Chairperson a letter from former Chairperson
perspective of the question at hand because of his past service on the school board, He commended the school board for allowing the patrons of the district to have a
say in this matter by allowing the issue to be decided at the ballot box. He appreciates the administration and the Board for holding public meetings and forums with
regard to the important decision that the patrons are being asked to vote on. He is aware that it takes a great deal of time and effort to hold public meetings. He
appreciates the effort of the Board in empowering the committee of patrons to review and recommend solutions to the Board. He thanked representative Horinan for tier
efforts in sponsoring legislation which allows school districts the same ability that cities and counties have to issue 30 year bonds. This will allow a smaller burden on tax
payers paying over a longer period of time, He thanked the District and Legislature for providing patrons with a choice regarding an acceptable debt schedule. A growing
school district has issues that need to be addressed. He believes that the proposed bond is appropriate and is happy to support the bond and will be voting yes next
Tuesday, He thanked the Board for their efforts and Support of the children and patrons of the District.
Chairperson Winchester stated that she has served no the Board for 1n years. The issue with the high school has been her mind fo
elementary. Ye have had two committees and many discussions over many years. After looking at all of the options she believes this is the best plan for our students
and our community. The community will make the decision regarding what we will do. The Board is giving the community the opportunity w vote nn this proposal. This
decision has not been made easily but wo feel i|io the right one at this time.
She then stated that she had a prior commitment and would need to be excused from the meeting, She appointed Vice-chairperson Kip Nelson as Acting Chairperson for
the remainder of the meeting at 7:04 p.m.
Acting Chairperson Nelson stated that the District is wanting m put facts out and hope the public will understand how we came mthis decision. He then turned the
meeting over to Dr. Shackett He stated that the objective of this meeting is to share information and then answer questions, It is not his bond or the Board's bond, it is
the community's bond, Our job is to plan the best way we can meet the needs of the children in an affordable way. In 2011 we had a parent group from the plant facilities
committee to build a high school. There are pros and cons to the recommendation. A lot of time has gone into this. Our job is to present to you a solution that we feel
most of the community can afford and can accept to complete the schools that the students need. We will put this Out to vote on the 1 Ith. We want you to be so
educated. Please ask any questions you have. Showed a video regarding the overcrowding at the high schools. Then showed a PowerPoint presentation going over the
history, reasons why we went this way, and what we are asking for,
Showed tax levy rate going down when *m began building the o|mmonbries and then back upalittle, then back down in2007, The proposed tax levy rate is still lower
than in 1995. Usually
has accomplished a lot of projects and the growth in the community has helped pay for our buildings, Our current debt capacity is about $95 million. This bond is $92
million over 30 years. He discussed District's taxable market value over the past several years. People are moving in because Our schools are so good. In 2012 the
value took a little dip, In 2008 we had almost 20% growth. Market value growth brings in more money and helps LIS pay off bonds earlier. Most all our bonds have been
paid off before the 20 year margin. In 2009, 2010, and 2011 it was a negative market growth. Something he never thought would happen. Our projections for this bond
are based on 0 growth in market value, Our enrollment growth has not slowed down. Right now we have $60 million in bond indebtedness. If we pass this bond, in 2015
bond payments will begin paying partially on this bond, By 2031 all the other bonds will drop off and be paid off and the rest of the levy will go toward this bond. Almost
all Our bonds have been paid off early. If the growth continues, more people will be paying taxes and then we can pay the bonds down earlier. That doesn't mean the
taxes will go up, but more people will be paying taxes. Our philosophy is to pay the bonds of as soon as we Gan and let the growth pay for the bonds. Intermountain
Demographics out of Boise did a growth study in 2011 the projected growth and the students we currently have in the District were shown. The Study shows thatwe will
have over 4500 Students in our high schools by 2021. We have actual (the student we have now and moving them up) and projected. Somewhere in between will be the
number Of Students we will have enrolled by 2021 . Our middle schools are at capacity now, We had a preschool program at Rocky Mountain Annex. We moved that
program out into the elementary schools where we had space so Rocky Mountain could utilize that classroom space, We started our online school to offeras many
opportunities to our Students as we can. We have students taking classes online at the eCenter. We have students taking classes online at home as well. These
opportunities take students Out Of the brick and mortar classrooms. We opened our Technical Careers High School in 2012. We have almost 500 students taking classes
there right now. We want to expand this school. One of the projects on the bond is to move tire bus barn and transportation to a better location and then use the current
facilities to implement a diesel niechanics and an FFA agricultural program. We want to have horticulture and aninials. The hope is to extend the reach ofTCHS to bring
