Chairperson Winchester asked Superintendent Shackett to present information regarding secondary building options. We have been talking about this for over

Plan Bionot the only option for growing the high schools with a plan to increase the size of the two high schools, we could offer a broader range of electives,
AP dual credit, language classes, etc. They would be 5A classification and there would hoon boundary changes. Wo would need u bond for this option aowell.
Our bonding capacity is $92 million assuming 0% market value increase. All the things we've built in the past, we haven't had to raise taxes. The hand out
shows how Much taxes would increase per $100,000 taxable value home. It is easier to pass bonds when there is no tax increase, One idea is to build two new
large high schools and then turn the Current high schools into middle schools.
If we were to go to split sessions, we Would have two school populations attending in one school because we don't have money to build. Wo Would have mdrop
the 9* grade back m middle school and bring 6* grade Lip. We would have 9t,, grade and 811, grade come in the morning and then have 61h and 7(h grade come in
the afternoon, Bus pick LIP Would need to begin at 5:15 a.m. and kindergarten midday busing would need to cease because we wouldn't have money to buy
buses. We Would need m add at least nine additional school days,
If we were to go to year-round school it would be difficult because there are not a lot of models for secondary schools. Wa would need to find o different way to
house all the Students in the existing buildings. Possibly offer four 12-week sessions and all students would need to attend three. We could go to trimesters and
every student Would attend two. This gives more capacity but we would still need to use trailers. Thanksgiving, Christmas, and Spring break Would be the same
for everyone but kids io families may not boon the same track.

The philosophy of the District has been to have smaller schools, We don't want to build a mega Chairman Lords' notion was that the growth would

4 !Plan B is there discussion of building two middle schools to house- 1500 711, -- 91n grade? Travis Gia-UqU - 1 5379 S. 45t,, East, Idaho Falls
IThere is discussion to do that, but it is riot the best academically sound option to have 9th graders in the middle school setting. Shelley and Idaho Falls have
moved them Lip the high school. Without the block schedule in the middle school, options for 9th graders would be less. Mr. Bird has come Lip with another idea
that Would require LIS to change the grade configuration in the District.
Wants to build. We need to keep special education students in mind. We are still twinking things and
making them work. We don't have the facilities here at Rocky Mountain, If we go to split sessions she
5 asked that special education be put into the 12:00 — 6:30 session. Year round question: there could Renee Cook 2789 K Barnes, Idaho Falls
be a full year with no break the way the schedule shows on the Survey.
,People moving in, how do You salvage what they have done in their former school district?
There are problems with year round. If we decide to go that route, we have to put a committee together to work out the details. We don't want to have this happen.
We don't have air conditioning and we don't have money to add that.

money are not planning well. Concerned about operating expenses. In favor of a larger high school. It
is great to build a new school but, how are you going to take care of the operating expenses?
We Could have built a high school 10 years ago, but we Wouldn't have had a place to put the little kids. We have been Cut money from the state. We have paid off
$30 million in bonds. We try to accelerate the payments but, we haven't been able to pay off bonds as quickly as we wanted. We have extended our debt out to 20
years assuming that we have no growth. In order to take advantage of the $92 million ceiling, we will need to raise taxes. The maximum that we could bond for
without raising the tax levy rate Would be $3 — $4 million. Please come see Mrs. Burton. She can answer Your specific question. We will Put questions and
answers on the website for future reference.
How will we take care of the kids until new facilities are available? Is the land already purchased for

