Hearing none, she then asked if there would be a motion to approve the Consent Calendar. MOTION: Landers made the motion m approve the Consent Calendar. Brian McBride seconded. The vote was 5m favor with 0 opposed and 0abstentions. Motion passed. VI. Public Iuuu Policy for any Board Member, administrator, staff member, student, or patron mraise issues of interest. The Board will receive such inputwiNout comment, except m ask germane questions of those speaking, Comments should helimited to three minutes. The Board will take nn action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Chairperson Winchester asked if there would be anyone who would like mspeak to the Board during Public Input. She asked that individuals wishing mspeak, state their name and address for the record, Kathy Plowman 2235 Apartment Al 12 83404. Can one person safely supervise over 100 Students on the playground? We sometimes have one adult on the playground. Her child was a battery victim when there was only one Supervisor on the huge playground. A fight broke out in a remote corner of the playground that had tree blockage. Her child needed medical attention for 15 minutes without an adult knowing anything about it, The playground aid was not certified in CPR. She has a proposal that she has given to the Board. Asked the Board to seriously consider that we have at least two adults on the playground when there are more than 30 children present and at least one of them certified in CPR and First Aide. She asked the Principal and secretary afterward who was certified in CPR and First Aide in the building. They had no idea. Please seriously consider my proposals to have reasonable child — adult supervisory ratios and to have adult certification in CPR and First Aide. Loir Stanley 2281 East Cedar Point Lane. She has hvo children mBonneville High School and one at Rocky Mountain. Between them they have two dozen classes. This year his challenging because Out of all those classes her children have had only two books assigned w them. Kis difficult mhelp children with math when there is not a book to reference. Kis difficult for them to study when they don't have a book. There are a few classes that children can check out book but there are not enough for all children to check out books. It is difficult for her children to study for a history test from notes they have taken. She has a child on an IEP that is not very good at taking notes good enough to understand. It would be better to have a book to reference for understanding. She paid a book deposit at every school. She thinks it is reasonable that every child should have a book assigned to them in every class where a book is pertinent, They should have the book available at home so they can study and get caught up if they are behind or not understanding something. Chairperson Winchester stated that she will turn ithe concern over m the Superintendent. Chairperson Winchester then asked if there would be others wishing to speak, Hearing and seeing none, she closed public input and moved to New Business where we will honor some of our amazing employees in the District. wL New Business A, Honor Kathleen Parsons Hiqh School Counselor of the Year 2013 Principal Doug MoLamo Chairperson Winchester asked Principal Doug McLaren to present Mrs, Kathleen Parsons to the Board as the High School Counselor for 2013, McwoLaren stated that he appreciated the opportunity to introduce Kathleen Parsons, Counselor of the Year for the State of Idaho. She knows what is best for kids and does everything io her power wduwhoatinboot for them. She interacts with students and parents and helps them make those decisions that will make a positive difference in the students' lives. Hillcrest High School is better a school because she is on our staff, Chairperson Winchester asked Mrs. Parsons to introduce her family. She introduced her husband and two daughters. Mrs. Parsons stated that she appreciates this and that it is a very humbling experience. We work on teams and not in isolation. She has appreciated her journey of 17 years in the District. She appreciate the staff, teachers and principals that have supported her. It's not just about her but it's about our counselors in our District, They are dedicated people and she appreciates all that they do as well. B. Honor Dixie Johnson - Too 15 Professional Women in Eastern Idaho- Principal Heath Jackson Chairperson Winchester asked Principal Heath Jackson to present Ms. Dixie Johnson to the Board, Mr. Heath stated that it is a great honor to introduce MS. Dixie Johnson who nominated and selected as one of 15 most influential women in Southeastern Idaho, She has been teaching at Bonneville High School for 42 years. She has had the opportunity to bless and touch the lives of many Of Our students. She is now teaching some of the grandchildren of her original Students. We appreciate her leadership and direction at Bonneville, She is influential in our building and throughout the community. Ms. Johnson really appreciates this. It was the English teachers in her department who nominated her, It is great to work with staff at Bonneville High School, They are the best. Chairperson Winchester stated that if there was ever one person that kids wanted to be like it was Ms. Johnson, Ms. Johnson is definitely a woman of great influence, Proposed 2014 -2015 Calendar - Marjean McConnell Chairperson Winchester asked Mrs. McConnell to present the proposed 2014-2015 Calendar to the Board, Mrs. McConnell stated that the Board can accept the calendar as presented or place it on the website for 30-day review and then consider accepting it at the December meeting, Propose a calendar for next year similar to the calendar we have this year. School begins after Labor Day. We will start early release in mid-September -two weeks earlier than this year. Spring break has been moved back to March because of SBAC testing. The school year will end the 5th of June. Martin Luther King Day will be a school day because it is before the end of semester. Students will be in session on that day. It will be educationally more beneficial for students as well as for our teachers. Parent Teacher Conferences are scheduled the first week in November and the second Parent Teacher Conferences will be decided at the building level. Mrs. McConnell recommend that the Board put the