June 11, 2014

6:00 p.m. Executive Session
Chairperson Winchester called the meeting to order at 6:05 p.m.
She then stated that the Board will enter into Executive Session pursuant to Idaho Code Section 67-2345 (1)(b) To consider the
evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member
or individual agent, or public school student and 67-2345 (1)(c) To conduct deliberations concerning labor negotiations or to
acquire an interest in real property which is not owned by a public agency and asked for a motion to enter in to executive session
for the reasons stated.
MOTION: Amy Landers made the motion to move into executive session for the reasons stated. Jeff Bird seconded. The roll
call vote was:
Jeff Bird - yes
Amy Landers - yes
Brian McBride – not present
Kip Nelson - not present
Annette Winchester – yes
Chairperson Winchester asked for a motion to move back in to open session at 6:42 p.m.
MOTION: Brian McBride made the motion to move back into open session. Jeff Bird seconded. The vote was 4 in favor with 0
opposed and 0 abstentions. Motion carried.
Chairperson Winchester then asked if there would be any motions from executive session.
MOTION: Jeff Bird made the motion to accept the suspension of employee D14. Amy Landers seconded. The vote was 4 in
favor with 0 opposed and 0 abstentions. Motion carried.
The Board then moved into the Board Room for the Regular Meeting/Fee and Budget Hearing
I. Call to Order
Chairperson Winchester called the meeting to order at 7:00 p.m.
II. Roll Call
Those Board members in attendance were Chairperson Annette Winchester, Treasurer Amy Landers, Trustee Brian
McBride, and Trustee Jeff Bird. Vice-chairperson Kip Nelson was excused. Others in attendance were, Superintendent
Chuck Shackett, Deputy Superintendent Marjean McConnell, Director of School Improvement and Technology Scott
Woolstenhulme, Director of Human Resources Shalene French, Chief Financial/Operations Officer April Burton, Community
Relations Liaison Wendy Norman, Director of Operations Todd Hicks, Director of Plant Facility/Purchasing Roger Hill,
Energy Education Specialist Don Trauntvein, principal Jason Lords, Director of Secondary Special Education and Federal
Programs Julian Duffey, and Board Clerk Valerie Messick.
III. Welcoming of Delegates and Visitors
Chairperson Winchester welcomed the students filming and stated that the Board appreciates all they do.
IV. Approve the Agenda
Chairperson Winchester asked for a Motion to approve the agenda.
MOTION: Amy Landers made the motion to approve the Agenda. Brian McBride seconded. The vote was 4 in favor with 0
opposed and 0 abstentions. Motion carried.

Chairperson Winchester asked if any Board member would like to remove any item from the Consent Calendar to the
regular agenda. Hearing none, she then asked if there were any questions from the Board with regard to the Consent
Calendar. Hearing none, she then asked if there would be a motion with regard to the Consent Calendar.
MOTION: Amy Landers made the motion to approve the Consent Calendar. Jeff Bird seconded. The vote was 4 in favor
with 0 opposed and 0 abstentions. Motion carried.
VI. Cancellation of Previously Scheduled Work Session June 25, 2014 at 11:30 a.m. and reschedule as an informational
Meeting that evening at 7:30 p.m. to 8:30 p.m. in the District Board Room
Chairperson Winchester stated that the previously scheduled Work Session on June 25, 2014 has been cancelled and
rescheduled as an Informational Meeting that evening from 7:30 p.m. to 8:30 p.m. in the District Board Room and asked if
there would be a motion to approve the cancellation and reschedule.
MOTION: Jeff Bird made the motion to approve the cancellation of the previously scheduled Work Session and to
reschedule it as an Informational Meeting for Wednesday June 25, 2014 at 7:30 p.m. to 8:30 p.m. Brian McBride seconded.
The vote was 4 in favor with 0 opposed and 0 abstentions. Motion carried.
VII. Public Input
Policy #1550 Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron
to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those
speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the
meeting, but may direct the Superintendent to consider such an item at a subsequent meeting .
Chairperson asked if there would be anyone who would like to address the Board during public input. She asked that those
wishing to speak state their name and address for the record and that they be courteous. No one came forward.
Chairperson Winchester then moved on to New Business.
VIII. New Business
A. Recognize Rona Johnson – National Behring Teacher Ambassador - Jason Lords
Chairperson Winchester asked Mr. Lords to present Rona Johnson to the Board. He presented Rona Johnson as the
Behring Teacher Ambassador. She was one of 36 teachers selected as part of the National History Day regional winners.