in more Students. The more students YOU can bring in and get interested in their education, they don't drop out of school. You are now seeing 21 modular classrooms at
the high schools now. We are anticipating more every year. The current high schools were built to add on to, However, the hallways aren't wide enough to accommodate
the 1600 Students in each of the high schools. We are proposing to build a new high school that will accommodate the flow of 2000 Students and allow additions in the
future, If that had been done at Hillcrest and Bonneville, we Could add another wing to accommodate the enrollment. With 21 portable classrooms. We will have to start
using port-a-potties.
There have been a lot of ideas overtho years. We began talking inzU10. The Board has spent many years discussing possible solutions. In 2011 a parent committee
presented to the board that we need to build a new high school, Our solution that we feel is what is best for the education Of Our kids is to build a high school and a
middle school, Buildi two idd| schools io work where the grade
would be educationally sound, The Board is presenting to the community what they feel is the best educationally sound option. On March 11 th You get to decide. 91h
graders can't take advanced classes when they are removed from the high school. There was a Survey in November and the first question was, "Would you support a
$92 million bond that Would increase your taxes $10.25 per month per $100,000 taxable value?' 84% of the respondents (well over enough to make it valid) Supported.
86% supported the middle school and high school concept. This didn't just come Out of the Board, The majority of those that responded are our customers, those that
have kids. We are growing at about 400 students per year or about 4%. This year we have about 3,000 high school students. That is approximately 1500 at Hillcrest and
1500 at Bonneville. The schools were built for 1200 students. Right now we are about 500 students over. That is why we have 21 portable classrooms. The freshman
class at each school has 100 more students than the senior class, We are presenting a solution that we feel is best for the education of students. We have just been
keeping up with the growth in the elementaries. At the middle schools 06-07 we took the 6th grade Out. Now they are at capacity. At the high schools, we are now over
capacity. These kids are here and we need to put them somewhere.
We have looked a| alternatives. But doing nothing costs a lot of money. Portables have two classrooms and are $125a piece m set up and wpurchase. We still need
money to purchase these type of classrooms, The modified high school block has 25% down time. If we go to a 7 period day, the down time would drop to 14%. That is
an alternative that we will bo looking at. Split sessions is a reality. If the bond passes the school won't be finished until 2017. In 2016 we will have to decide if we will go
to split sessions. There will be 200-300 more students. If it doesn't pass, we will need to put the students somewhere, If we drop 91h graders down we Would still have
1200 students in high schools. Wo would Put the (Lh and 9m graders at the middle schools a|D:30e.m.m12:3Op.m./m and 0m graders will come in from 1:00pm.m
r(0pm. This will kill sports ut the middle school. We would try to get as many portables as we ran, We are open to Suggestions on how to handle the number of
students we will have. 0e would need to put air-conditioning at the schools if we go to year round school, We don't have the money to get that to happen. We don't know
how to do year-round at the secondary level.
There has been n criticism that *e aren't specific enough. 0e understand. |f you are building ohome it takes 8to8 months. Go you kind ofknow the costs of building
materials and you can have a pretty solid estimate. Right now if the bond passes, it will take 12 months for the architects to draw the plans and put out the bid specs. We
are looking ahead 18 months and we don't know what will happen to construction costs in that time, Our best guess is $18D per sq. ft, The school wm are looking atio
%3O.8OU square feet. That io without fieNnand furnishing. |(ioabout $212 per sq. M doing t with all the fields and furnishings, The high school could come inn\*48
million or$S3 million we just don't know. Let's estimate $50 million and the middle school could ho from $28 million to$32 million. L*Ca estimate $30million. That would
leave $12 million to complete the other projects. It is hard to guarantee what we are going to do. If the big schools are reasonable, we can do all the projects listed, If
they come io over the estimates, the Board will have to determine which projects we will bodoing.
The schools will be located at the corner of 1st street and 4511 street across from the Iona Cemetery. That is the 80 acre lot that the District purchased in 2008-09. There
is a strip of land that was purchased for an entrance. The other entrance would be Ladino and 9!h North, The entrances are a concern. We actually put an offer on the
land for another entryway and had a gentleman's agreement, We put at) offer in and had appraisals completed and the attorney draft the contracts. Then the person
changed their mind and decided not to sell when we went to enact to contract, We are looking at other ideas as well. We don't want to run cars through the
neighborhoods, The three entries that are there now are 9rh North, Ladino, and the strip of land.
Acting Chairperson Nelson thanked Dr. @mokeu for presenting the information and asked those who Would like to comment or who have questions to come to the
microphones and to write their name and address on the sheets provided as well as to state such for the record. He asked those speaking to keep their comments under
3 minutes and if someone has spoken on the same point of view to not speak to the same Subject so everyone who wants to speak has a chance. Please be polite.

