Chairman McBride read the motion and order to amend the agenda. He then asked for a motion with regard to the
request to amend the agenda.
MOTION: Amy Landers made the motion to amend the Agenda as read. Jeff Bird seconded. The vote was 5 in favor with

Chairman McBride asked if any Board Member would like to remove any items from the Consent Calendar to the agenda.
He then asked if any Board Member had any questions with regard to the Consent Calendar.
Hearing none, he then asked for a motion to approve the Consent Calendar.
MOTION: Paul Jenkins made the motion to approve the Consent Calendar. Amy Landers seconded. The vote was 5 in

VII. Student Recognition
A. Hillcrest Choir Honor Students - Doug McLaren, Camille Blackburn
Chairman McBride invited Hillcrest High School Principal Doug McLaren and Hillcrest Choral Music Director Camille
Blackburn to introduce the Hillcrest High School Chorale Honor students. The Hillcrest Choir students came to offer a
sincere Thank You to the Board for the opportunities given to them and for supporting the music program in the District.
Mrs. Blackburn told the Board 48 Varsity Chorale students had the opportunity to sing in Carnegie Hall in New York City
in January 2016. The Board was privileged to view a video clip of the performance at Carnegie Hall in New York City.
Forty students were chosen to sing n the NNU Women's Choir.
1. Kylie Atwood - Advanced Women's Choir, NNU Women's Choir, and Idaho Music Educators Association All State
Honor Choir. Kylie thanked the Board for her opportunity to participate in the Honor choirs and enjoyed being able
to interact with other choirs.
2. Justin Brown - Hillcrest Varsity Chorale at Carnegie Hall, NYC — Justin thanked the Board for their support for
himself and his twin brother. Justin had a good experience in New York City and appreciated his opportunity to

sing in the Carnegie Hall.
3, Marisa Hoover - Hillcrest Varsity Chorale at Carnegie Hall, NYC — Marisa is a Senior this year, Singing at
Carnegie hall was the pinnacle of her life, a once in a lifetime event, She expressed her gratitude for this
experience,
4. Madeleine Landers - Advanced Women's Choir and NNU Women's Choir — Madeline was very thankful for the
opportunity of going to Boise to sing with the Women's Choir at Northwest Nazarene University (NNU). It was fun
to sing in the rotunda of the State Capital building.
5. Kassidy Magelby - Hillcrest Varsity Chorale at Carnegie Hall, NYC
6. Devin Marrott - Idaho Music Educators Association All State Honor Choir —Devin was grateful to sing in the All
State Choir, He learned a lot and had a great experience!
7. Trevor Murphy - Hillcrest Varsity Chorale at Carnegie Hall, NYC — Trevor thanked the Board for his opportunity to
go to New York City and sing in the Carnegie Hall. It was the pinnacle of his high school music career. He
expressed his appreciation of having a strong music program in high school; it has helped with hard times in high
school.
8. Nic Southwick - Hillcrest Varsity Chorale at Carnegie Hall, NYC — Nic thanked the Board for their support and
giving him the opportunity to go to New York City and sing in the Carnegie Hall,
The Board and those in attendance were then honored to view a video snippet of the concert held at the Carnegie
Hall. The choir included our Hillcrest students, a college choir, a community choir from Logan, UT, and a
professional orchestra.
Mrs, Blackburn expressed her gratitude for Principal Doug McLaren for his support of the Hillcrest music program
and allowing this opportunity for these choir students.
Brian McBride expressed his gratitude to Mrs. Blackburn for her work and dedication in the music program at
Hillcrest High School. He then announced that the American Legion Post 56 was privileged to select Camille
Blackburn as The American Legion Post 56 District 93 Teacher of the Year for 2016.
B. Hillcrest Art Students Bank of Idaho Art Show Winners - Doug McLaren, Joshua Hobbs
Chairman McBride invited Hillcrest High School Principal Doug McLaren and Hillcrest Art Teacher Joshua Hobbs to tell
about the art students whose pieces placed in the recent Bank of Idaho Art Show. Their winning art pieces were on
display in the lobby this evening. Mr. McLaren expressed his gratitude to both the choir students and the fine arts
students from Hillcrest. He then introduced Mr. Josh Hobbs, a new art teacher at Hillcrest High School. Mr. Hobbs
congratulated Mrs. Blackburn and stated that she was an inspiration to him. He then thanked the Hillcrest administration
and the School Board for their tremendous support for the Fine Arts programs. He stated that both Hillcrest and
Bonneville high schools swept the Bank of Idaho Art show. Unfortunately, his art students were not able to attend.