There are not many chosen for this honor. Ms. Johnson loves RMMS and spends a lot of time setting up the National
History Day competition that happens at Rocky Mountain. A lot of schools participate from our region. Ten of her students
have qualified to go to Nationals over the past several years and she has three participating this weekend. Chairperson
Winchester stated that the Board appreciates all she has done, thanked her and stated that Ms. Johnson is very deserving.
Dr. French noted that Ms. Johnson’s students were the only ones in Idaho that won the National History Day contest in
Washington DC four or five years ago and there have never been any students from Idaho to win that contest on a national
level.
B. Recognize Jami McLing - History Teacher of the Year - Jason Lords
Chairperson Winchester asked Mr. Lords to present Jami McLing to the Board. He stated Rocky Mountain Middle School
has an amazing Social Studies and History Department. Ms. McLing teaches 8th grade Social Studies. She is always
looking for something new that will help the students at Rocky Mountain. Their school was part of a pilot program last year
called big history, big science project. She has been honored in National History State Competition as the National History
Teacher of the Year for the State of Idaho. Ms. McLing stated that it hard to accept awards that single them out because it is
a group effort with the teachers at Rocky Mountain. She feels that she works at the best school in the District. She has been
writing a state technology grant for 1 to 1 iPads for all students and teachers. Their hope is to lessen the achievement gap
by taking care of their high achieving kids that sometimes tend to get lost as we are working on helping our low end kids
meet the standards. Their goal is to go paperless to encourage kids to take online classes and lessen the gap so every
student at the school is getting the same opportunity for individualized education. This is not the first grant Ms. McLing has
written. Technology is a driver in her classroom. She has created a public interactive notebook that is being used in other
classes and content areas at Rocky Mountain to get writing into these other content areas.
C. Fee Hearing - April Burton
Chairperson Winchester asked Mrs. Burton to present information regarding the proposed increases in fees. Mrs. Burton
stated that the Board has received information with regard to three new fees. The notice has also been printed in the Post
Register for patrons. We have to post any new fees and any fees that we are proposing to be increased by 5% more. The
fees include: $15 for an Advanced Robotics Class at both middle schools to pay for tournament registration; a $7 Middle
School Guitar Class fee to offset the costs for supplies for the elective class; and a $15 Science Class Fee for the Pine
Basin overnight trip for the 5th grade camp. The schools will have the ability to charge up to $15. The PTOs have been
funding this trip for various schools. There are scholarships available for any of our fees if kids who don’t have the funds to
pay those fees.
Chairperson Winchester asked if there were any questions from the Board for Mrs. Burton regarding the proposed fee
increases. Mrs. Landers asked about what the fee for the robotics class will be used for. She wondered if all the students
would pay the fee and whether they all would attend the tournament. All students who take the class will pay the fee and
they all will attend the competition. Their focus during the semester is to prepare for the competition. Chairperson
Winchester asked if there were other questions from the Board.
Chairperson Winchester then opened the meeting for the Fee Hearing and invited any in attendance who wished to speak
regarding the proposed fee increases to come forward and state their name and address for the record.
Renee Cook, Barnes Way, stated that their 5th graders just earned enough for the 5th grade next year to participate at Pine
Basin. She wondered if the fund raiser is in place is it ok. Each school can choose whether or not to assess the fee
depending on whether they have other funding sources for the activity. Some schools did not have a mechanism in place to
fund this activity so they asked that we approve a fee so they have the ability to charge it if necessary. Some schools won’t
use this option but it is there if they would like to use it.
Chairperson Winchester asked if there were others wishing to speak regarding the proposed fee increases. Hearing none,
she then asked for a motion regarding the fee increases as presented.
MOTION: Amy Landers made the motion to approve the fee increases as presented. Brian McBride seconded. The vote
was 4 in favor with 0 opposed and 0 abstentions. Motion carried.
