Chairman Brian McBride called the meeting to order at 7:01 p.m.

Chairman McBride reminded those who wished to speak during Public Input to sign in, chose one spokesperson, and give any
written materials to the Board Clerk.
VI. Amend/Approve the Agenda
Chairman McBride read the motion and order to amend the agenda. He then asked for a motion with regard to the request to
amend the agenda.
MOTION: Paul Jenkins made the motion to amend the Agenda as read. Amy Landers seconded. The vote was 4 in favor with 0
opposed and 0 abstentions, Motion was carried.
Chairman McBride then asked for a motion to approve the agenda as amended.
MOTION: Jeff Bird made the motion to approve the Agenda as amended. Amy Landers seconded. The vote was 4 in favor with 0

VII. Consent Calendar
Chairman McBride asked if any Board Member would like to remove any items from the Consent Calendar to the regular agenda.
He then asked if any Board Member had any questions with regard to the Consent Calendar.
Hearing none, he then asked for a motion to approve the Consent Calendar.

IX. Public Input Pursuant to Board Policy #1550 Public Particination in Board Meetinos Public Input shall be held to a maximum of 1
hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of
interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments
should be limited to three (3) minutes.. The Board will take no action relative to any items during the meeting, but may direct the
Superintendent to consider such an item at a subsequent meeting. There was not any public input at this meeting.

A. Proposed Policv for 30-dav Review (first readina) - Marjean McConnell
Chairman McBride invited Marjean McConnell to present policies for 30 -day review. Ms. McConnell explained the District is
preparing for the start of the next school year and moving to the trimester schedule.
MOTION: Jeff Bird made the motion to post the policies 1320 and 3050 with procedures and forms presented for 30 -day review.
Amy Landers seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion was carried.

B. Leadership Premium Plan — Marjean McConnell
Chairman McBride invited Marjean McConnell to present Leadership Premium Plan. Leadership Premium positions are funded by

the state up to $5,000 and are on a year-to-year contract. The District Leadership Premium Committee has proposed a few
changes for the 2016-2017 school year: shifting of responsibilities, adding at -large leadership position at each school, and
increasing supplemental contract wages, etc, Leadership Premiums allow many additional positions already held by faculty to be
compensated.
MOTION: Paul Jenkins made the motion to approve the Leadership Premium Plan. Jeff Bird seconded. The vote was 4 in favor
with 0 opposed and 0 abstentions. Motion was carried.
XI. Old Business
A. Proposed Policv for Final Adoption (second readina) - Marjean McConnell
Chairman McBride invited Ms. McConnell to present policies for Final Adoption. Ms. McConnell stated that these policies have
been out on 30 -day review and have not received any questions regarding them and asked the Board to move them to Final
Adoption. Policy 2557 states the District will not assume any responsibility or liability, financial or otherwise, for District students
or employees while they are participating in unsponsored activities or trips. Summer camps/trips for athletic teams will need to be
approved by the Board. Copyright Compliance policy does not pertain to the use of the Hillcrest or Bonneville names.

XII. Committee, Curriculum, and Administrative Reports
A. Hiah School Construction Report — John Pymm
Chairman McBride invited John Pymm to give the High School Project Construction update. Mr. Pymm stated the architects,
engineers, and CM/GC are working together in the final design stages of the project. The target ground -breaking is still set for
June 2016, the steel and concrete by July, with bids going out to the subcontractors by August/September.
A. Report on the State of the District - John Pymm, Director of Safe Schools
Chairman McBride invited John Pymm to present on School Safety. Mr. Pymm related the incident of a missing preschool student
on April 19, 2016. Proposed procedure changes include installing an alarm system in each bus to be operated only by the bus
driver; contacting all parents of any District student regarding every absence at every level; initiating an automated call to parents
for kindergarten and preschool students; increase emergency training of school administration; improve supervision of bus zones
and communication between parents, staff, and bus drivers; and to put in place a color -coded threat assessment alert system
with varying levels of safety in order to standardize district response to a missing student.
XIII. Call for Aaenda Items for Upcomina Meetinas
Chairman McBride asked if there are any agenda items to be added for upcoming meetings. Add Executive Session for May 19,
2016 at 5,30 p.m. in the District Office. Possible summer retreat days are July 7th & 8th, 2016.

is not owned by a public agency. The Executive Session will be closed to the public as permitted by law.

• The following premiums will remain unchanged for FY17:
■ $5,000 hard -to -fill premiums for school psychologists
o The following premiums will be eliminated for FY17:
■ Resolutions Committee representative
• Shift to a member of the school leadership team
■ Elementary school assessment champion
• Shift responsibility to ELA / math champions in elementary schools
■ Secondary school elective champion
■ Idaho Core coach
■ Mentor coordinator
• The following premiums will be changed for FY17:
■ Increase premiums from $850 to $900 for RTI, Champions, State Testing,
Focus Team, Senior Project, Mentors, SpEd leadership, and 504
■ Increase premiums from $1050 to $1100 for Tech Mentors
■ Increase premiums from $1470 to $1500 for PLC Team, Team Leaders,
and Department Chairs
■ Mentor premiums
• New teachers will be assigned mentors for their first two years in
the profession;
• Principals may request mentors for teachers who are new to the
district for one year;
• Mentors premiums will be paid on the following ratios:
0 2 mentees / mentor = $900
0 3 mentees / mentor = $1350
o The following premiums will be added for FY17:
■ $900 at -large leadership position at each school
■ $900 leadership premiums for District Crisis Team (4 total)
• This plan will be presented to the School Board for approval on Wednesday, May 11th.
