III.UpdateBoardRosterfor 2012-2013ifneeded TheBoardmembersupdatedtheirpersonalcontactinformationasneededforNSBA. IV.Itemsfor Discussion A.New ElementaryBrickandRoofColors -RogerHill Mr.HillshowedsamplesofbrickandrooftotheBoard –aftersomediscussiontheychoseEmeraldGreenfortheroofandSmokeyMountainforthebrick.TheBoard askedforanupdateontheprogressoftheconstruction.Mr.Hillreportedthatthepad,footings,andfoundationwallshavebeenstarted.Thingsaregoingwell. B.ItemsRequiredforBoardApproval -AprilBurton Mrs.BurtonreportedthattheBoardwillseemoreitemsontheconsentagendainthefuture.TheSuperintendenthastheauthoritytosignforanythingunder$25,000but shefeelstheBoardneedstobeawareofthesetransactions.Mrs.BurtonaskedabouttheExtended-OutofDistrictTravelpolicy andaskedif groups should get permissionfortripsthathappenduringthesummer.Whataretheliabilityissuesiftheydon’tbutusetheschoolname?Weneedtoeitherenforceorchangethepolicy. WeneedtohavetheDistrict’sLegalCounselandtheInsuranceAgentlookatitand givearecommendation. C.FeeIncreases –AprilBurton Mrs.Burtondiscussedthefeesthatwouldbebroughtupinthehearingthisevening.Shealsostatedthatasnewfeesarerequired,therewillbeadditionalfeehearings throughouttheyear.Wecan’t imposenewfeesunlessthepublicismadeawareofthem.Itisastatutoryrequirementthatanyincreaseover5%mustbepostedfora hearing.TheBoardcanreduceoreliminatefeesbutitcannotaddorincreaseatthehearing.TheIDLAcoursefeeisgoingupto$100forclassestaken above seven credits.Thefeewillbechargedfor online coursesthatcontinueduringthesummerbecauseitisacosttotheDistrict. Therewassomediscussionregardingthefacilityrentalfees.TheBelnap League shouldeitherbepayingthecommercialfeeorthecommunityuserfeeforSaturdayuse. Weneedtotrackwhoisusingthefacilitiesandwhentheyarebeingused.Thereare24gridkidteamsintheSouthaswellassoccerteamsandthereare16intheNorth. Thereneedstobeawaytoscheduletheuseofthefieldsandfacilities.Thosewhohavefilledoutanapplicationandhavepaidtheschedulingfeewillhaveprioritytouse thefacility.Apparentlyfeesarebeingchargedthathaven’tbeenapprovedbythe Board.Thefeesaregoingtotheschools.TheBoardwantspeopletobeabletousethe fieldsandfacilitiesanddoesnotwanttomakemoney.Thereisaneedtobereimbursedforupkeepandpowercostsincidenttofacilityusebythecommunity.TheBoard doesnotwanttheschoolstoimposefeesbythemselvesbuttoadheretothefacilityusefeeschedule.Weneedtodifferentiatebetweentypesofusers.Practiceisopen.If theorganizationmakesmoneyoffthefacilities,theyshouldbechargedatthecommercialrate.Thereshouldbeaschedulingfeechargedtoorganizedgroupswhowish tousethefacilities.Weneedtomanagethefacilitiesacrosstheboardandcontrolaccesstothem.WeneedtosettheexpectationsthenrunthembyDistrictLegal Counselbeforeproceeding.WeneedtocontroltheuseofschoolnameswhenactivitiesarenotschoolorDistrictsponsored. D.BoardBookPublicViewandAgendaDistributionRequirements -ValerieMessick Mrs.MessickdiscussedplacingalinktoBoardBookontheMainPageoftheDistrictWebsitesothepublichaseasyaccesstoagendasandminutes.ChairmanLords askedthatminutesfrompastmeetingscurrentlypostedontheWebsitebeavailableinoneareasothepublicdoesn’thaveto gotoseveralplacestoaccessthem.Mrs. Messickaskedifitwouldbeoktochangepolicy#1510 BoardAgendaItems underDistributionoftheAgendatoreadaccessisavailableontheDistrictWebsite.The Boardwantstocontinuetohavetheagendasenttothestaff,PTO,andmedia viaemailaswellashavingtheagendaavailableonthewebsiteunderBoardBook.The BoardadvisedthatanythingintheBoardPacketthatispublicrecordshouldbemadeavailabletothepubicviaBoardBook.TheBoardagreedthattheagendacanbe posted withonlymaintopics andwill notrequireallnamesundertheconsentagendatobepostedonthehardcopysincethesewillbeavailableintheBoardBookversion thatwillbeonline.ChairmanLordsrequestedthattheagendawithallnameslistedstillbe availableforeachBoardmemberatthemeetings. E.ReportonPlanforSpecial Education -SusanSearle Ms.SearlereportedontheSpecialEducationchangesthatareplannedfornextschoolyear.TherewillbetwoSpecialEducationCoordinators,onefor elementaryand oneforsecondary.Theywillvisiteveryclassroomweeklyandoffertechnicalassistancetoteachersasneeded.Theywillbe