Chairman McBride asked if any Board Member would like to remove any items from the Consent Calendar to the regular
agenda. He then asked if any Board Member had any questions with regard to the Consent Calendar.

XIII, Student Recoanition
Chairman McBride invited Technical Careers High School Principal Craig Miller to introduce the TCHS students and to
recognize them for their recent accomplishments. Mr. Miller expressed his appreciation to the District Administration and
to the School Board to their support of the Technical Careers program and supporting the students who prepare for
competitions. These students represent all the Bonneville Joint School District 93 high schools.
A. Technical Careers High School National Association of Home Builders National Conference
Mr. Miller introduced TCHS Residential Construction teacher Mark Hillyard, Mr. Hillyard stated this was the first year
TCHS students participated in the Home Builders National Conference held in Las Vegas, NV. Team Captain, student
Dallin Belnap said this experience taught his team what construction was really about and has inspired him to further his
education in a technical career, Chairman McBride expressed his appreciation to Principal Craig Miller for his dedicated
service to Technical Careers High School. The Board congratulated the students for their accomplishments and
presented each student with a certificate,

B. Technical Careers High School BYU-I Welding Competition
Mr. Miller introduced TCHS Welding Instructor Brad Huntsman. Mr. Huntsman recognized his hard working students who
attended the BYU-1 Welding Competition this year. The five welding students who were recognized gave each member of
the Board a metal silhouette wall hanging that the students had made in class, The Board congratulated the students for
their accomplishments and presented each student with a certificate.

C. Technical Careers High School Skills USA Competition
Mr. Miller introduced TCHS Auto Body and Collison teacher Brad Herbst, Mr. Herbst stated that the students have been
working hard on preparing for the Skills USA Competition by working before and after regular school hours. The
competition was held in Boise, ID. Alex Perkes, a Junior student, earned a Gold Medal award in Automotive Refinishing
and will attend the Skills USA National Competition this summer in Louisville, KY. Alex likes to be involved the
competitions and in improving his skills. The Board congratulated the students for their accomplishments and presented
each student with a certificate.

Chairman McBride invited Bonneville High School Principal Heath Jackson to recognize Coach Zairrick Wadsworth and

his State wrestling champs. This is the second consecutive year Coach Wadsworth has earned Idaho 5A Wrestling
Coach of the Year award. Coach Wadsworth expressed his appreciation for the Board's support for the athletic programs
for Bonneville Joint School District 93, Coach Wadsworth expressed it is the students and their hard work that make this
program successful. The Board congratulated Coach Wadsworth and the athletes for their accomplishments and
presented each with a certificate.