D. 2014-2015 Budget Hearing - April Burton
Chairperson Winchester asked Mrs. Burton to present information regarding the proposed 2014-2015 Budget. Mrs. Burton
stated that they are proposing a $59 million Maintenance and Operations budget and a $31 million for all our other budgets
for a total of $91 million budget. She went over the assumptions they used in preparing the budget for this year. For 2014-15
she is projecting the fall enrollment 11604 students. We arrived at that by rolling our existing students forward one year. Our
graduating class has been about 300 students less than our incoming kindergarten classes. We are also anticipating an
influx of 150 – 200 students into our Harmony Education program. This an online homeschool based program. The students
are Idaho students attending school through Bonneville School District in our online homeschool curriculum. Mr. McBride
stated that Mr. Salsbery anticipates 600 students in the K-8 online program next year. Harmony has a waiting list of parents
who want their kids to participate. Mr. McBride wondered what the funding mechanism is for the Harmony program. It is the
same funding mechanism as Bonneville Online School. They attend BOS. We purchase different curriculum for the different
schools. For our school that we started in 2010, we purchase the K-12 Curriculum. Harmony offers different curriculum
options to those students. We purchase that curriculum on behalf of those students and provide it to them in an online
setting. Our agreement with Harmony is that we purchase the curriculum for the students. Mr. Woolstenhulme stated that
one of the selling points with Harmony is that they are out of Utah and have marketed for charter schools giving them a lot
of different options for their students. It is figured in to the contract and it doesn’t cost us. We receive state funding for
attendance as if the students are attending brick and mortar schools in the District because they are Idaho students
attending this school. Harmony recruits on behalf of home school students. As far as PowerSchool is concerned they are all
the same but the difference is in the curriculum. Mr. Salsbery is the principal of all the online schools. Mrs. Burton is also
projecting a 96% ADA that drives our funding. There was a dip in the prior year. But over the years it has been consistent in
our district between 94% and 96% so she feel comfortable with that projection. This drives the number of support units that
are generated. She is anticipating an increase of about 30 support units. A support unity is typically a teacher in a
classroom. We will have about 565 teachers that is an increase of about 20 instructional staff. This is based on our
projections right now. But, we don’t know how many students will show up until the doors open in September. If more
students show up, we will have to hire more staff. We actually will qualify for 41 administrative staff with these numbers but
we will have 35 and will be funded for 41. The excess funds are used for purchasing additional teachers and to support the
salary schedules. We pay more than the state reimburses us. We pay about 7% more than the state pays us. We need to
do that to be competitive in the market. To recruit highly qualified teachers to our district. All of those funds go toward other
operations and not to pay our administrators higher salaries.
The summary shows a $4 million increase from the state and that will increase the base on the salary schedule by 1%. That
also includes the leadership premiums of $600,000. The state has also increase our operational funding by $2400 per
support unit. That equates to almost $2 million for us. We are very encouraged with the way things are looking. There are
some increasing expenses that you will see. There is increasing costs of medical coverage of 4.5% that we will absorb for
our employees. Three percent (3%) is due to fees with regard to health care reform. So as healthcare reform is
implemented those fees will increase as time goes on. So, in the last two years, that equates to a million dollar increase to
our district for our health care costs. That is a total for all employees who qualify. Right now the full amount is covered. We
don’t currently prorate and Mrs. Burton isn’t sure how long we will be able to continue that practice. You will see that the
salary and benefits has been increased over the prior year because of 1% increase for certified and classified employees.
We will honor any step or lane movements this year. These are all factored in to this budget. We will also be paying out a
onetime differential pay. We received the monies this year but that will be awarded this fall in the 2014-2015 budget
because we won’t have the results back from our testing this spring until later this month. That is almost $1 million in
onetime salary and benefits. She is anticipating that the levy rate will remain the same. She is projecting a 3% ending fund
balance in June of 2015.
Chairperson Winchester then asked if there were any questions from the Board for Mrs. Burton regarding the proposed
Budget. Hearing none, she thanked Mrs. Burton for taking time to explain the budget to individual Board members.
Chairperson Winchester then opened the meeting for the Budget Hearing and invited any in attendance who wished to
speak regarding the proposed 2014 – 2015 budget to come forward and state their name and address for the record.
Mrs. French appreciates what Mrs. Burton has done and wanted to express that the 1% increase will be affective for our
new teachers as well.
Chairperson Winchester asked if there were others wishing to speak regarding the proposed Budget. Hearing none, she
then asked for a motion regarding the proposed 2014 -2015 Budget.

Mrs. Burton thanked the board and stated that this isn’t just her budget. A lot of administrators took part in setting the
budget. We spend it judiciously and take our roles very seriously. She thanked the leadership team for making the
decisions. They meet every Monday and make decisions on how the funding should be spent the best way for our students.
There are opposing ideas, but we walk out as a united front.