Biggest objection is financial. The first bond in the District where we actually pay more interest than the bond. Doesn't think they
have thought that Out very well. He was in their office and it took the guy from Piper Jaffrey a half hour to explain in real terms so
he could understand, We aren't making a good financial decision. $10.25 a month doesn't pay for this bond. We are paying
$19.50 now on Current bonds. Then they will raise $10.25 per 100,000. After 15 years less than $4 million will be paid toward the

Maybe the bond m too big if no one Would vote to pay for hini0 years. The state has an equalization fund that pays all
the interest plus some principal on the bond if you go 10 years If we go 30 years, the state only pays $30 million and the district
will have incurred $82 million in extra interest that the tax payers will have to pay. He thinks that is wrong, If we are going to pay
$29 at the end, why not pay it up front? It is not $10.25, don't believe it. if you want to help us defeat the bond and come back
,with something better.If you want to help us, please sign Lip. Agree with what you are doing. But, disagree with the finances.
Dr. Shackeff stated hat Eric Henige, from Piper Jaffrey with us through all these bonds is available m respond m some of the financial concerns. Dr. Ghankex
asked Mr. Hurrinnertospeak to the length of the bond, levy equalization, and how to get money to build school buildings,
Work with a lot of districts. The plan assurnes that the increase is based on the minimum we have to pay until the other bonds
roll off, It is mostly interest. The bond plan is designed to minimize the increase. We do mostly interest until we have the capacity
to start paying more toward the principal. That h been the | an since the District started running bonds in the1980s. They have
all been approached in the same way. The question is how quickly can we pay these off and not increase the tax rate and pay
the bonds off earlier. If we did it inlig years, it would have increased the tax rate. In 2007 it was a 14 year bond because we
could amortize in that time to not increase the tax rate. We Could have done it in 10. But, we would have had to increase the tax
rate, We could have gone over 20 but we would have needed to have paid more interest, |n200Vp* needed mconsider
spreading it out over 20 years to plan for the future. In 2012 we went for 20 years. Now we have the ability todu30years
because of a legislative change that put us on a level the playing field with the cities and a lot of school districts in the District are
allowed m do. There iono way wm can ooa$92 million project without increasing the tax levy rate.
The tradeoff is between a lower annual tax increase and higher interest cost with the 30 year bond. Or, do something shorter,
like a 10 year bond or a 20 year bond, where you will have a much higher increase in taxes. It is much like whether you do a 30
EhvHamnge, Piper Jaffrey year mortgage ura10 year mortgage. Looking at the interest cost ona30 year mortgage, itiselot of money. Ho would like m
do a 15 year mortgage and save all that interest but it is not affordable in his budget so he ends up buying a house over a 30
year period. That is much like the decision the District is doing. It is a tradeoff between total interest and affordability or the tax
increase that isprojected.
Levy equalization from the state is a program passed in 2001. Where if a district passes a bond, the state will distribute
money u help repay that bond. Right now the District receives 1o% of average annual bond payment and will kick m1o%unthe
new loan. It is helpful. So if you bond for 1 year, the interest Cost Would be very minimal for that year. So, most nf the
equalization would 0om the principle. The question io "What io the right ho|anoe?` Is it I year or3U years? |tio somewhere in-

