Welcome and Introductions
Chairperson Winchester welcomed everyone in attendance and thanked them for coming. Of the 45 people invited, 39 attended the meeting. Four of the
six local representatives and both of the local senators were in attendance. There were representatives from Bonneville District 93, Idaho Falls District 91,
elected officials from the City of Ammon, the City Iona, and the City of Idaho Falls. There were also representatives from the Post Register and LoGat News
8 and 3 in attendance. Board members in attendance from District 93 were Annette Winchester, Kip Nelson, Amy Landers, Brian McBride, and Jeff Bird.
David Lent from District 91 was also present. There were student body officers from Bonneville High School and Hillcrest High School in attended as well.
Chairperson Winchester thanked the local elected officials and members of the media for taking the time to be in attendance.
Puroose of the Meetinq
Chairperson Winchester stated that the purpose of the meeting is to talk about the upcoming legislative session and to let the elected officials know what is
happening in each of the school districts.
Bonneville School District 93 Hiqhliqhts
Dr, Shackett spoke of items on the District 93 brag sheet. He talked about the need for another bond election in March that will raise patron's taxes. Dr.
Shackett spoke of the schools' Star Ratings for last year and credited the schools' success to the implementation of PLC's, data collection, and
collaboration in the District. He spoke of the different opportunities the District offers students to learn.
He introduced Ty Salsbery, principal of Bonneville Online Schools. Mr. Salsbery stated that we are giving opportunities to students that they Wouldn't
normally have. The online schools allow students flexibility and differentiation. There are 490 full time K-12 students enrolled in Our online schools.
Dr. Shackett then introduced Craig Miller, principal of the Technical Careers High School. Mr. Miller stated that the school offers core classes tied the
students' industry along with technical classes. Students can graduate with 12 —18 college credits and a technical certificate so they are qualified to go
work upon graduation. He stated that they give tours throughout the week.
He introduced John Pymm, School Safety Director, one of two in the state. Mr. Pymm spoke of our comprehensive radio connection to the schools and
law enforcement. We have single point entry in all of our elementary schools so people Must enter through areas with communication capabilities. We
have 800 surveillance cameras throughout the District and four resource officers. All schools have access to the resource officers,
2013 Leqislative Session Outcomes
Dr. Shackett introduced Scott Woolstenhulrne, Director of Technology Services and School Improvement. Mr. Woolstenhulme thanked the legislators for
the classroom technology funding. He reported how the District has used those funds. The District purchased NE02's to allow 1:1 deployment in grades 1-
8. This has allowed differentiation in reading, math, and writing. We allocated $100,000 to mini grants for teachers. We upgraded our internal network
through a partnership with the City of Ammon and eRate. The District has used funds to purchase the Mileposts program where assessment results are
available so we can build individual learning plans for our students. Last spring we rolled out the 8 in 6 program in a two week period of time. We had 55 —
60 students enrolled and they earned 80 credits. He thanked the legislators for their support of this program as well as dual credit and master
advancement.
Dr. Shackett thanked the legislators for the Use of Lose it flexibility, Steps and Lanes funding, Differential Pay Funding, and Increased Operational
Funding. He stated that 95% Of Our teachers earned bonuses LIP to $3400. Dr. Shackett expressed the need for Career Ladder funding needs to be
focused on student Out comes and not solely on teacher outcomes. He stated that the District is open and transparent and invited those present to come in
and talk any time.
Dave Lent, Trustee from District 91, added his appreciation to the elected officials. He spoke of the District's late start Mondays and their belief in a vision
of culture that empowers, Instruction that engages, Technology that empowers. They focus activities toward learners and students. They focus on self-
directed teaming and adapt learning to each student so they can move forward as fast and as deep as they need to go.
W. 2014 Leoislative Session Priorities
Dr. Shackett directed those in attendance to the 2014 Legislative Session Priorities handout on the tables. The funding priorities lead to creating 2111
Century Classrooms. They include support for Quality Instruction, Technology, and Idaho Core Standard. We also need support for Healthcare Reform.
District Personnel Contact Information was also distributed to those present.
Dr. Shackett then opened the meeting to questions and/or comment. There was discussion regarding how to evolve the process to enable the leamer to
show mastery of content instead of being required to log seat time for credit. There needs to be flexibility in funding.

There was discussion regarding who Bonneville School District will market the upcoming bond election. There will be a patron committee that will work to
get the word Out. The possibility of a random phone survey to see what the level of support is. We may get some professional help to do this. The District
cannot use any taxpayer funds to support the bond, It can use those funds to distribute factual information. There was some discussion on absentee
balloting and the need to get people out to vote.
There was a question on the lack of education with regard to Common Core, There was discussion about having meetings in the elementary schools to
give information to parents. There is information the District 93 website and video links available as well. The PTO presidents have been offered the
opportunity to hold meetings at their schools so information can be discusses. The District will adopt the curriculum that we believe will teach Students so
they can reach the standards. We will provide the resources Or Curriculum. The Common Core is the plan and is not directly connected to the resources
that will be used, The IEA will field a media event at Dora Erickson Elementary School next Tuesday. The information will be placed on the website.
There was a request that the online schools offer more classes.
Representative Wendy Horman asked how content mastery vs. seat time would impact the District. Mrs. McConnell stated that in District 93 we encourage
high attendance. There is concern that the funding to the District will be reduced, We can't afford to lose funding. She encouraged the legislators to get the
financial people together to discuss the probable impact. She stated that we would like to get rid of seat time, but the funding worries us. She asked that if
they support the loss of the seat time requirement, that they make sure those districts with high attendance don't lose money as a result. Attorney Doug
Nelson stated that if the budget is the same, there may be a problem with how those funds are distributed to districts in that those with high attendance
may see reduced funding. Mr. Lent stated that they want to become good at achievement and not at attendance. Bonneville Online schools have seen a
problem related to seat time vs. attendance.
Mrs. Horman asked about the internal access inside the school buildings. District 91 has the infrastructure. District 93 asked to be involved in the October
roll out but, have seen no progress on the installation. Ideally we want all kids to be connected. We have wireless in the high schools that we will remove to
replace with the updated infrastructure.