hiringIBI/PSR/DTpersonnelintheDistrict withKirkBensonassupervisor.Trainingwillbeprovidedtheseindividualsonearlyreleasedays.Ms.Searlewentoverthecurriculumimplementationandthesecondary SpecialEducationPlan.Shealsotalkedaboutspeechandlanguagetherapyconcernsandgoals.SpecialServicesis lookingat differentoptionsforprovidingSpeechand LanguageTherapysincethereisashortageofprofessionalswillingtoworkintheDistrict.ThestateonlyreimbursestheDistrictatateacherlevel.Thismaybecomea hardtofillpositioninthefuturewhichwouldallowformoresalaryfortheseindividuals.WhenaskedaboutMedicaidbilling,Ms.SearleinformedtheBoardthatthereis somereimbursementbutitisaverysmallamount.Thereisnoreimbursementfortheseservicesfromeitherthestateorfederallevels.Weareat-riskifanIEP isnotbeing serviced.Shemaybelookingaton-lineservicesandwillparticipateinawebconferenceonMondayat12:00withPresenceLearning. Fortheupcomingyear,SLP’swillberequiredtodocumenttheworktheydowithstudentsforSpecialServicesandtheparents.Theywillalsoreceivean IPad anda budgetforappstohelpwithservicingstudents.Theplanistohave1to1technologyforstudentswhoneeditforcommunicationpurposesandclassroomsetsforother students.TherehasbeenparentinvolvementwithteachersandMr.LordsatRockyMountainMiddleSchool.TheprogramtherewillbeapilotfortheDistrict.TheMDT schoolteamwillscreenthestudentsandplacethemintheappropriatelevels. F.ExpelledStudent'sProgressReport –Dr.Shackett Dr.Shackettreportedonthestatusofthestudentswhohadbeenexpelledoverthelasttwoschoolyears.Lastyear,fivestudentswere expelledwiththeoptionof reenrollmentatoneoftheDistrict’salternativeschools.Ofthose,fourarecurrentlyenrolledinanalternativesettingandseemtobedoingwell.Onefinishedthecourse workat the homeandshouldbeeligibletoenrollnextfalloncestipulations forreenrollment havebeenmet.Threestudentswererecommendedforexpulsionbutwere offeredenrollmentatanalternativeschoolinlieuofanexpulsionhearing.Allthreehaveenrolledat thealternativeschoolandaredoingwell. G.2012-2013BoardMeetingSchedule Mrs.HormanaskedthatthemeetingwithHillcrest Student CouncilbemovedtoTuesdaysinceshewillhaveaclassonWednesdaysthisfallsemester.TheBoardagreed tomove thatmeetingbutnottheotherworksessions. 1.ChangeWorkSessionstoInterim/WorkSessionMeetings Mrs.MessickaskedtheBoardtoscheduleInterimmeetingsinsteadofWorkSessionssonoticeofSpecialMeetingswouldnotneedtobemade.TheBoardwas reluctanttochangebecausethepatronswouldnotknowwhetherornotactionwouldbetakingplace.Therewasaquestionregardingtheneedtoallowpublicinputat everymeeting.ChairmanLordsstated thatitisameetingoftheBoardinpublicandnotapublicmeeting.ItwasdecidedtoleavethescheduleasWorkSessionswith noticeofSpecial Meetings asneededthroughouttheyear. 2.BoardInterimMeeting/WorkSessionLocations WorkSessionswerethenscheduledforHillviewinNovember,Rocky MountainMiddleSchoolinJanuary,TiebreakerinFebruary,andBridgewaterinMarch.Meetings withHighSchoolStudentCounselswillbeinSeptember,October,AprilandMay. H.BoardRetreat -AgendaItems ChairmanLordsaskedBoardMemberstoemailagendaitemstoMrs.Messick.Mrs.Winchesteraskedthatfollowingbeplacedontheagenda:SuperintendentGoals, WhatdoestheBoardwanttoachieve –goalsandexpectationsforindividualsandschools,LegalIssuesdiscussionbyDougNelson,FacilitiesPlanningCommitteeinthe Future,PlanningforFutureGrowth,NSBAConferenceattendance,andBoardTraining Plan. I.NumberattendingChuckarsGameonMondayJuly30th TheBoardandadministrationreportedhowmanywereplanningtoattendtheChuckarsGame.Mr.Nelson,Mrs.McConnell,andMrs.Burtonwillnotbeabletoattend. J.SocialNetworking/WebApplications -ScottWoolstenhulme 1.2160ClassroomUseofVideos,DVD's,andMoviesPolicyandProcedure Weneedtoupdatethepolicy.ItisnowwrittenforfulllengthvideosorT.V.episodes.Withtheintegrationoftechnologyintotheclassroom,teachershaveaccessto manyvideoclipstoenhancetheirteaching.Mr.Woolstenhulmesuggestedthatteachersbe allowedtoshowclipsthatareshorterthan20minutesandthatareGrated. Mr.WoolstenhulmewillemailtheBoardcopiesofthechartsotheycancomparewiththecurrentpolicyrequirements.Hopefullythispolicyrevisionwillbeavailableto Boardfor 30-dayreviewintheAugustmeeting. Weprobablyneedapolicyaddressingstudentinformation placed onthewebwithoutparentpermission.Thepermissionformthatwecurrentlyhaveisnotenough. 