E. Recommended Leadership Premiums 2014 -2015 - Marjean McConnell
Chairperson Winchester asked Mrs. McConnell to present information regarding the recommended Leadership Premiums
for 2014 – 2014. Mrs. McConnell stated that the State gave the District $600,000 for Leadership Premiums. We backed out
the benefits portion of that and that left about $475,000 to spend on teacher Leadership Premiums. We looked at those who
have done things for years with no stipend. We asked the BEA to look at it and would like to recommend premiums as listed
on the request. If everyone in the District only qualified for one position, 89% would have the ability to get a leadership
premium. Many will receive more than one. There is a maximum of $5500 that one can receive. We have spread it out so
many can have the opportunity to get those leadership premiums. This will be part of a new policy that she will talk about
later. It outlines Idaho Code and allows us to form a committee to make recommendations to the Board. As we go down the
road with leadership premiums, it is part of tiered licensure. If the money doesn’t flow from the State, Leadership Premiums
will stop. These will be placed on a supplemental contract and will be year to year.
Mr. McBride clarified that they will max at $5500 individuals will get at least $850. Mrs. McConnell stated that they had
talked about those teachers who teach over the IEN. They could have 64 students in a class. We talked about ways to
incentivize teachers who are doing that. Because the minimum has to be $850, and some teach one section and some
teach four, we weren’t able to include them in leadership premiums but probably need to continue to discuss how we can
include them in the future. We have great teachers and in their own way provided leadership. There isn’t enough money to
compensate them for everything. But, we tried to get ongoing positions on the list and include as many as possible. So that
teachers would have lots of opportunities to earn those premiums. Mrs. Landers stated that these a great incentives.
Teaching is the most important job but in terms of leadership collegiality these leadership positions help us sail. They spend
a lot of time. The RTI and PLC leadership teams spend a lot of time and help us work well and run smoothly. Mr. Mcbride
wondered if new teachers are able to receive this premium. They are. Mrs. Landers thinks it is honorable that teachers
have been doing these things for a long time without additional pay. Chairperson Winchester wondered when they will
receive these premiums. It will probably be paid a little bit monthly so it won’t affect their income taxes. Mrs. McConnell
stated that we appreciate money and it would be a good thing to thank the legislators for in the fall when we meet with them.
Chairperson Winchester then asked if there were any other questions or comments from the Board for Mrs. McConnell
regarding the proposed Leadership Premiums.

Chairperson Winchester asked Mrs. McConnell to present the proposed policies for 30-day review to the Board.
Mrs. McConnell stated that policy 5635 Notification of New District Level Positions was requested by the Board and is a new
policy that requires notification to the Board prior to posting new District level positions. Policy 2365 Testing and
Assessment is an existing policy that has been updated for purposes of assessment to add language stating that the District
will comply with all requirements for state-mandated testing and assessment. It also adds reference to IDAPA rule
08.02.03.111.04 requiring students enrolled in the District to participate in state mandated testing as well as language
requiring students to participate in District-level and building-level testing because we use that to evaluate programs and
student progress. Language regarding special education student’s participation has been changed to reflect current state
mandated practice. She asked to put those out for 30-day review. Any comment we get will be forwarded to the Board.
Chairperson Winchester then asked if there are any questions from the Board regarding the policies presented. Hearing
none, she then asked for a motion with regard to moving the proposed policies to 30-day review.

Chairperson Winchester asked Mrs. McConnell to present the proposed policies, procedures, and form for Initial
Consideration to the Board.
Mrs. McConnell stated that the Open Enrollment Application Procedures and Application form are an existing procedure and
form that accompany policy 3010 Open Enrollment they have been updated to require requests to go through Special
services for approval if a transfer student needs such services to make sure there are enough staff and resources to assist
students with special needs. They have been updated to reflect current practice. Reporting Abuse, Abandonment, or
Neglect is an existing policy that has been updated pursuant to ISBA Update Service and adds definitions and reflects
changes in legal references. Relationship Abuse Prevention and Response policy and procedures is new and required by
the state Board of Education and suggested by the ISBA Update Service. Leadership Premiums is a new policy suggested
by the ISBA Policy Update Service and reflects statutory requirements with regard to distribution of Leadership Premiums in
the District. The policy establishes a Leadership Premium Committee to review job description, premium award amounts,
and new leadership requests. The committee will make recommendations to the Board but the Board has the exclusive right
to make decisions regarding leadership premiums.
