Call to Order Chairperson Winchester called the meeting hz order u(i1:3Dum. Roll Call Those Board members in attendance were Chairperson Annette Winchester, Vice-chairperson Kip Nelson, Treasurer Amy Landers, Trustee Brian McBride, and Trustee Jeff Bird. Others in attendance were Superintendent Chuck Shackett, Deputy Superintendent Marjean McConnell, Director of Human Resources Shalene French, Chief Financial and Operations Officer April Burton, Director of Operations Todd Hicks, Director of Technology Services and School Improvement Scott Woolstenhulme, Director of Plant Facility and Purchasing Roger Hill, Energy Education Specialist Don TraUntvein, Transportation Manager Karen Judy, Food Services Supervisor Heather Plain, Director of Curriculum and Instruction Michaelena Hix, and acting Board Clerk Jodi Barnes. Items for Discussion A, EUdhC*difioateand|mmunization - Mo mmMcConnell Mm. McConnell stated that schools are having trouble getting birth certificates once students attend school if they do not provide it when they enroll. She proposed not letting students enroll in schools until they can provide a birth certificate or proof that they have ordered one. We have a similar difficulty getting immunization records once we allow students to attend school. In either case, it is a matter of expulsion to disallow enrollment after they have begun attending school. We could potentially have 12O'138 students that we are not allowing to attend until these docurnents are in order. It is the recommendation of the Public Health District that we not allow students into school until they provide the records. @m. McConnell asked for the Board's Support innot allowing these Students (o attend until we have the documents. Chairperson Winchester wondered if the Health Department could be of any help. They have come to OUr registrations and offered clinics at the schools, but many of the students are kindergarteners and 7th graders who have not received the required boosters. Mr. Nelson wondered if this policy would leave any flexibility for special circumstances. We Would be able to take these nna case hy case basis ifwe had paperwork that the documentation is corning. This has been in policy for quite some time, but we would now like to follow it more closely. We Could send out notices via Power Announcement to let parents know. We are also looking at an online registration software that would help with reminders. B. Hand|inq Enrollment Growth in the District 'Marjea McConnell Chairperson Winchester asked the administrative team to go over information regarding enrollment growth in the District. The administrative team has met with high school principals bo look a|options. to make some adjustments to schedules even though the classrooms could physically hold nearly 1,900 students. Mrs, Landers wondered if it would be a big cost or remodeling project to convert Computer labs to classrooms. Mr. Hicks stated that it would not be too difficult. During the 2015-16 we would go to trimesters, with a 6-period day, and a 0 hour and 7th hour, This would then allow us to go to year-round school with four 60-day tracks. Students would have hobe assigned b/ three nf the four tracks, Mr. Bird wondered if tracks can ho assigned by area, This would depend on what kind of staff we have available. It would more likely be based on grade level and having the staff for the grades attending. We Would also need to add air conditioning to those schools in order to hold school over the summer. Middle schools Would probably be a year behind in going to this type of year-round schedule, We need to have everything worked out by October or November so we can begin making the shifts that will be necessary in curriculum, scheduling, etc. Mr. McBride wondered if there was a way to arrange schedules so that we can help alleviate hallway, lunch room, common area etc. crowding. This is a possibility, but does not change the need for the trimester scheduling, Mrs. Landers wondered if things would go back to the way they are now once the new high school is eventually built. Mrs. McConnell speculated that it probably would not, Mr. Nelson wondered if classes could be designated as freshmen only, sophomores only, etc. That would limit choices for students regarding what classes they Could take. M/. McBride wondered if the survey showed more favoritism to split sessions than year-round school. The survey showed that there was more interest in year-round school than there was for split sessions. Chairperson Winchester expressed faith in the administrative team and their ability to work through u major change like this. 3. Grade Confiquration - Ninth grade will stay in the high school. This was anon-negotiabla. 