A. Christine Baird, Discovery Autism Aide — Discovery teacher Tracy Keeley
Chairman McBride invited Discovery Elementary teacher Tracy Keeley to recognize Christine Baird as Classified
Employee of the Year. Ms. Keeley is an autism teacher at Discovery Elementary. Ms. Baird is a paraprofessional in her
classroom. Ms. Keeley enthusiastically described Ms. Baird as caring, thoughtful, kind, and amazing with her students
and that she is currently working on her Special Education degree. Ms. Baird shared how much she enjoys working with
these challenging students and wonderful staff. She also mentioned it was Autism Awareness Month. Chairman McBride
congratulated Ms. Baird for her dedication to Bonneville Joint School District 93 and presented her with a plaque of
appreciation.
B. Joe Landon, Rockv Mountain Middle School Custodian - Principal Jason Lords
Chairman McBride invited Rocky Mountain Middle School Principal Jason Lords to recognize Joe Landon as Classified
Employee of the Year. Mr. Lords was excited to recognize Joe Landon, RMMS Head Custodian for over 16 years. Mr.
Lords stated that Joe will do whatever asked of him. He has a great passion for this job and for the students at Rocky
Mountain Middle School. Mr. Landon recognized his crew and their hard work. Currently he and his crew of six maintain
13 buildings on the campus. Chairman McBride acknowledged Mr. Landon and his crew with his appreciation for a job
well done. Whenever Chairman McBride has been in Rocky Mountain Middle school, he has found it clean and well kept.
Chairman McBride congratulated Mr. Landon for his dedication to Bonneville Joint School District 93 and presented him
with a plaque of appreciation.
XV. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetinas Public Input shall be held to a
maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron
to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those
speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the
meeting, but may direct the Superintendent to consider such an item at a subsequent meeting.
There was not any Public Input at this meeting.
XVI. New Business
A. Sandcreek Middle School Principal - Dr. Charles Shackett
Chairman McBride invited Dr. Shackett to present the new principal for Sandcreek Middle School. Dr. Shackett
recommended Dr. Yvonne Thurber as the new principal for the middle school. She has 18 years experience in public
school education as a teacher, elementary principal, high school assistant principal and the opening Principal of Rigby
High School. He stated that she was perfect for Sandcreek's students, teachers, parents, and community. Dr. Thurber
will be an incredibly strong addition to our administrative team and to our District.
Chairman McBride asked for a motion to accept this recommendation.
MOTION: Paul Jenkins made the motion to accept the recommendation for Dr. Yvonne Thurber as the new principal for
Sandcreek Middle School. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions, Motion was
carried.
Chairman McBride welcomed Dr. Thurber to District 93 and asked her to say a few words. She thanked the Board for this
opportunity and expressed her excitement for this new experience and is looking forward to working with the District
administration and Sandcreek Middle School staff.
B. Athletic Participation: Pav-to-Play - April Burton
Chairman McBride invited April Burton to discuss Athletic Participation Pay -to -Play. Mrs. Burton reviewed the history of
athletic participation fees. Due to the state budget cuts in 2010, the money reimbursed for District transportation for any
activity miles was eliminated. The state reimbursements available to the District now is a percentage of costs for home -
to -school miles only. With this budget cut, the District had to eliminate field trips and limit distances for athletic games.
Therefore, this cut created the need to raise the athletic participation fee per athlete from $30 to $125. The Board
approved the current pay -to -play fee at $100 per athlete. However, the schools did not receive any additional funds; $70
goes to the District to off -set the transportation costs for athletic and extra and co -curricular activities, and $30 stays at the
schools. A pay -to -play pass for the athlete parents would impact the school, not the District. Mrs. Burton introduced
Principal Doug McLaren and Athletic Director Barney Gardner from Hillcrest HS and Principal Heath Jackson and Athletic
Director Dale Gardner from Bonneville HS to explain their athletic programs and practices. Mr. Jackson stated the BHS
has a season pass available for spectators to purchase for $60. These passes are non -transferable and can be used for
home games only, but not District or State tournaments. Or spectators can purchase a punch card offering $2 off the
adult ticket price. Information about the season pass and the punch cards is available in the student's registration packet
and for purchase at the games. The high schools do not set the ticket prices; currently, the High Country Conference
ticket entrance fees are $6 for adults, $5 for students, and $4 for elementary students. Students with an activity pass can
get in free for home games only. All District employees and a guest also get in free to any home game with their District
badge. These ticket sales help cover game expenses, including game management, referees, equipment, uniforms,
travel, etc. District helps to cover transportation costs and coach stipends, The money available to the school comes form
$30 of the pay -to -play fee and a percentage from the sale of the athletic passes. The schools would lose revenue if
passes were offered to parents with students in our athletic programs, Mrs. Burton stated that with the District involved in
5A league play, there will be an increase in transportation costs due to farther distance travel, Currently the District does
not have enough busses for home -to -school use and activity use, thus the District pays out $100K yearly to charter bus
companies to transport our athletes to distant games, Chairman McBride thanked the Athletic Directors and Principals for
their hard work to coordinate all the aspects of a game and to provide a safe competitive environment.
C. Bonneville Online Schools K-12 - Corey Telford, Shelley Andrus
Chairman McBride invited Corey Telford and Shelley Andrus to present information on Bonneville Online Schools (BOS).
For the upcoming school year, Mr. Telford will be the Bonneville Online High School Principal and Advance Opportunity
Coordinator and Mrs. Andrus will be Bonneville Online High School Assistant Principal and Bonneville Online Schools
Principal K-8. Mrs. Andrus shared a video clip of an online student "Scottie" who will be graduating this year. You can
view the video clip on District 93 Facebook page: httos://www.facebook.com/bisd93 . This video shares the vision of BOS
and how it is changing lives. The curriculum currently used is K-12 Curriculum with the Calvert Curriculum, the oldest
name in homeschool curriculum, to be added this next year for K-8; the Grad Point Platform is for 9-12 students,
Recently, BOS received one of two Innovation National Award given by K-12 Curriculum. Our program focuses on
building relationships with our students and their families through Thursday activities. Parents enjoy the flexibility of the
online schedule, the K-12 curriculum, the teachers and staff. Currently, there are four full-time teachers for BOS.
Students can attend online schools from K-12 or take additional online courses to supplement their school schedules.
BOS is the best of both worlds —public school at home! Mr. Telford expressed his excitement for this new opportunity
working with the BOS programs and advance opportunities. He is looking forward to building up the program that will
offer students alternative and advanced academic choices, such as 8-6 program, dual credit, and Advanced Placement
(AP), where students will be able to graduate with college credits or receive an associate's degree while in high school or
to graduate early, and to create pathways for students to attend college. Recently, the district has secured 6-8 classrooms
and a science room at EITC to teach dual credit classes. We are also working with teachers to have them certified to
teach dual credit classes. Course catalogues for both middle and high school levels explain advance opportunities for
students.
D. Construction Bid Recommendations — April Burton
Chairman McBride invited April Burton to present bid recommendations from Shook Construction for the Stair
Replacement at Bonneville HS. This is the exterior fire exit on the north side of the building. The lowest bid was
$121,415 from Shook Construction.
Chairman McBride asked if there are any questions for April Burton. Hearing none, he asked for a motion to accept this
bid.
MOTION: Greg Calder made the motion accept the bid from Shook Construction for the Stair Replacement at Bonneville
HS. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.
Chairman McBride invited April Burton to present bid recommendations from HK Construction for the New Parking Area
for Bus Drivers. Two bids were received, with the lowest bid of $49,731 from HK Construction. This lot will create more
parking space.
Chairman McBride asked if there are any questions for April Burton. Hearing none, he asked for a motion to accept this
bid.
MOTION: Amy Landers made the motion accept the bid from HK Construction for the New Parking Area for Bus Drivers.
Paul Jenkins seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.
Chairman McBride invited April Burton to present bid recommendations from Barry Hayes Construction for the Locker
Room Renovation for Bonneville High School. Four bids were received with the lowest bid at $228,676 from Barry Hayes
Construction. This is the second time bids were considered for this project; the first bids were all above budget. Some of
the work will be done by the District.
Chairman McBride asked if there are any questions for April Burton. Hearing none, he asked for a motion to accept this
bid.
MOTION: Amy Landers made the motion accept the bid from Barry Hayes Construction for the Locker Room Renovation
for Bonneville High School, Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion
was carried.
Chairman McBride recessed the meeting for a short break at 8:36 p.m. with the meeting reconvening at 8:44 p.m.
E. Proposed Policv for 30-dav Review (first reading) - Marjean McConnell
Chairman McBride invited Marjean McConnell to present policies for 30 -day review. Summer sports camps will be
required to submit travel requests and will be considered a school sponsored activity. Ms. McConnell requested to move
policy 5130 from initial consideration to 30 day review. This will be helpful for the transportation evaluations for bus
drivers,
Chairman McBride asked if there are any questions for Ms. McConnell. Hearing none, he then asked for a motion to post
the listed polices for 30 -day review.
MOTION: Greg Calder made the motion to post the policies 2150, 2557 and 8230, 3105 and 5232, 3360, 5130, and
5140P for 30 -day review, Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was

