I. Call to Order
Chairman Dance called the meeting to order at 4:58 p.m.

Others in attendance were, Dr. Woolstenhulme, Superintendent, Heath Jackson, Executive Director of Planning and
Personnel, Jason Lords, Executive Director of Learning and Instruction, John Pymm, Director of Maintenance and
Operations, Guy Wangsgard, Chief Financial Officer of Operations, Monica White, CEO of Elevate Academy, Logan Waitje
Building Leader, Elevate Academy, Samantha Williams, Board Clerk.
III. Opening Board Business
A. Approve/Amend Agenda (Action Item)
Chairmand Dance asked the Board members if anyone would like to amend the agenda. Hearing none, he asked for
a motion.
MOTION: Greg Calder moved to approve the agenda. Randy Smith seconded. Motion carried.
B. Welcome Visitors and Delegations
Chairman Dance welcomed any visitors and delegations to the meeting.
IV. Discussion Items
A. Lincoln H.S Surplus Property
Chairman Dance invited Dr. Woolstenhulme to present to the Board on the possible sale of the surplus Lincoln
property to Elevate Academy. Dr. Woolstenhulme stated that the district received the appraisal back on the Lincoln
property. The property is zoned as residential, not commercial. So if the district does sell, the property would have to
be rezoned. Chairman Dance was comfortable with the appraisal based on the property as zoned. If the district did
not sell to Elevate, the district could have the property rezoned for commercial/industrial use and sell at a higher price.
However, if the district feels Elevate Academy would be advantageous for them, the price of the property is irrelevant
as long as it’s close to the appraisal. The Board feels that educational value out weighs the monetary value or
rezoning the property for a higher sale price. Dr. Woolstenhulme introduced and invited CEO, Monica White to
present to the Board. Ms. White explained that the vision of Elevate Academy is for student’s who struggle in
traditional schools and create an environment that focuses on their talents layered with education. Their goal is to
have each student leave with skills, be contributing members of society and have a passion for that want to do.
Elevate Academy will essentially provide needs that the district can’t provide for students who are high risk in grades
6th-12th. Lincoln High School does not have the ability to accommodate 6th -9th grade students. They mostly enroll

juniors and seniors. Technical Careers High School only enrollsl 9th-12th grade students. Elevevate would be able to
provide educational classes and services to students that the district can’t accommodate. Elevate will provide their
own transportation, child nutrition services and special education services. The school will have many different
vocational classes for students. Some of the classes that they will provide are, welding, construction, precision
machining, agriculture, medical assisting, culinary arts, marketing/graphic design, and criminal justice to name a few.
If the district decides to sell to Elevate, the school is slated to open August 2024. Elevate Academy will be a non-profit
school.
B. Elevate Academy Authorization
The next portion of the presentation is discussing the possibility of the district authorizing Elevate Academy. Dr.
Woolstenhulme doesn’t have any reservations with this. He explained that Elevate Academy has a school up and
running in Caldwell, Idaho. He would be more concerned if there wasn’t already an operating school. If the district
doesn’t support the authorization, Elevate would need to be authorized by the state. This decision will be on the July
13, 2022 regular meeting as an action item. Chairman Dance thanked Monica White and Logan Waitje for their
presentation.
C. Bond
Chairman Dance invited Dr. Woolstenhulme to discuss information regarding the district possibly running a bond in
the future. If the district decides to run a bond in November, the verbiage would need to be submitted to the elections
office by September 9, 2022. John Pymm, Director of Maintenance and Operations met with Headwaters construction
to get an estimate on an elementary school An 800 student elementary school would cost around $33.3 million
dollars. Other ideas for managing growth in the area would be a 5th/6th grade center, however, that is not the most
prudent for our district. The Board also discussed how to spend the dollars that will come in from the sale of the
surplus properties (Hitt Road, 97th North, and the Lincoln property). The needs of the district are a transportation
center, a new cafeteria at Ammon Elementary and improvements around the district. These items of needs were also
on the facility committees list of recommendations. If the district bonds in November, it would more than likely be for
an elementary school. The Board will discuss more about the needs and the district facilities during the board retreat
on July 13, 2022.
V. Closing Board Business
A. Call for Agenda Items for Upcoming Meetings
Chairman Dance called for any items for upcoming meetings. Hearing none, he asked for a motion to adjourn.
B. Adjournment (Action Item)
MOTION: Carissa Coats moved to adjourn. Randy Smith seconded. Motion carried.
Chairman Dance adjourned the meeting at 6:51 p.m.