VIII, Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetinos Public Input shall be held to a
maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron
to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those
speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the
meeting, but may direct the Superintendent to consider such an item at a subsequent meeting, There was not any Public
input at this meeting.

IX, New Business
A. Proposed 2016-2017 Bell Schedules
Chairman McBride invited Ms. Marjean McConnell to present the proposed 2016-2017 Bell Schedule in preparation for
implementing the trimester schedule starting the next school year. Ms, McConnell expressed her appreciation for the
wonderful teachers in our district. The bell schedule does not require board action tonight. For the next school year we
will be starting our secondary schools 15 minutes earlier and our elementary schools 10 minutes earlier. Starting earlier
is helpful for the secondary students who are involved in extra -curricular and co -curricular activities not to miss so much
school, We do not have the transportation fleet necessary to run two separate busses. She stated that for the TCHS
students, lunch falls after 4th hour, allowing students to have lunch during their travel time. Food Services Director
Heather Plain addressed the timing of arrival to school and the lunch hour. Mrs, Plain stated that there is a national
push to ensure all students have breakfast each morning. Breakfast normal will continue to be offered for those
students arriving in the morning and a Second Chance breakfast offered for those who arrive later. Therefore, she has
asked for three minutes to be added to the passing period between second and third hour — a chance to take breakfast
to the students. This grab -and -go breakfast will be for those students who did not get to school at the time normal
breakfast was served. This breakfast will be eligible for free and reduced meal students and has been approved by the
state. Currently, this will be implemented at the high school level and middle schools are also interested in providing this
breakfast option to their morning. Ms. McConnell concluded that three minutes will be added to the passing period
between 2nd and 31d periods and lunch will be served between 4th and 5th periods at the high school level. There will still
be two lunches at middle school, one for 7th graders and one for 8th graders, The Friday hour long lunch at the high
schools will continue under principal choice.
B. Proposed Policv for 30-dav Review (first readina) - Marjean McConnell
Chairman McBride invited Ms, Marjean McConnell to present on policies, procedures, and forms for 30 -day Review. Ms.
McConnell informed the Board that the Bonneville Education Association (BEA) has approved these policies to go to 30
Day Review. Other revisions can still be done, if necessary.
Chairman McBride asked if there were any questions from the Board for Ms, McConnell. Hearing none, he then asked
for a motion to approve the presented policies to be posted for 30 -day review,
MOTION: Greg Calder made the motion to post the policies presented for 30 -day review. Amy Landers seconded. The

Chairman McBride invited Ms. Marjean McConnell to present on policies 3340 and 3105F/5232F for deletion. Ms.
McConnell stated for policy 3340, the wording is found in other policies and in the student handbook and form
3105F/5232F is no longer needed, She stated the District is streamlining the policy manual.
Chairman McBride asked if there were any questions from the Board for Ms. McConnell, Hearing none, he then asked
for a motion to delete policies 3340 and 3105F/5232F from the District's policy manuals.
MOTION: Greg Calder made the motion to delete policies 3340 and 3105F/5232F from our District policy manuals. Jeff
Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.

