cook – has sent emails regarding parent’s opinions. She stated that people feel more vinegar than honey. She stated that she has received no response to emails and requests. She alleged that she has been laughed at. She stated that parents feel desperate and their children’s safety is of utmost importance. She alleged that things are still fill the same way. If parents received communication from the District that something is happening and progress was being made, they would feel more comfortable about the situation. Katie Bruno – stated that the debate students appreciate District support in past. These students put in countless hours and five HHS and two BHS have qualified for national competition. She is asking for continued support. Vice- chairman Winchester commented that the trip has been approved. She further stated that Dr. Shackett and Mrs. Burton will decide on the amount of financial support the District can give. Lora Jones – stated that the debate students compete all over the area. It is imperative that the District support the debate program. Students learn social skills and writing skills. They also gain an understanding of ideas and can argue both pro and con. Debate looks good on college applications and helps students to see both sides of an argument. Colleges will most often give scholarships to students who qualify for Nationals. The debate program here is wonderful and District funding has helped. Mrs. Jones requested help for kids that get to this level. Patricia Hendricks – stated that she came to beg for money for the debate team. She is thankful for the District’s support for the debate program. She wants her son to have an expectation for success. He needs adults in life to support him. Hopefully other children will have the same experience. She judged debates as a volunteer judge and is very hopeful for the world because lots of kids understand the problems and can come up with solutions, Vice-chairman Winchester stated that they wish they could support all students. Mrs. Horman complemented the teachers and students stating that debate is a top notch public program. She wished the students good luck. VI. Old Business A. Calendar – Day for Early Release – Dr. Bruce Roberts The Board approved early release days and deferred to today to make the decision of which day to schedule early release. He reported that 159 parents don’t like early release in general but Friday would be best. Wednesday came to the top from administrators, teachers, and patrons working in the District. We needed to address two issues regarding early release: 1) there needs to be more coordination and 2) the time need to be utilized more effectively. The administrators are working on Learning by Doing – Professional Learning Communities and introducing the concept to their faculties. Teachers will have ownership on what they will be working on. They will look at data and decide best way to use the time productively. The use of the time will be scrutinized and we will commit that it will be used productively. Teachers suggested that Kindergarten students should come every day. By scheduling kindergarten students that way, it actually adds time to their schedule. Dr. Roberts made the recommendation to have early release days on Wednesday starting the 2nd week in October and every week there is a five day work week. Students will attend four hours from time they start minus 40 minutes for lunch and 20 minutes for recess So that is about five hours from the time they begin school. Mrs. Horman stated that she has struggled with early release. She is ok if it is a pilot program. She wants data to show how the schedule has helped teachers. Vice Chairman Winchester asked if there would be a motion regarding the day for early release. MOTION: DeVere Hunt made the motion to set early release days for Wednesdays. with parameters as stated by Dr. Roberts. Wendy Horman seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed. VII. New Business A. Policy for 30-day Review – Dr. Bruce Roberts 5040 Certified Staff Transfers 5040P Certified Staff Transfer Procedure Dr. Roberts stated that we will be dealing with certified staff transfers soon and requested that the Board skip initial consideration and allow the policy to go directly to 30-day review and then put 2nd reading next month. The BEA president has a copy. Vice-chairman Winchester asked if there would be a motion to accept the policy and procedure in 30-day review. MOTION: Wendy Horman made the motion to accept the policy and procedure presented for 30-day review. DeVere Hunt seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed B. Naming the Professional Technical High School – Craig Miller Naming the high school the District 93 Technical Careers High School will allow us to offer different career options. Mr. Hunt asked what classes would be starting next year. The trifold states the classes that will be offered next year and the following year. Mrs. Horman asked if there is college credit available. Mr. Miller answered in the affirmative. He is working with the ISU, NNU, and EITC. Vice-chairman Winchester asked if there would be a motion regarding the name for the Professional Technical High School MOTION: DeVere Hunt made the motion to accept name the professional technical high school as District 93 Technical Careers High School. Wendy Horman seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed C. Bond Election – Roger Hill Mr. Hill reported that today is a great day. He thanked the patrons for their support and passage of bond. The count was Yes 1797, No 697 and 8 spoiled. There was a total of 2494 votes cast. That translates into 72.01%. The county will ratify the results and then send a letter to the Board for ratification about the 20th. The Bond Election results will be on the agenda for the next regular meeting. D. Elementary School Building Site – Roger Hill, Karen Judy Mr. Hill reported that the District has been working toward getting the sites ready and hoping the bond would pass. He has been discussing sites with the Board looking at growth. He stated that the best site is in the Crow Creek subdivision on Iona Road across from Bonneville High School and recommended that the Board approve that site for the new elementary school. The new school will open fall of 2013. Vice-chairman Winchester asked if there would be a motion regarding the site for the new elementary school. MOTION: Wendy Horman made the motion to approve the recommended site the new elementary. DeVere Hunt seconded. The vote was 3 in favor with 0 opposed and 0 abstentions. Motion passed E. Recognize Bonneville High School Youth Art Contest first place winners: Sarah Phillips, graphite; Abigail Curtis Miscellaneous drawing, Sean Harker, Pen and Ink, Amber Wallace, Mixed Media, and Marissa Lords, People’s Choice Award. Dale Mortimer teacher stated that the study of arts improves many other academic skills. He stated that it is important to have the arts in the schools. Sean Harker stated that he was glad to have the opportunity to work with Mr. Mortimer. Recognize Bonneville High School Student Body President, Brennan Summers and Hillcrest High School Student Body President K.J. Patterson winners of Utah State University Ambassador Scholarship. Full tuition for 4 years F. Recognize recipients of the Idaho Middle Level Educators of the Year Awards – Marjean McConnell Patti Horman – 2012 Region 6 Middle Level Educator of the Year Shalene French – 2012 Idaho Middle Level Educator of the Year Mrs. McConnell reported that we have a lot to celebrate. The Idaho Middle Level Association held their conference in our District. These ladies represented us well. We want to congratulate them for what they do for our students. Vice chairman Winchester stated that we have amazing people who work in our district, VIII. Call for Agenda Items for Upcoming Meetings 1.