the lottery funds.
The state won't contribute m build n school. Bonds are the way to get buildings. The | ifacility l is
option. There are not a whole lot nf options. A^ other bonds are paid off, the levy monies will stay at the same rate and continue
to be paid toward the new debt until the high school is paid off, If the tax base grows, the tax rate will drive more dollars. Then it
will be a board decision if they want to pay the bonds off more quickly, lower the tax rate, or address future building needs.
There was x suggestion that ifnn can't afford the school, wm should find another way. Maybe change the boundaries with
District 91. Their enrollment io going down there.

will pay for it. They will be here and using it. Shouldn't they pay for it? How many of you have a 10 year mortgage? Consolidation takes a vote of 50% plus I of patrons in both
districts to be in favor, The tax bases are so different. Our payment is $19 plus the $10 we would still have to pay for that for the duration of the loan. But if District 91 wants to
build, you would have to pay for their buildings which are now our buildings but they would not have to pay anything towards our debt. You would have to petition the state to
have an election. It sounds good. But which one of you wants to start going to District 91 schools?
Live in District 91 has children and grandchildren who live in District 93. We all want the best for Our kids. Want the bang for the
buck. When he was young, he would circle what he wanted for Christmas in the Wards Catalogue and then present it to his
parents. His parents decided what they wanted to spend the money on. It was often something different than what was on the
Don Schanz 302 1111 Street, Idaho Falls wish list. He looks at the bond as a wish list. It is a list of all the things we want, The tax payers need to be the parents in this
situation, We need to look at this as if we are paying for this for a long time. If only 45% of every dollar goes to our kids, it is not
the best use of the money. He wonders how many mothers and fathers will have to go out there and work additional time to pay
joff the increases in taxes. Please consider this.

Was on the school board for the last five years. This discussion of high schools has been going on since he was elected. All of a
sudden, everybody has an opinion. Asked where have YOU been the last 5 years? Your opinions mattered then. The children in
the District are far more important than me and my opinions, We have over 11,000 Students He discussed with his neighbors
before we purchased Vie land. Some of those same neighbors are against this at this time and that is very frustrating. He has
put a ton of time into this District and it is an amazing school district, We should applaud this board for their future thinking. It is
-frustrating when we sit back and think we know all the answers, The district has purchased services from Eric for years. They
have study after study. Two years ago there was a study completed jointly with District 91 and 93 regarding consolidation. The

Falls valley PTO president. She graduated from high school in Denver, It is a 2200 student high school. There was one exit and
one entrance. They never had any traffic issues. The area is very big on safety. There was a security guard at those entrances
and exits. Feels it was much safer than having a lot of entrances and exits. Don't have high schoolers yet. She is for the bond
because Falls Valley desperately needs a part of the projects. They have 550 students. They need parking, drop off and pick up
areas that will help to make Falls Valley safer. That money needs to come from somewhere. There is no way to bandaid these
projects that the District has asked for. There is no way to just do a little bit at a time. We had a first grade student that got
injured a few years ago because of the parking and drop off structure, Schools need roofs. These things need to happen. She
feels discouraged that we have out so little money into education. It is something that is worth putting our tax dollars into.
There is some fluff in this. $92 million is a lot. We are just doing this backwards. This is a Nancy Pelosi type situation where we
pass the bond and then come back later and decide what is in it. Why don't we have numbers? Why don't we have sketches?
We've heard why we don't have that. Because we don't have the money until it passes. If we give them the $92 million dollars,
then they do what they want to do with it. Why don't we turn bond down and then have them come back with real numbers?