2.1:1Computing OurDistrictwasselectedto participate inthefirstroundoflaptopdistributiontohighschool students.Weshouldreceive1400laptopsbutthatwillonlybeenoughfor juniorsandseniorsatboth regular highschools.Theplanistocyclethelaptopsbackthroughonceseniorshave finishedusingthem.Anyextraswouldbedistributed toLincolnHighSchoolandeCenterstudents.Thesegrades werechosenbecausethereislesschancethatthese classeswillhavefreshmanand sophomores inthem andtheyclassesaresmaller.Theintentis togetlaptopsintothehandsofallstudents.SomeoftheBoardmemberswonderedwhytheadministrationwouldn’tstart freshmanandsophomoreswiththelaptopssincestudentsk-8shouldhavealreadyhadaccessto1:1technology.Thehopeistofindenoughfundingsoallstudents haveaccess.Butifnotnextyear,thereshouldbefundsavailablethenextyear.Wewillbeinnovativeandtrytomakethis happensoonerthanlater. Teachersneedtoutilizethetrainingthatwillbeofferedpriortothedistributionoflaptopstostudents.OurexpectationwillbethattheteachersandprincipalsuseMy BigCampus.Parentswillbeeducatedthroughmeetingsandtrainings.Therewillbeacommitteethatwilldecidehowthiswill happen.Damagestocomputerswill be handledthrough StateITsupportthatisalreadybuiltintothecontract. 3.Neo2planupdate Wewillprovideall7th –12th gradestudentswithemailaccountsandcloudstorage. WearemovingforwardwiththeNeo2program.Renaissancehashired JulieBirdfromourDistricttodeliverprofessionaldevelopment.Shewillbeworkingfulltimein thedistrictbutpaidbyRenaissance.Mr.WoolstenhulmeaskedtheBoardtoconsidergrantingaleaveofabsencefor2½years soonceshehasfinishedworkingwith RenaissanceshewillhaveapositiontocomebacktointheDistrict.Thisrequestwillbeontheconsentcalendarforthemeetingtonight. Mr.WoolstenhulmeintroducedTy Salsberyas thenewBonnevilleOnlineHighSchoolPrincipal.TherewillbetwotracksofonlinelearninginBonnevilleSchoolDistrict. Fristwillbecreditrecoverythatcanbedoneateachhighschool usingNovaNet.Thiswillbeatnocosttostudentsifitisdoneduringastudent’snormalschoolday. Thislastyear433creditswererecovered.Thesecondwillbefull-timeonlinehighschoolclasses.WewillofferaccreditedlegitimatecoursesusingtheGradPoint software.Wewill trainourteachersandtheywillbeavailabletohelpstudentswhoneedit. Thehistoryofonline highschooleducationisasfollows:WebeganwiththeK-12curriculumandthenmovedtoAventa,thentoNovaNet.Studentswerenotsuccessful withK-12orAventa.HopefullyGradPointwillhelp.Wewillhavelocalcontrolwiththissoftwareandwillutilizelocalteachers.NovaNetisnotsorigorousandisgood forcreditrecovery.Ifstudentsregisterforclassesthatareduringtheir normalschedule,theywillnotbechargedregistrationfees.Feeswillbechargedifstudents choosetotakeclassesoutsideoftheregularschedule.Wewanttoprovideanexemplaryeducationalexperienceforallstudents. K.Monticello Montessori CharterSchool –Dr.Shackett Dr.ShackettreportedthattherearesomefinancialconcernsbecausetheDistrictwouldhavetotakeoverthecharterschool’sdebt.TheBoardhasconcernsabouttaking onanothercharterschool.Theadministratorwouldneedtobetrainedinthephilosophy ofMontessori.Therewasconcernexpressedthatthecurriculum atthecharter doesnotreflectthetrueMontessoriMethodandthefoundingadministratorisnolongeremployedthere.Dr.ShackettrecommendedthattheBoardnolongerconsider mergingwith thecharterschool.Mrs.BurtonreportedthattheDistrictisworkingwiththecharterschoolbyprovidingfoodservicesfor theirstudents. L.AfterDarkIssues -GuyBliesner Mr.Bliesnerreportedthatthereisalotofactivityattheschoolsbetween9:30p.m.and11:00p.m.Thisactivityismostlyinnocent.Activityafter11:00p.m.isnotso innocent.Itwasstatedthatmidnightisthecurfewsorestrictingaccessshouldfollowcurfewguidelines.TheBoardgavepermissiontosignschoolproperty not to allow useaftermidnightandbefore5:00a.m.unlessadministrativeapprovalisobtained.Thiswillallowlawenforcementpersonnelthetoolstheyneedtociteindividuals who maybeviolatingthedirective. TheBoardwantsthepatronsandstudentstobeabletousethefacilitiesasmuchaspossibleaswellastoprotectthepropertyfrommaliciousactivity.
