Ocpw. v , inwllJen� Special Meeting/Work Session August 28, 2013 11:30 AM Call to Order Chairperson Annette Winchester called the meeting to order at 11:39 11. Roll Call Those Board members in attendance were Chairperson Annette Winchester, Vice-chairperson Kip Nelson, Treasurer Amy Landers, and Trustee Brian McBride. Trustee Jeff Bird was Out of town. Others in attendance were Superintendent Chuck Shackett, Deputy Superintendent Marjean McConnell, Chief Financial /Operations Officer April Burton, Human Resources Director Shalene French, Director of Operations Todd Hicks, Director Of Curriculum and Instruction Michaelena Nix, Director of Plant Facility /Purchasing Roger Hill, Data Analyst Jodi Barnes, Community Relations Liaison Wendy Norman, and Board Clerk Valerie Messick, 111. Executive Session The Board will enter into Executive Session per Idaho Code Section 67-2345 (1)(c) To conduct deliberations concerning labor negotiations. The Executive Session will be closed to the public as permitted by law. Chairperson Winchester asked if there would be a motion to move into Executive Session for the purpose stated. MOTION: Kip Nelson made the motion to move into Executive Session, Brian McBride seconded, The roll call late was Kip Nelson — Yes Brian McBride — Yes Amy Landers — Yes Annette Winchester - Yes Motion passed, Those in attendance were Superintendent Chuck Shackett, Deputy Superintendent Marjean McConnell, Chief Financial/Operations Officer April Burton, Human Resources Director Shalene French, and Board clerk Valerie Messick. Chairperson Winchester asked Mrs. McConnell to go over the tentative agreement reached with the Bonneville Education Association (BEA) during mediation, Mrs. McConnell handed Out a copy of the Mater Agreement. She summarized the process of mediation and stated that we have a really good agreement. We didn't give tip any management rights as directed by the Board. She then went over the language contained in the agreement. She stated that the right to grieve if the District is not following the Master Agreement was added and the final step goes to the Board. There is no mediation required. Any other grievance will be in compliance with the District's Uniform Grievance Policy. Under Working Conditions, planning tirne language that helps the elementary teachers has been added. The PLCs will determine when that time will be and it will be arranged in the individual buildings Under Compensation, steps and lanes will be given and the state education and experience factor will be used to determine the amount. There will also be a longevity bonus for those who don't get a raise on the salary schedule. The District will pay the premium for the individual insurance. That is a 12% increase from this year. There were a few minor changes in stipends. All certified teachers will now be tip to date on the salary schedule, The BEA membership ratified the agreement yesterday. Chairperson Winchester asked if there Would be a motion to move back into Open Session at 12;02 p.m, MOTION: Kip Nelson made the motion to move back in to open session at 1202 p.m. Brian McBride seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion passed Dr. Shackett stated that there Would be a meeting on Thursday, September 26!h regarding self-insuring information at 4:00 p.m. and requested that two Board members attend. Hearing none, she then asked if there would be a motion to accept the Consent Calendar, noting that ratification of the 2013 — 2014 Master Agreement is an item on that Calendar. MOTION: Amy Landers made the motion to approve the Consent Calendar. KIP Nelson seconded. The vote was 4infavor with Oopposed and Oabstentions. Motion passed. Board Trainina Board Self-evaluation Annette Winchester Chairperson Winchester asked the Board members to look at the Self-assessirent materials contained in their binders. She asked thomto read through the information. She asked them hbring information to the Board that they need tobo doing. This document helps guide the Board m where wo should be. Kwi| be a guide to help LIS have a good direction. Chairperson Winchester then spoke about the Board's relationship with the superintendent, She spoke of th on*d to have trust in the staff. The staff also respects the Board's position, Wo hire good people and ne need h let them do their job. You need to take concerns to Chuck or Annette not to other administrative staff. We will go over the Self-Evaluation at the end of the year to see how we have done and where we need to improve. Chairperson Winchester also spoke of the process used for the superintendent's evaluation that takes place in January.. VL Items for Discussion A. Bound Survey Chairperson Winchester asked Mrs. Burton to lead the discussion regarding the proposed online Survey. Mrs. 8udom stated that the Survey give the pubic a choice between two options and then the Board will have to make the final decision. Mr. McBride wondered if there was enough pros and cons presented to allow a good decision. There was concern regarding how Much detail we want to present. Dr. Shackett stated that he doesn't know if wo can ever educate the public with the type of knowledge the Board has. There was discussion regarding whether a list of frequently asked questions should immade available to help educate patrons. Womu|dplace o link on the survey the people could look a( the FAQo. We need to present two options and mm need a bond. There was discussion regarding the cost of a new high school and a middle school vs. two middle schools. Mr. Hill