Draft Calendar Out to the public for 30-day review. We will send a Power Announcement letting parents know the calendar is Out for 30-day review and then hopefully the Board will vote on the calendar in December. We want to get a couple of years ahead in scheduling our calendars. So, we will probably bring a proposal for 2015 — 2016 for approval in the spring, Chairperson Winchester asked if there were any questions for Mrs. McConnell. Chairman Winchester stated that she noticed there is no early release in May but starts earlier in September. The reason is because of testing, field trips, and other things we are trying to finish LIP in May, we need the minutes of instruction. We may need to cut back on early release to get kids through the SBAC testing. We will just need to see how it goes this spring, Chairperson Winchester then asked if there would be a motion with regard to the 2014-2015 Calendar. MOTION: Kip Nelson made the motion to put the 2014- 2015 Calendar on 30-day review Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed, D. Proposed Policy for 30-dav Review (first readina) - Marjean McConnell 2635 Make-LIP Work Chairperson Winchester asked Mrs. McConnell to present the proposed policy for 30-day Review. Mrs. McConnell stated that the Board is receiving one revised policy in the 2000 series for 30-day review. This is an existing policy that has been updated to separate behavior from academic achievement as requested by the secondary principals of the District. The hope is to expect students who are absent for any reason to make-up work. It also allows full credit for work turned in according to a reasonable make-up schedule. The policy does not allow grades to be reduced as a direct result of lack of attendance or disciplinary action. We have talked with Emilie Cornell, BEA President. They are in support of the change as well. If approved by the Board, it will be placed on the District's web-page for 30-days and a notice sent to the schools informing them that the document is available for review on the website. Chairperson Winchester asked if the Board had any questions for Mrs, McConnell, Hearing none, she then asked if there would be a motion regarding the policy presented for 30-day review. MOTION: Amy Landers made the motion to approve the policy presented to be placed on the website for 30-day review, Brian McBride seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Proposed Policy for Final Adoption (second readina) - Marjean McConnell 1. 1020 Districts Organization Plan and Authority Flow Chart 2, 1330 Policy Review and Evaluation 1330P Policy Review and Evaluation Procedures 3. 2200 School Calendar 4. 2220 Pre-Kindergarten Programs Chairperson Winchester asked Mrs. McConnell to present the proposed policy for final adoption, Mrs. McConnell stated that the Board is receiving two policies and one procedure in the 1000 series and two revised policies in the 2000 series, These have gone through the required 30-day review, If approved, they will replace the outdated policies and procedure in our online Policy Manual, They will be placed in the District's online Policy Manual and a list sent the schools and PTO presidents so the staff and patrons are aware that they have been approved by the Board and are available for review on the District's website. Chairperson Winchester asked if the Board had any questions for Mrs. McConnell. Hearing none, she then asked if there would be a motion regarding the policies presented for final adoption, Mr. McBride asked if there had been any comments from teachers. There were none. Mrs. McConnell stated that the Board is receiving seven policies that are recommended for deletion from the policy manual. These have been suspended, reviewed, and found to be either out-of-date or addressed in Idaho Code or State Board Rules and are not required as separate policy statements for the District. They have gone through the 30-day review as directed by the Board at the last regular meeting. There has been no feedback on these policies, Mrs. McConnell recommended deletion. Chairperson Winchester asked if the Board had any questions for Mrs, McConnell. Hearing none, Chairperson Winchester then asked if there would be a motion regarding the policy presented for deletion. MOTION: Jeff Bird made the motion to approve the policies presented to be deleted for the reasons presented, Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. C. Bond Question Chairperson Winchester discussed the four options on the survey, the background information leading us to the question, public meeting responses, and the Survey results. Background Information * We currently have 20 portable classrooms at Hilicrest and Bonneville and 14 portable classrooms at our elementary schools. This means 850 students are receiving their education outside of their school building. * Every year, more portable classrooms will need to be added to our campuses to accommodate student growth until permanent classrooms can be built, * Even as more portable classrooms are added to each campus, our schools' hallways, restrooms, cafeterias, and other common spaces cannot adequately accommodate current enrollment. * Modest growth projections show that it will be impossible to house the incoming number of students in Our existing schools, Proposed Plans Third High School and Middle School Plan • Build a 1500-student high school • Build a 900-student middle school ✓ Total high school capacity: 4,000 ✓ Total middle school capacity: 2,550 • Build an additional elementary school 2. Annex Plan • Build two new middle schools • Annex the Sandcreek and Rocky Mountain campuses to Hillcrest and Bonneville High Schools ✓ Total high school capacity: 4,400 students ✓ Total middle school capacity: 2,400 students ✓ Build an additional elementary school These two would require a 20-year General Obligation Bond for a maximum of $92 million. We are outgrowing our high schools and it doesn't look like it will end soon. We need to work on what we will present to the public. We want to decide whatwe want to ask the patrons to do. In January, the Board will vote on a resolution for amount and the projects for the bond at the January 15.2014 regularly scheduled Board meeting. We will need meducate the public, People who don't have children in the system may not be aware of the needs in the schools.