meeting we were informed that transportation is moving because of so much congestion at Bonneville. Bonneville has four
entries and Rocky Mountain has two but there is so much congestion we have to move the buses. But we are going to do the
new school with just one entrance and it will be just fine. There will be 1500 cars going through the subdivision. Mr. Hill forgot to
tell us that people who drive in the subdivision do it at all different times of the day. Students will all be there at the same time.
They will be backed up to Country Comer. It will take a long time to get all the students in and out of there every day. They can
move the high school anytime they want. This is a disaster in the happening. No matter what they say, they will destroy property
value of all the people who have lived there long before that high school was there. It will be $75 — $80 thousand for a $300
thousand house.
Finished senior project on how kids need to be involved in education and how they need to be active to relieve energy so they
will be able to function and do better in school. Understands the overcrowding in the halls and not being able to get into classes
because they are so full. It can't wait.

now, so kids can have a locker, go to the bathroom, and get down the hall. We are saying that $10.25 a month is too much. All

not everybody has a $100,000 a year that they can pay to support a shorter bond period. Many are on fixed incomes and more
than $10.25 a month is more than they can take. We need to trust our school board. Have they ever miss spent or over spent

of Idaho, they take money each time to put toward upgrades, technology, and those things that will make us a viable school

time for planning is over it is too late.
Everyone gets up and says that we need schools. But, then they go on to say they aren't going to pay for them, or why we can't

it is. Because it can be affordable that way. About why it is this much. Because we need to build a middle school and a high
school. No one else has ever had to build two schools at the same time. That is why it is the most ever recorded. It is a very
reasonable explanation regarding the amount. It is too big. We have heard more specific numbers trying to become more

they can spend it on whatever they want. That is not factual. They can't spend the money on anything that isn't delineated in the
bond by law. There is no blank checks. They have told us what they are going to spend it on and that is what they have to stick
to. The debt is the only way to build schools. What we can afford will not give us the space that we need to take care of our kids.
Our growth makes a viable community. If we don't build this, which 1700 kids a year will not be able to go to school? Education
in our country is a right not a privilege. With rights come a responsibility. Our responsibility is to provide buildings for our children
to attend school. It is not an option. It is possible that the district will spend all $92 million but it will be spent on our children and
on their education. Please spend the money on our children to make the educational experience a better one. There is a lot only
$10 million left after building the schools and transportation. That $10 million will be pennies of your $10.25 to be able to have a
baseball field or to have a track now. To add those things for just pennies would be worth it rather than try to scramble latter and
have bandaids Just do it. She is more than willing to pay it so it will be a long term fix. We've heard a ton of options here.
People have thrown out something new. Has spent hours in discussions with the school board and the administration. She has
learned one thing. The board and administration have our kid's best interest at heart. The Board members have nothing to gain.
They will pay the same taxes as we will pay. Give them some credit for the research and effort during months and years that
they have put into this. Let's vote yes for our kids.

wife to pay more of the salary they get. He doesn't think so.
20 year vs. 30 is $10.25 vs, $15 67. The difference is $60 per year. Gas has gone up that much. We will adapt over the years.

the teachers that educate our kids. We need the buildings. You have looked at other schools. Are you looking at middle of the
road schools? Do you have a range?
Chairperson Winchester stated that we are bull( ing a Winco School and not an Albedsons school. The school is the best design and very practical. It has everything in it that
kids need to learn, to be safe, and to have a good education. First high school she has been in that she loved. Not because it looked so great but because it was just designed
for kids. It is not showy from the outside. It is less than Madison and Rigby. We will need to furnish the schools and that will cost additional. Stadiums and fields would also cost
additional. Rigby and Madison are using existing facilities.