X. Committee, Curriculum, and Administrative Reports
A. Report on the State of the District - Phil Campbell, Community Relations and Communications
Chairman McBride invited Community Relations and Communications Phil Campbell to present the report on the State
of the District. Mr. Campbell thanked the Board for the opportunity to share the exciting things that are happening with
the district's community relations and communications program. Today's media and communication is not your
traditional communications plan. We are committed to adapting and finding every tool available to share the amazing
accomplishments of our students, faculty and staff, with the patrons of the district. Our communications plan can be
summed up in three simple words, trust through transparency. It is something we take very seriously and it is why
tonight's board meeting is being broadcast on Periscope, it is why we do not have a designated spokesman for the
district and it is why we are dedicated to being a national leader of innovation, especially when it comes to social media.
About every other form of mass communications are losing their audiences to social media, i.e., newspaper and
television are struggling to keep their readers and viewers, Social media is very important right now and the good news
is we are doing an awfully good job with it. D93 News has the largest Facebook following of any school district in the
state. We have a larger following than anyone in Wyoming, Montana, or Utah, too. Seventy-nine percent of the District's
Facebook following is the age range of 25-54. By January 2016, D93 reached over million people. Often our video
views amount to more than the total from both the New York City Department of Education and the Los Angeles Unified
School District combined! Other social media are Twitter, Instagram, Snapchat, Pinterest, and Periscope.
Mr. Campbell introduced newscaster Karole Honas from Local News 8. Karole has been at KIR for more than 25 years
and is a pillar in our community. She is widely respected and was recently inducted into the Silver Circle of the National
Academy of Television, Arts, and Sciences, Ms. Honas recognizes the importance of social media for mass
communications, and how it has changed our world -- watching the news vs. logging in to social media. It is also
common for people to record the news and then watch when it is convenient. The hits that are received on social media
and the internet, helps the stations determine the charge for their advertisements.
Mr. Campbell introduced Krista Bumgartner, Bonneville High School Student Council Advisor. Ms. Bumgartner also
recognizes the importance of social media, both as a parent and a teacher, She stated we live in a world where we
want instant access to information and the easiest place to find it is on Facebook or the web. Change is hard; our world
has changed. Our student council wanted to know how to harness the positive influence of social media, hence we
created Senior graduation pages, which provides all the details about graduation. Social media and Periscope help our
district to stay in touch with what our patrons, with our staff and students, and with the world.
Whitney Johnson, Bonneville High School student body president likes to know what is going on and enjoys D93 news.
Twitter and Facebook help get the word out faster. She has attended National training for social media, Students like to
be informed about what's happening in the District. Feature stories are a positive view of D93.
Mr. Campbell introduced Rimrock Elementary Principal Tina Orme, who joined the District after working in a slightly
larger school district in the state and asked her to compare and contrast what we do and what other districts do. Ms.
Orme stated that D93 delivers information quickly and has helped her to know what is happening in the District. Social
media encourages pride, unity, and trust and makes a significant difference for our school, parents, and District.
Mr. Campbell concluded that everyone and every event is a story waiting to be told. One of the more important goals of
any marketing campaign is to tell a strong story. Consumers need to feel an emotional connection and storytelling has
long been the method with which to accomplish this. Putting the right people in the public eye also makes for a more
compelling news piece. Parents want to know their children will get a great education and teachers want to work in
facilities where they feel they'll be able to make a difference in students' lives. I can assure you that we are doing is
making a difference. We are the link to the community, staff, students, and District leaders. Mr. Campbell teams up with
District employee, Samantha Williams, for D93 News broadcasts.
Chairman McBride expressed appreciation for this great information and good that comes from Mr. Campbell's efforts in
promoting what is happening in D93.
B. Proposed Policv for Initial Consideration - Marjean McConnell
Chairman McBride invited Ms. Marjean McConnell to present on policies for initial consideration. She informed the
Board that these policies were being updated accordingly to Idaho School Board Association (ISBA) and current
practice.

From the audience, Chairman McBride recognized Krista Bumgartner and Whitney Johnson from Bonneville High
School Student Council to acknowledge their receipt of the National Student Council Excellence Award. Ms. Bumgartner
stated that Bonneville High School Student Council recently attended the state Student Council conference in Boise and
for the second year, won the top state Student Council award. Our portfolio included our club activities in health and
safety and the community service projects we participated in. We are excited that our efforts are being recognized at
the state level. We would like to express our gratitude to the Board for your continued support of our program.
C. Current Policv Verbiaae Revisions - Mary Hansen
Chairman McBride invited Mary Hansen to present the current policies, forms and procedures listed below. Mrs.
Hansen informed the Board that in these policies the word "semester" has been replaced with "grading period"; however,
other verbiage revisions were brought to our attention and we will be present these policies at a later date. These
updates are in preparation to moving to the trimester schedule.

Chairman McBride asked if there are any agenda items to be added for upcoming meetings. Two items were mentioned
for future meeting agendas: 1) a review of the 15 year long term plan, and 2) a review of the pay to play fees for athletes
and their parents.

A. Chairman McBride stated that the Board will enter into Executive Session pursuant to Idaho Code Section 74-
206(1)(b)To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a
public officer, employee, staff member or individual agent, or public school student; Idaho Code Section 74-206(1)(c) To
acquire an interest in real property which is not owned by a public agency; Idaho Code Section 74-206(1)(e)To consider
preliminary negotiations involving matters of trade or commerce in which the governing body is in competition with
governing bodies in other states or nations. The Executive Session will be closed to the public as permitted by law.

Chairman McBride asked for motions to be made from the Executive Session.
A. Employee E2016 Discipline
MOTION: Jeff Bird made the motion to place employee E2016 on probation for a minimum of eight weeks starting
March 10, 2016. Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.
B. Employee F2016 Discipline
MOTION: Jeff Bird made the motion to place employee F2016 on probation for a minimum of eight weeks starting
March 10, 2016. Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.
C. CIVES Tax Exemption
MOTION: Greg Calder made the motion for the District to support the CIVES Steele plant expansion without a specific
percentage of tax exemption and allow Bonneville County to determine the percentage of tax exemption for the next five
(5) years, Paul Jenkins seconded. The vote was 4 in favor with 1 opposed and 0 abstentions. Motion was carried.