responded that the cost per square foot has gone LIP since wm first started talking. Mr. Nelson stated that we need to have huo different prices, The cost will be the bottom line issue for most people. We need more time to pull together information on costs. People need to know what a ball park estimate will be. There was discussion regarding the purpose ofthe survey. The Survey shouldn't holengthy. We need m know what the community would like uoto do. Ne don't know what the cost will be. Mrs, Landers stated that the public needs bullet points nf the pros and cons. We need to present the facts. Mrs. Burton stated that a new high school will cost $1 million to open a^ well oo ongoing costs. A high school will cost more than middle schools. Growth dynamics need mhoconsidered. We need w look o/ the responses. You can argue what the value Of Survey will really be. You don't determine Your vote based on the survey. The Board still needs to vote their conscious, We can't make the pmvuy all inclusive. Mr. Hill stated that the costs for building a high school and middle school or two middle schools are closer than you think. Both options are about 24O0 Student capacity, The overhead and administration will be different as well as operational costs. If you increase the size of the campus you will need another assistant principal but there Would hn some administrative savings, There was discussion regarding the types of things the Board wants put out io the Survey. Add more information W increase public knowledge. Present a range of costs between $75 million and $92 million and numbers based on a 20 year bond. The Survey needs to be easy to read and look at. It Should include bullets Linder the two options, not paragraphs. Social media may be our best information source, A few people guto the mmbnite. But social media travels faster and ininteractive, The administration will put something together including cost, size, and location. Hopefully it will be finalized in September. Mrs, Landers stated that w* need to divide the elementaries and send them to specific middle and high schools. There was discussion regarding ways to Survey the Students. 0e could ask student munoi|s. Wo need todoan internal Study. Maybe it could be a senioproject maybe journalism classes could conduct Surveys and interviews and report findings. Val will ask the principals to check with Chuck and get then get their student Councils involved. We want to know U people want two big high schools mthree smaller high schools, We need to know how Much will k cost. Mr. Nelson stated that we need to do it right and finish the project, Mrs. Burton stated that we can't go any higher than our cap of $92 million, There was discussion regarding whether we should just do a Facebook survey, Social media is great feedback for the Board, We need to be careful not to ask the question and then not be able to support it, The question should be will you support a bond Lip to $92Million and the accompanying tax increase for a 20 year bond issue. The size of the campus may be a big issue. There was discussion regarding whether there is less Opportunity for students in a big high school. That is not necessarily true. It is inCUmbenton the principal and staff to figure Out how to give offerings to Students, Acadernic offerings are more available in larger high schools. We can teach Students from anywhere in the state with our online offerings, There was discussion regarding whether enrollment in high schools is shrinking nationally because of students taking online classes, Locally we are seeing a decrease in enrollment at Lincoln because online credit recovery is offered at the regular high schools. Our kids will want to graduate early for various reasons. An online student brings in the same amount of money with less FTE. There was discussion regarding how we plan to handle Special Education with Our online offerings. We could contract or send Our own people. We need a flyer to go Out regarding the survey. There was discussion regarding how we got people to look at the information. Maybe attach wristbands containing infonnation to StUdents? We need to use multiple Ways to get the information Out to the public. We need to let them know thatwe gathering information, We want to know WHAT DO YOU THINK? This is not a binding vote. We may want to give Students an opportunity to do a Survey. Let the kids find Out what the patrons would like. We need to make the decision regarding the Bond Election by the January 15th Board Meeting, B. School Choice at Telford -Clarice Miller, Scott WnolstenhUlmc Chairperson Winchester asked Mm. McConnell to discuss school choice at Telford. Telford is problematic because students are there for a reason and have been placed due m behavior m expulsion and remittance requirements. Aoa result, nn can't open itupto tire regular middle schools m the eCeoterheca000Kio not approved for middle school students and the curriculum is not compatible with 71, and 8'h grade. We have increased instructional hours. But we have not offered after school programs. That equates to 957 hours of instruction for all kids. To be in compliance with the federal waiver and state requirements, we must offer school nfchoice. Wo would like to offer Bonneville Online School as an option. Clarice Miller has done a great job of communication with the state to help us figure out our options, The Students would be doing work at horne and that could be worse for some Students, Wo believe most will not choose the online option.