1 gingwood Dr., Idaho Falls
The interim problem is a concern. We have to focus on what is best for children. We will have to do more of the same of what we are doing now. Maybe more
trailers or split lunches. It is frightening to watch the high school kids leaving school. We may need to go to split sessions ever) if the bond passes. Mr. Hill reported
that in previous bonds we had money to purchase property. We have one high school/middle school site and four or five elementary sites. We are still looking at
property. If you live in the middle of the District, YOU would need to go to the new high school.
9 vould it be possible to give pros and cons as they look at the A, B, C, D options? Also add the Troy Clayton 13542 N 25th E, Idaho Falls
educational challenges that Would be very helpful I I I
We have included talking points on the survey. We will post questions and try to answer in a manner that won't try to sway you. We will post information from an
academic stand point addressing what the principals feel would be best for kids. There is a concern about trying to run a high school with teachers in two different
buildings because unity would be a problem. There are concerns with walk time between the buildings. We are looking at about 15 — 20 minutes passing time. We
might need to has kids between buildings. The amount of free time between classes would be a problem. We Would need to lengthen the day or increase the
number of days to accommodate for lost instructional time,
Has there been consideration given to ongoing costs? What would be offered at the new building that
s different i nstead of having the same thing at all three schools? It seems like the District has already Jeff Gunnell 718 Randy Dr,, Idaho Falls
10 [aken steps so we don't have to spend times three. We need more of specialty schools. Maybe a
pods oriented school and a fine arts school,
'We could do this if we weren't growing. We have the TCHS, but We can't offer everything. Only a certain number will want to attend specialty schools. We want to
meet the needs of different learners. If we build a specialty school, it would be difficult to maintain. We need to do something for everyone in the District. We can't
build another stadium unless we build two of them. We will probably need to turf Thunder Stadium, One idea has been to put a swimming pool in the new high
school.
lConcern with Plans C and D is the wear and tear on the buildings and that we are just Pushing
new need to build. Schools will wear Out sooner than expected. Concern with Plan A. Can we build
n Heidi Roth 3400 Sparrowhawk, Idaho Falls
new school so it can be added on to, so it is already in the drawings? Has an add-on component been
onsidered for the Current schools? How many teachers Would we need to pull off year round?
We Would structure the new building so We could add-on. The wear and tear on the schools is a huge problem. We have talked about adding on to the Current
schools. There is hallway problem and it is just putting on a band aid. We Could only increase capacity by three or four hundred students. There is concern with the
operating costs for year round school, Mrs. McConnell stated that FTE is determined on the number of students. We would have to make do with the teachers we
get from the state. We Would need to fill Lip every classroom and maybe go back to the seven period day. This Would Cut opportunities for kids.
112 Karla Harris 5690 E, Lincoln Rd Can You require a commitment to take online classes at home? Get names and addresses of

We have the eCenter. A group of kids thrive on online education. Requiring online commitment would be a tough concept. It Would be hard to require and manage

Get on the website and take the survey. But, only take it once. Get your neighbors to take it once, Mr. McBride stated that we met with the student councils and
they overwhelmingly want the new high school. They felt they would get lost in a large high school. They felt they Would have more opportunity. At the TCHS we
saw kids having a purpose. The student councils Suggested specialty schools in music and health occupations. Dr. Shackett asked what do Your children want?