When buy a car asks what it will cost to register, buy gas, and insure. You have 2 high schools and within 8 years all three will
be 5A. You will have 3 schools you will need to bus the kids to, three schools to bus kids to games, extracurricular activities, etc.
You could build one 6000 student school. You could build the cafeteria, gymnasium, and those things that need to be there. You
Could make classes smaller. If you need to add more You Could add more. Then the high schools could be turned into middle
schools that could include fifth and sixth graders and they would last a long time. He asked the question regarding how Much to
Steven Murphy 5344 East Lincoln Road run the schools. He believes it costs the district about half a million dollars for every elementary, about $1.4 million for the middle
schools and about $2.35 million for the high schools. We build the schools and then we need to come LIP with money to maintain
them every year. if you only have to send one team you would be saving money. When he went to Highland High school you
didn't play both offense and defense, You Chose one or the other. Sophomores didn't play varsity. There were more kids playing
freshman and JV ball. Kids at Hillcrest and Bonneville kids aren't getting an opportunity to play now because kids play both
ways.. Highland is still a popular school and Pocatello has open enrollment.
Dr. Shackett stated hat our philosophy is to have more opportunity for the kids. We feel smaller schools allow kids more opportunity. If the bond is voted down, the Community
will have spoken. Survey said let us decide. We are letting the community make the decision We are the 51h largest district in the state. Pocatello has 3 high schools and next
year we will be larger than them with 2 high schools. You are not wrong. No one is wrong. It is just a different philosophy. Pocatello has had the same philosophy with 3 high
schools. Mrs. Landers stated that there have been a lot of people complaining about a 1500 student high school and wondered where we would Put a 6000 student high school
in Idaho Falls, That List is not a viable Solution forn what we are hearing from our patrons.
This is a question of progress. Interviewed at a school in Arizona and the town did not want progress and would not pave the
roads. We could be in the horse and buggy era in that place. There are roads that can be made wider. There are answers for
everything if there is enough money. This bond is less than a pop a day. If traffic is a problem then kids could all ride buses and
2335 John Adams there Wouldn't be any traffic. But, the kids and parents wouldn't go for that. Those are the facts and we have to deal with it. We
Mike Jarvis Sandcreek Middle School need to do everything we can to Support Our kids, He has done everything he can. His school is one of 15 finalists in the country.
Teacher They are being successful. They are getting $35,000 in technology for Our school. If they are in the top 5 they would win
$140,000 in technology. Those are the kind of opportunities that we are giving our children. It is tortuous for LIS to do this for our
kids but we do it. We need to progress. Making bigger roads, and building schools is part of that. Sometimes we need to just do
it and know that progress will happen. People will grow LIP and move on and people will move in. We need what we need and
[here is no changing that.
Respect for people who talk about whether they can afford things. This bond needs a 2/3 majority, if we move the bond to 20 or
Boyd Southwick 3836 East Heath Circle 10 we Cut down the amount of people that can afford this bond. We are looking for this to pass and we are looking for what is
affordable for most people. This bond is affordable. This a good thing for our kids. He is grateful to the school board for their time
and effort. It is a great bond and encourages people to vote yes.
Acting Chairperson Nelson thanked those who commented. He asked if any Board Member had anything to add. Hearing none, he thanked those in attendance for
coming. He stated that the Board will take the input received and consider it. We will try to answer as many of these questions as we can on our website. He announced
that we will have an open forum tomorrow night at the District Office from 4:00 p.m. to 8:00 p.m. He encouraged individuals to attend The Board will consider comments
regarding what is best for Our kids. Acting Chairperson Nelson asked if there were other questions or comments, Mr. McBride stated that he appreciates the comments
that have been made. There have been opposing views on the board but unitedly came together to put this is the best Solution and put it out to vote. As a new board
member he appreciates the words and research that have been given. The board will be looking at the many views. He is confident in the board. There are five people
on the board that need to make a decision. He is confident that the funds will be used appropriately and responsibly
