Executive Session
November 13, 2013
Following the Regularly Scheduled Board Meeting
The Board will enter into Executive Session pursuant to Idaho Code Section 67-2345 (1)(b) To consider the evaluation, dismissal or
disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or
public school Student, The Executive Session will be closed to the public as permitted by law.
Chairperson Winchester asked if there Would be a motion to move into Executive Session at 7:35 p.m,
MOTION: Kip Nelson made the motion to move into executive session for the purpose stated. Brian McBride seconded. The roll call vote was:
Kip Nelson - yes
Jeff Bird - yes
Brian McBride - yes
Amy Landers - yes
Annette Winchester — yes
The Board recessed into Dr, Shackett's Office to hold the Executive Session,
EmOovee Issues — Shalene French
Chairperson Winchester asked Ms. French discuss employee issues. Ms. French stated that she had two issues.
The first is the probation of teacher A14. The individual is moving in the right direction. Ms. French requested that the Board extend the probationary period for
another eight (8) weeks because the administration wants to see the remediation plan carried out. If we leave probation too soon, the good habits that have been
worked on, need more time to become established. A14 is aware of this recommendation. The remediation team feels it is appropriate to continue. Ms. French
will be back in eight (8) weeks to give a report. This is not uncommon to continue with probation. We always want to help a person to become better. The
remediation team is there to help the person get better.
The second issue has to do with employee B15 posting comments and students' personally identifying information on Facebook. The page has been taken down.
Ms. French recommended suspension with pay for two (2) days and reinstatement as of today. This is a violation of the Code of Ethics of the Idaho Teaching
Profession, FERPA, and Board policy. There have been no previous issues with this person, The individual has brought a lot of positives to the school. A letter of
reprimand will be placed in the personnel file and a letter sent to the Professional Standards Committee.
Move Back into Coen Meetina
Chairperson Winchester asked if there would be a motion to move back into open session at 8:18 p.m.
MOTION: Kip Nelson made the motion to move back into open session. Brian McBride seconded. The vote was 5 in favor with 0 opposed and 0 abstentions.
Motion passed
Chairperson Winchester asked if there Would be any motions from executive session.
MOTION: Kip Nelson made the motion to extend the probation employee A14 for an additional 8 weeks. Brian McBride seconded. The vote was 4 in favor with 1
opposed and 0 abstentions. Motion passed Jeff Bird was opposed.
MOTION: Jeff Bird made the motion to support the suspension with pay of employee B14 for the reasons stated. Brian McBride seconded. The vote was 5 in
favor with 0 opposed and 0 abstentions. Motion passed. APPROVED:
