Board Training Meeting
February 12, 2014
Prior to the Regularly Scheduled Board Meeting

1, Call to Order
Chairperson Winchester called the meeting to order m6:Dp.m

A. Bond Presentations

Chairperson Winchester asked who would bo able m attend these faculty meetings. 8|mVmoassignm1AmyLamdemmatten Umm and Brian McBride w

R Committee Participation
Chairperson Winchester stated that she needs to know if Board Members plan to participate. Individual members need to talk to Superintendent Shackett
or Deputy Superintendent McConnell before talking to principals or teachers about concerns they may have. It's not a good thing if Dr, Shackeft or Mrs.
McConnell don't know before YOU go directly to the principal with a complaint from a patron. They need to be made aware and they may then send you to
the principal or teacher. She talked about the chain of command and stated that Board members shouldn't work with principals or teachers from a Board
stand point. You can visit schools but make arrangements with the principal first. Hopefully you won't be in their way. Make sure your visits are informal
expressions of interest arid not coming to check on you visits.
Chairperson Winchester need to know when you want W participate in answering omails emailing. Send
responses to Chairperson Winchester to review before Submitting it to the person. You need m make sure Chairperson Winchester knows what you are
replying. We need in make sure *e are un the same page. We have different opinions but we need to know what is going on. It would be nice to know
what zone the complaint comes from People want a response from their board member. That is ok if the email is sent only to You as an individual. If You
plan m reply to email sent m all board members, send a copy to Chairperson Winchester and she will send i|onm the originator.
C. 8unehnmndrm Evaluation Procedures
Chairperson Winchester discussed the procedure. We haven't had a formal evaluation in the past. The State is now requiring an official superintendent
evaluation. We want to be up front with our evaluation before ISBA Comes Out Witt) theirs. It needs to be acceptable to the State Department not ISBA.
Maoano aligns with what wm are doing in the District. It makes sense that we use the same information for the Superintendent. There was discussion
regarding what is included in the principal's evaluation. The Superintendent evaluation is aligned both with Marzano, who is a leading researcher in
education, arid the State Department requirements, The State wanted uotoDoto the Danielson Evaluation Model for teachers but wa wanted h stay with
JKAG and were allowed mon so. wa feel comfortable that our Superintendent Evaluation will ho aligned, They haven't set standards for Superintendent
evaluation but, we need to base 33% of the evaluation on Student achievement by law. Mm. McConnell stated that the leadership team has interviewed
most uf the principals and they t over how their | s align with th Board's G |^ They spent B day with them talking about goals WimJpAS we
went away from evaluations like you are good or bad. We have the ones in the middle that need help. JPAS defines areas where they need Support. As a
leadership team, they looked seriously o/ Dr. xnummnoue/f-mmmanon. There was discussion regarding how much m self-evaluation for District leadership.
The principals doa self-evaluation and then they come and talk m the Directors about their rating. The District Leadership Team asks for clear
documentation m support th phnoiva|'oso|f-ova|oa/ioo. We will evaluate the Superintendent Evaluation policy for 30-day review. Dr. Shackett will use a
similar evaluation with Mrs. McConnell.
Chairperson Winchester and Vice Chairperson Nelson will write upan assessment and then meet with Dr. Dbackmt,We don't have guidance from the
State yet. We just put it into policy and we want to do the evaluation in January and February. If there ioo problem in the future, wa need to have policy
and hoprepared. We want w show the State what wm have in policy and leave i|mthat.
This is a new process. This will have a little more meat and will help focus the leadership learn and administration. It is good to know what is expected and
what has been accomplished. Dr. Shacketfs leadership style allows him to take credit for student achievement and the good things that are happening in
the District. We must have the evaluation finished before the end of February as stated in our new policy. We can follow through with the new policy even
though it isn't approved by the Board at this point.
Chairperson Winchester asked the Board to look at Dr. Shackett's self-evaluation and then the Board will talk about it at the work session on the 261h of
February. Take a separate sheet of paper and ask questions and give your concerns. We will hold an Executive Session at Hillview regarding a personnel
issue to discuss the Superintendents evaluation, Please be prepared to discuss any concerns as well as positive things that Dr. Shackett does. Then
Chairperson Winchester and Vice Chairperson Nelson will write up a summary and talk to Dr. Shackett. This really needs to be a self - evaluation because
the education lingo is hard to understand. We just want to discuss areas where he feels he is weak, Your concerns, and what you feel he needs to improve.
If you don't understand the lingo, you need to ask. It is important to know what you are evaluating on. You need to become educated.
Chairperson Winchester asked if there were questions about evaluation or the policy. Mr. McBride wanted to know what was meant by exemplary. We
need to let Dr. Shackett know what we appreciate about what he does for our District.

Chairperson Winchester asked for a motion to adjourn the Board Training meeting and move into the Regular Board Meeting at 6:49 p.m.
MOTION: Jeff Bird made the motion to adjourn the Board Training meeting and move into the Regular Board Meeting, Kip Nelson seconded. The vote
was 5 in favor with 0 opposed and 0 abstentions. Motion passed,