4. Open Enrollment - Dr. French provided numbers of students attending from out of District nn waivers. There are 2O elementary through middle school. There are nine coming in frorn Out of district to Bonneville High School and 32 attending Hi||maat High School with 2G waiting for next year. Most o( the waivers are in'diotrict, Most o[ the students wanting waivers have been going to our schools for years, and are not new, Principals have not been accepting new applications, only those that have been going to our schools previously. Mr. Nelson wondered ifwe Could draw o line that students in high schools could stay but lower grades could not. Mr. McBride felt that allowing students from other districts hu enroll when we are on crowded was adieovmina hz our students. Mm. Landers felt that not allowing those that have been here for years to continue would beunfair. Mm. McConnell wondered if the Board had a consensus on whether or not to allow students to continue attending if they have been here for years. Mrs. Landers had a hard time turning away Students whose parents work for the District, The crowding problem is in the high ychnn|a. Chairperson Winchester and Mm, Landers felt that if they are already here in our schools, they are ours and should continue. There was consensus that students who have been attending our schools can continue, but no new waivers will be accepted in high schools, Elementary and middle schools will continue their practice as they have done. The Board also agreed that children of employees should be allowed to 5� Graduation Re4uimmon( Chances - these will most likely change ifwegnknaG-peiodtrimester. 6 Proposed Elernentary School Boundary Chancres - This would be for next school year. This is an effort to help alleviate crowding at Hillview and Iona. Ammon would have been in a position to lose staff without this change, so they have room to house these students. There is a group of students that Could potentially move from Hillview to Arnmon that would help make these changes. There is a group of students in Falls Valley boundaries that are being bussed \nRimmck that we would like Vo move back ho Falls Valley. There iaa group of students in Caribou Meadows that could be moved from Iona to Rimrock to alleviate crowding at Iona. Jeff Bird left the meeting at 12:30pm. 7 Proposed Boundary for New Hiah School - Mrs. Judy created a proposal for high school boundaries for the Board to consider. There are some natural boundaries that could be created to device and balance the schools. C. Advocates for Education Report - Heidi Southwick Chairperson Winchester asked Heidi Southwick to discuss information regarding the bond election, Mrs. Southwick stated they have come up with some suggestions from the community that they would like to see. She handed out a list of suggestions, There were suggestions concerning the land, focus groups and community support, as well as formulating a new bond question. She stated that the group felt strongly that strong community support will be very important, as well as communicating with people to get our own information Out. The suggestion was to get some of the "no" voters to join the conversations in order to help address those concerns. She also suggested developing a website to be able to get information out. Chairperson Winchester expressed that the first meetings should be with the community around where the school Would be built, She felt that weohouN make decisions about split sessions and year-round school and get the information Out oo that they can see the options in case the bond doesn't pass. D. Information from Communitv Mee8nq' Renee Cook, Shawn Seedal| Chairperson Winchester asked Renee Cook discuss information gained from the Community Meeting they held in their area. Mrs. Cook and Mr. Seedall stated there were 20 parents, 8 community members, 7 employees, and 2 board members present. They felt the meeting went ok. The majority of the people at the meeting felt that the reason the bond failed was because of the amount of the bond plus interest. Mrs. Cook was discouraged because of the lack of support from grandparents and great grandparents, She contacted some of them and they all felt there was too much money involved, Mrs, Cook will email her full report to the Board. Younger families would not vote for a 10 year bond, just because of the amount involved. Superintendent Shackett and Chairperson Winchester thanked Mrs. Cook for her involvement and help. BudonUnq Information ' April Burton Chairperson Winchester asked Mrs. Burton to discuss budgeting information with the Board. Mrs. Burton asked the Board how they would like to proceed with trainings and whether or not they would like to have one today. She gave a brief overview of the PnwerPnint that was attached in the Board packet. She then discussed where funding comes from and how it is allocated at the state level aa well ay Idaho rules governing funding, attendance, and support units. Chairperson Winchester asked if any Board Member Would like to add any agenda items bzan upcoming meeting. For the work session scheduled for April 23rd, add an executive session to discuss acquisition of land and personnel items; discussion regarding alternate school sites; proposed boundary shifts for HiUview.Ammon, |ono.
