Chairperson Winchester asked if any Board Member would like to move any item from the consent calendar to the regular agenda. Hearing none, she then
asked if there Would be a motion to approve the Consent Calendar.
MOTION: Jeff Bird made the motion to approve the Consent Calendar. Kip Nelson seconded, The vote was 5 in favor with 0 opposed and 0 abstentions.
Public Input
Policy #1550 Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The
Board will receive Such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes, The
Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider Such all item at a subsequent meeting.
Chairperson Winchester asked if there would be anyone who would like to speak to the Board during Public Input. She asked that individuals wishing to
speak, state their name and address for the record.
Troy Clayton Bonneville High School area reported that they are moving ahead with finishing the baseball and softball complex at the high school. The
project includes concessions and score boards. They expect to be finished in October. They raised funds through patrons and have worked through Roger
Hill and Principal Jackson, Chairperson Winchester advised that Mr. Clayton continue work with Mr. Hill and Mr. Jackson to make Sure the District can
support if needed,
Chairperson Winchester asked if there were others who wished to speak. Hearing and seeing none, she closed public input,

Chairperson Winchester asked Mrs. McConnell to present the policy revisions for final adoption, Mrs. McConnell stated that the Board is receiving one
policy, two procedures, and one form for Final Consideration (2,1 Reading), These have gone through the required 30-day review, If approved, these will
be replace the Outdated policy, procedures, and form in our online Policy Manual. A list will be sent to the schools and PTO presidents so the staff and
patrons are aware that the documents have been approved by the Board and are available for review on the District's website.
This policy has been revised pursuant to the ISBA Policy Update Service and current practice. The Revocation Procedure was moved from the Application
Procedure to a separate document and the Application Form simplified.

B. Building Options Survev - Scott WOOlStenhUlme
Chairperson Winchester asked Mr. WoolstenhUline to discuss the Building Options Survey with the Board. Mr. WoolstenhUlme stated we have spent time
putting together information about the two proposals and a brief survey, Mrs. McConnell talked about the great support of Cliff Weight of the Technology
Department. We appreciate his help and what he does. Introduction and overview is a revision to the plan from two years ago. The graph is showing the
District is surpassing capacity. We are Currently 15%-20% over capacity in Our High Schools and we are growing at around 3% per year. The survey is

showing two plans: !) Building a 900 student middle schools and increase the high schools to 2000 Students Plus a 15t,, elementary, ThatWOUld entail
annexing .~ middle schools w the existing high schools and building two new middle schools to field 1200 Students. We are looking at approximately $75
million dollars for both, This is a little high so we can have sonre wiggle room, There would be two questions: 1) Would You support a bond for
approximately $75 million to build two secondary schools and one elementary school? 2) Which option do You Support?
Chairperson Winchester asked if there would be any questions for Mr. Woolstenhuhne. Hearing none, she asked if there would be a motion regarding the
Building Options Survey, Mr, Bird asked if we could add to Bonneville High School. Chairperson Winchester stated that we would need to discuss that
option latter. We won't be ready to vote air a bond in November. Mr. Nelson asked if the new District Website is tip and running. Yes, The District site is
completely moved over, We will provide a direct link to this survey and will post it on Facebook as well, There was a question about whether the numbers
are based off a 25 year bond or a 30 year bond. It is based on the 30 year bond. Mr. McBride Suggested that the Board review the Survey wording in the
next work session. We will put it Oil the agenda for the August 281h meeting, The mock-LIP in the Board packet isn't current we will get a new version to You
before the work session,
Ni New Business
Chairperson Winchester asked Principal Doug McLaren to come forward and present Tanyin Watson to the Board for representing Hillcrest at the
George Mason Journalism and Media Conference in Washington D.C. Mr. McLaren gave her a certificate and congratulated her on her
accomplishment, Mr. McLaren stated that she was chosen to be 1 of 250 students nationwide to attend the George Mason Journalism and Media
Conference in Washington DC this summer. She represented Our great state of Idaho, our city of Idaho Falls and her school, Hillcrest High School,
She had the chance to meet and learn from top leaders in journalism. She was chosen based on academic excellence as well as her interest in
journalism, She iret and interviewed our lawmakers frorn Idaho. She is a great student at Hillcrest, Tanyin stated that it was a great experience and
she is honored to be one of three students from the state that got to meet many wonderful people, The experience pushed her toward being a
journalist. Chairperson Winchester stated that this is the best part of being on the Board, meeting tire amazing students and what they do.

