Principal Doug McLaren welcomed Board members and administration. He recognized Assistant Principal Corey Telford, Assistant Principal Josh Haggerty,
Student teacher Amanda Peterson, and Mr& Crabtree, Mrs. Crabtree Puts in a lot of time, energy, and passion into the school. She allows the Student Council to
run as an organization of students who make decisions and she guides and directs them to do what is best for the school and Students, Mr, McLaren stated that
interacting with the students is a highlight for all three administrators,

Tyler Wyman Student body president asked the council tointroduce themselves as well as the Board and Administration present. Ho stated that they want mho
Successful |n all activities and put their fingerprint on Hillcrest High school. Camden Treat spoke of the council's retreat where they learned about the seven
habits for highly effective people. The time was spent getting N know each other, feeling comfortable, and establishing plan that would give a good direction of
where they want to go. He feels they function best when they are comfortable and know each other. This year Uhaypaimdxeninmaiihh»ohmynooNoymmo|d
feel more comfortable, They did hard things together during the retreat that helped them m fashion their Mission statement that will bo used axa goal for every
activity: "Through friendly example we create confidence. Confidence creates unity, Unity creates passion. Passion is Our purpose."

° Back-to-School Dance was held after the first home football game. That happened before school started and they tied to advertise through social
networking, 8 was very successful.
° Weston Hobbs spoke about freshman day. All of the Student Council reached out to the freshman, They believe they created a lot of confidence and
brought unity. The freshmen had the loudest cheers that they have ever done.
* Senior Sunrise happened at 6:30 a.m. on the first day of school. Chick-fil-A donated sandwiches to feed those who attended
° During Civil War Week, th d teU spirit d activities that h | d unity th h | and contributed m school spirit. Th lunch activities
to help unite the underclassmen, They had a Klondike Bar activity, "What can you do for a Klondike Bar?" and a picnic. They painted posters on
many business windows that showed support. Over 'vv Students participated m the tailgate party. They had a car smash activity where a donated o
car from Empey's was painted to look like a Bonneville Bee, The football players took the first hits then the principals took aturn. The crowd was on
loud and Supportive during the activity.
, Home coming is planned for this week with a dance, parade, spirit days, lunch activities, royalty, and powder puff football, They are trying toget
underclassmen involved in these activities ovwell.
Future Activities include: Sadles, sports committees, advertising, teacher appreciation committees, Spirit Committee, New Student Committee, involving Foreign
Exchange Students, Halloween, |ipaynovidonofor1hesnnioro|aon.|amiogwhoreo1udenbuoofoamwoepnnoto fight each other. This ioon activity that gets o
lot nf kids involved. Mrs. Crabtree stated that they have the cream of the crop in student Council, they affect the school, and they can make positive changes. She

Mrs. Landers asked a question regarding freshman day. It was held on a Tuesday before school started. It was a full day of school with two assemblies, The idea

suggested that a senior project might be to (to a survey with parents and students, The Board would welcome the information and they would like to treat- from
the students a| any time.

° This has been a conversation with the Board for several years, Mr. Nelson stated his opinion that we need to give everyone their own football field,
auditorium, cafeteria, etc. but there are funding restraints,
o To build e new facility, w need to borrow money. The law only allows LIS to borrow Lip to a certain amount Without raising taxes. If we go
past that amount ii raises taxes, Wn haven't raised taxes m build tire six new elementary schools but, now wo will need b raise taxes.
o The difference in cost between the two main ideas is that the high school would be more expensive. We also need another elementary.
o The question that will Oom the voters io are you willing tovote for a bond tip to $o2 million. That ioao high aown can go. Wn also have
other things we need to do around tire District. The cap figure will limit what we can do. However, we want equity as much as possible.
° It makes sense to add another high school and make them all smaller enrollment and make room for more expansion.

Having 15 minutes for passing time is a long time and dumb things could happen.
• How big will anew high school be? KWould be same size as Hillcrest and Bonneville about 1�students'caparcity.
• How long will k take for either plan? V will take about four years.
• Would the annex plan make the existing middle schools freshman academes? Nothing is set in stone. There has been discussions but mm are not sure b
would uoa true freshman academy, With annexation there would need to be an increase in passing time, That Would probably require an increase in the
number of days it) the school year to be in compliance with the required 990 instructional hours,

time they are built. The state funds the District on a per student basis. There Would not be a huge increase in tile number of jobs,

• What Would we do with the trailers? They will probably be moved to other locations or sold to other districts, We try to have u school already full before we