Talked about being in the legislature. Stated that earlier District 93 had the highest tax levy rate and
lowest teacher salaries. He hasn't been to a school board meeting for a long time because you are
doing a great job. Concern that you may need to escalate levy rate if you pass a $92 million bond.
15 Talked about owners who are exempted from property taxes. The effect of passing a bond on this Stan Hawkins Ucon
property is to redistribute the taxes. You are paying twice as much to run lights as District 91 is paying
You will need to protect your property tax base. Concerned about how easy it is to remove the
commercial property tax base. The 43 wind turbines tax revenue was $900,000 after the exemption,
the revenue dropped to $220,000
16 Put the operational costs for options C and D on the website. Please don't put 9th grade back into the
middle schools.
Wants to talk more as a patron. His children were educated here in this District and have done very
yell. The legislature has a budget to live within as well. ISEE is not useful. There are too many things
districts have to spend their money on that don't pertain to education. Your assumptions on the cost of
bond is not equal. Property evaluation varies drastically. The homeowners' exemption can change.
You can only say the monthly increase shown is correct if all things are equal. There are many more
choices that go way outside the box. These choices are not innovative. The same alternatives have
17 always been presented. You have included the most ghastly to make it look like we need to build. We Tom Loertcher 1357 Bone Rd, Bone
need to look at online options. We need to look outside of the traditional ways of doing things. Charter
schools are a real good buy for the tax payers. We have been fortunate because property evaluations
have grown in the past. We are now in a different era and we are expecting more and more of our
patrons. We can ill afford to eliminate a tax base. Their assets will depreciate. He cautioned the board
as they move forward. The operational costs and overhead will very easily overwhelm the $92 million.
There comes a time when the tax payer has no more to give.
We have the Technical Careers High School and the Bonneville Online School. We are trying to give as many ideas as possible. What can we do without brick
and mortar? We have teachers working with kids after school and in Utah. Dr. Shackett asked Mr. Loertcher to give us a solid idea of what we can do
differently. We offer online but we can't force students to take those courses. We currently have 200 full time and some part time online students. Mr. Loertcher
responded that if you can't physically get kids from one class to another, consider moving teachers instead of students. Then you wouldn't have the congestion
in the hallways, Dr. Shackett stated that we have considered sending teachers back and forth. We could allow kids to take classes online. We have the IEN that
could help. The technology needs to pay us back so we can expand on what we have. We have only scratched the surface. With IEN, kids need to be in the
classroom. We are not creating student seats using IEN. Maybe you could mandate each student take a block online. We are willing to brain storm anytime
there is a great opportunity to capitalize on and increase student opportunities.
Wants to talk about thinking outside the box. She was able to visit a school in Denver that got shut
down because it was not making adequate progress. They brought in community partners. The YMCA
leases classrooms and then they come in and teach gym and other classes that you don't need
18 certified teachers to teach. They took programs they didn't need certified teachers for and partnered Holly Giglio 688 Katie Court, Ammon
with the community. It was an incredible experience. They took all the money saved and put it to use
in other ways. College people came to the school to teach and the parents also took the classes.
Students were required to do a service learning project. Maybe we need to reach out to our
community partners.
Dr. Shackett asked Mrs. Giglio to get the name and email address of the school to the Board.
Is open enrollment an issue with this? Are we losing more than we are gaining? With growth we have
19 more houses and people. Is Bonneville county not charging enough? The growth should create James Williams 11090 N 45 E., Idaho Fails
additional tax revenue. We need to charge more money for us to live in our District. Everybody ought
to be able to experience split sessions.
If enrolment is under 85% capacity, we consider allowing others in. This is a state law .We are well beyond our 85 % this year in most schools. We make a
determination on a year to year basis and by grade level and /or program. We have a lot of transfers within the District. This year, we turned several students
away. We typically let kids stay who have been previously enrolled Half of open enrollment students are from within the District. The Technical Careers High
School has four students we will send back to their own district the second semester this year. The market value did pay for our new buildings thus far. Each
entity is their own taking entity. We tax as Bonneville School District. The property values haven't continued to increase, The tax base has not grown but we are
growing in the number students. The revenue from the turbines has been growing over the years. Because of reduced state funding, we have used that
revenue for our operational costs, We have seen an increase of 12 % in health insurance costs. We have a high deductible that doesn't qualify for the
Affordable Health Care Act. So our insurance has become a catastrophic insurance.
lHas three children, the oldest is in 7th grade, She is in favor of a new school. How will this be 20 resented to the people who no longer have kids in school? Online is great for some kids and not for Tallene Smith 4249 S Ammon Rd, Ammon
thers,
We might use you to help us get the information out to others in the District. We might use the students to help us. We need to educate our patrons. We are
hoping to form a committee that will help us. it can be a hard sell. Someone paid for the bonds when their children went to school. We will be balancing how we
communicate and making sure we are being transparent. Letting as many as possible be involved.

We have cut $7 million. If we install turf at Thunder Stadium, it will pay for itself in 8 —10 years. We will need to resurface it eventually with that many people
playing on it. We cut nine days of school and furloughed employees. We cut elementary PE and music and cut classified employees to be indelible for benefits.
We eliminated duty aides and cut teaching positions by 63 FTE.

onditioning as well. To build a partial building is not good.
We love volunteers. We want patrons to feel welcome and safe. Teachers need to be highly qualified now. The state will not fund us if they are not certified.
People need to be fingerprinted and that costs money as well.

Wants to talk about the teacher moving instead of the kids. The inability of kids to move would be
detrimental to many of them. Some kids do online very well and then some kids don't have access to
internet or a computer. Mr. Traumvein has one child left in the system, His older neighbors ask, "Why
23 should I vote for this school?" The answer is that it takes a whole village to raise a child. Whatever the
Board decides to vote for is ok with me. Air conditioning for 2 weeks costs $8,000. In four and Y
years, we have saved $2 million 250 thousand. Which helps us pay for about 22 teaching positions.
We get hit with the same raises that families get hit with. Our stadium doesn't cost as much as District
91. Operating a school is expensive, Cooling options are expensive.
Amazing what can be done with saving money on utility Costs