Chairperson Winchester stated that we will move this iternm next month's meeting,
Chairperson Winchester asked Dr. Shacket\m present the proposal from Harmony Education. He stated we have been weeks to

CEO John Fonish Stacy Snow, and Allen presented aPowvrPointm introduce Harmony Education, He stated Nat they are excited to partner with
Bonneville. They have been providing online education to homeschool families for five years. They are an education provider. They serve 2000
students in Utah. They will take care of the recruiting and curriculum, They have a broad array Of Curriculum and offer mentoring and teaching
services so kids can do well. They offer 1000's of core and elective Courses that are aligned with Idaho State Core Standards, They offer onsite
electives, on-line Courses, ISAT supplements, and testing resources.
They have a rnentoring team that works with students to help them succeed and progress academically. They submit reports to the teacher of record
and Supports the schools io administering state testing, They offer four touch points with the Student per month and a central point of contact for the
students and parents,
We will start with K-1 2 and offer other courses as well, The families are looking for tire ability to individualize education, Harmony will provide
»mowhng for state tests. They want to bring additional opportunities to home school families in Idaho. There will be some administrative oversight
required and Harmony will provide a stipend. Touch points are personal contacts with the student, They would increase if a student is having
problems. The District will have a teacher of record. Harmony has certified teachers as mentors, All teachers will be highly qualified and certified, It
will ha the same model ao our online teachers, They will bv compensated fo/it. We will give them unopportunity to apply for the position. |f they do
extra they will bo compensated, Some nf our teachers could duthis for extra income. Wv don't know how many students we will have. We'll look at
the best way m handle this. This will come through the funds generated, Harmony has i | education department,
taking the lead and then we will hire Harmony to assist, Doug Nelson is looking at the contract and putting finishing touches to it. The team would

want to get both attomeys to approve the contract, Dr. Shackett stated that we all agree that Bonneville will be held harmless and we are hoping to
make a little profit but it will be OR if we break even, The District will not lose money on the deal. Harmony feels like it is a tremendous Opportunity.
Mr. Nelson asked how Harmony is working in Utah. They mostly work with charter schools now and are talking with districts down there. They have
2000 Students in Utah. There is a movement to pull Out of public education in Utah and there are quite a few students along the Wasatch Front and a
few in rural areas as well.

Chairperson Winxheste, asked Mr. Wnbmnhulineto discuss the District's Star Ratings for the 012-2013 school year. Mr. Mhnlstenho|me stated schools did
phenomenally well and tied at) increase in 5 Star schools. Llcon Elementary had the highest points of all schools this year. Rinirock and Tiebreaker inissed by 1
point and RMMS missed by 2 points. Lincoln and Telford were only rated in one category. Star Ratings are determined in three categories: achievement based
on percentage of students who are proficient or advanced oil ISAT in Math, Language, and Reading: Growth from all Students and growth of subgroups, High
schools are determined on achievement; total student Vmwm;ouUgmupsgmwth.m|kgrplavomont&*bonda1mmmdpbr mmtdaoseo.and0mUuatiom
rates. They look at the number of students that graduate 4 years later. If a student graduates at another school or gets a GED they count against our graduation
rate. The state pays for the SAT test for the college placement test. We can appeal scores on the ACT. Colleges will look at either one. Chairperson Winchester