• Why not build bigger elementarries instead of building more schools? Sometimes the Square footage is the same whether we build bigger or more. It is
usually a wash. We trend toward 600 capacity elementary schools in neighborhoods rather than centralized larger schools,
• Would i/ha better N make the new high school bigger m help will) growth? Woare trying m look ahead and plan ahead, Wo are looking a(online
education, etc. We could have more possibilities for students, Larger schools would give more opportunities in different areas,
• Would You place certain types of classes in the annex? More than likely. They probably would not be true freshman academies. Maybe online classes, etc.
Are the Online schools and technical careers high schools fill]? These were created because not everyone fits into the traditional setting. Classes and
Students are focused in these schools but they are not at capacity. They have taken all edge off the current high schools. Mr. Miller is talking about
expanding in the future with more opportunity to focus on careers. The question was asked whether the students Would like an opportunity to focus on a
career in a high school that specializes in that kind of classwork. The majority Of Students would like to have that Opportunity.
° How do high schools start off? Will the school be fully finished? Will students fall behind? Mr. Nelson hopes mhave everything available when the school
is finished. Academically, we would move existing staff, There might be some new staff as well.
Mr. Nelson thanked the Students and administration for their hospitality, tire Board's favorite tirries to interact with students. He
commended the Student Council for their efforts and he has seen his daughter participate more asa result, Mr. Nelson excused Mrs. Winchester she isinBoise
with her son who passed 8mbarand is being sworn in. Ho talked about what a school board is and discussed zone representation of patrons and students, Kis
voluntary. We are not paid bdothis. Wo want mdo it. Our jet) is to set policies, The principals hire and file teachers. The Superintendent watches over the
principals and school board hires the superintendent.
K Items for Discussion
Mr. Woolstenhulme stated that the Facilities Survey is showing four options. The annex plan Will affect instructional time. Mr. Bird asked about building two now
middle schools, One to house 611, and 711, grade students in a middle school and the other to house 8t, and 911, grade Students in a junior high. Mrs. McConnell,
Ms. French, and Mr. Woolstenhulme stated that there are academic concerns with that type of configuration. We have looked at how we would configure the
grades. Year-round Would not be a great option, Mr. Bird stated that we could ask for a $50 million bond rather than a $90 million bond if we were to consider his
plan. Mr. Woolstenhulme stated that the proposal isn't good academically for kids, but probably a good option financially. There is a problem With maturity of 611,
graders in the middle school setting, Their ISAT scores are higher in the elementary School situation since we moved them out of the middle schools and back to
the elementary schools. They do better academically in that setting. True, it would be cheaper, but academically it wouldn't be the best thing to (to. Ninth graders
don't feel like they are in high school when they are in junior high. District 91 has recently moved their 91', graders into the high school. There are also bussing
issues when the 91,, graders are in the junior high school.
The options are listed in terms of factual information. We did not present pros and cons. None are perfect options and all come with strengths and weaknesses.
There is a lot of information presented: growth, options, taxes, and questions. We put c and d on as options that will need to take place if the patrons say no to
the bond. There was discussion on whether to include options and adding question logic. Annexing Would be a logistical nightmare. It could be done but it would
be tough. We would need to look at scheduling. Mrs. Landers asked if we would need to add to the number of days in the school year, There Would be a lot of
logistics. These options give people a voice, Mrs. Lenders wants to have a voice as a patron, The option is worth being out there. The costs are the same: $82
million for plan B and $88 million for plan A. Annexation is the most feasible second option to be on the table.
Mr. McBride asked whether there is an option for building a high school geared to a technical school with divisions within the high school rather than a traditional
high school. The problem is that classes are smaller and it Would cost more, The state pays 20-1 ratio for traditional high schools and 16-1 for technical high
schools, We wouldn't be able to offset those classes with larger classes. We are offering the academic classes already but it is worthy of discussion. We need to
invite Mr. Miller to come and talk to the Board about the technical high school at our next work session. We need to discuss possibilities of Technical Careers on
the south offering Health Occupations, Computer Technology, Family Sciences, and Business Education. We need to look at lots options to focus on at a high
school.
We will advertise the survey on Twittter, Email, Facebook and d93future.com. We will send out on text message, voice message, and hand flyer. The survey will
be available Monday. We will send flyers home with everybody, not just elementary students, There is no way to limit the responses but We can add some
demographic information on the Survey. We can limit responses by IP address. The Board asked to have the responses sorted by school. Maybe we could add a
zip code field to start to help to focus the survey. We will go to a scaled response. There was discussion regarding whether we would do another Survey. We will
have to put the question in the resolution. The election will be held in March. We will put out a RFO in November to get better figures for the bond question.
The Board looked at the flyer that will be sent Out on Monday. Mr. Woolstenhulme asked if the Board wanted other questions on the Survey. The response was
that they did not wish other questions to be presented.
Mrs. McConnell handed Out in-service information from Mrs. Hix. She has put together a phenomenal program for our teachers. We are a head of what is going
on in the state with regard to common core.