Chairman McBride invited Ms. McConnell to present policies for deletion. Ms. McConnell stated these are outdated forms
and are no longer used.

approve these policy forms for deletion.
MOTION: Paul Jenkins made the motion to approve the policy forms 5130F3 and 5140F3 for deletion. Amy Landers

A, Proposed Policv for Final Adoption (second reading) - Marjean McConnell
Chairman McBride invited Ms. McConnell to present policies for Final Adoption, Ms. McConnell stated that these policies
have been out on 30 -day review and have not received any questions regarding them and asked the Board to move them
to Final Adoption.
Chairman McBride asked if there are any questions for Ms. McConnell. Hearing none, he then asked for a motion to move
these policies to Final Adoption,

XVIII. Committee. Curriculum, and Administrative Reports
A. Hiah School Construction Update - Brad McKinsey, Owner's Representative
Chairman McBride invited Brad McKinsey, Owner's Representative, to give the High School Project Construction update.
Mr. McKinsey stated that the preliminary plat plan was approved by the Bonneville County Commissioners March 2016.
The planning and zoning affects the neighborhoods and we are grateful for the community's continued support. The
District is responsible for the minimal County requirements. The next step with the plat plan will be to set the water and
sewer lines; they will branch out from one main location for current and future building projects. For fire protection, we
need to tie into the water system at two points. We are working with Falls Water and Iona Bonneville Sewer District for
information on flows and capacities. The final plat plan is on schedule to be filed with Bonneville County at end of May
2016. Neighbors in the area are interested in purchasing the adjacent lots. The location of the Seminary building is still in
question; however it will need to be decided on before the water line is placed. Currently, Headwaters Construction, the
CM/GC for the HS project, is helping with the final design development and estimates for the site plan. Hummel and
Karst architects will present the final design development at a work session on Wednesday, May 25, 2016; this will
include 3-D renderings, color selection, constructional systems, and estimated cost. Once the design is finalized, the
construction plans will follow and bid packages created. Our hope is to accomplish all we can this summer before the frost
arrives.
B. Report on the State of the District - Director of Curriculum & Instruction Michaelena Hix, Math Specialists Jill Scott &
Rodd Rapp
Chairman McBride invited Michaelena Hix to introduce the State of the District. Mrs. Hix explained the District's
Singapore Math program (aka Math in Focus) is being taught in all the District's schools, The District's Math Specialists,
Jill Scott & Rodd Rapp, have provided professional development by modeling different teaching strategies and help with
the curriculum for the classroom teachers during PLC time and in the classroom. They both act as teacher mentors and
offer needed support with their Math Champion training and common formative assessments. Ms. Scott and Mr. Rapp
have also created online webinars tools to help parents help their students with math questions at home, They have
created a parent portal where parents can find video tutorials to help them understand the Singapore Math curriculum
their students are being taught at school. The Introductory video explains the three pillars and basic skills of Singapore
Math, All grade levels have at least one video with more to come. Starting next year, 7th graders will also be learning
Singapore Math.
C. Proposed Policv for Initial Consideration - Marjean McConnell
Chairman McBride invited Ms. McConnell to present policy for initial consideration. Ms. McConnell explained that policy
1320 has been updated to the ISBA recommendations and policy 3050 has been updated to current practice. Policy 5130
was moved to 30 -day review.

Chairman McBride invited Marjean McConnell to explain verbiage revisions. Ms. McConnell informed the Board that in
these policies the word "semester" has been replaced with "grading period". These updates are in preparation to moving
