I. Call to Order
Chairperson Winchester called the meeting to order at 7:00 p.m.
II. Roll Call
Those Board members in attendance were Chairperson Annette Winchester, Vice-chairperson Kip Nelson Treasurer Amy Landers, Trustee Brian McBride, and Trustee Jeff

III. Welcoming of Delegates and Visitors
Chairperson Winchester reminded those wishing to speak during public input to sign the Request to Participate Roster in the back of the room. She welcomed the following:

Chairperson Winchester asked for a Motion to approve the agenda.
MOTION: Jeff Bird made the motion to approve the Agenda. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.

Chairperson Winchester asked if any Board member would like to remove any item from the Consent Calendar to the regular agenda. Hearing none, she then asked if there
were any questions from the Board with regard to the Consent Calendar. Chairperson Winchester then asked if there would be a motion with regard to the Consent Calendar.
MOTION: Brian McBride made the motion to approve the Consent Calendar. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was
carried.
VI. Motions from Executive Session
Chairperson Winchester asked if there would be any motions from executive session.
MOTION: Amy Landers made the motion to not move forward at this time with the Marketing and Event Coordinator Position. Brian McBride seconded. The vote was 4 in
favor with 1 opposed and 0 abstentions. Motion was carried. Trustee Jeff Bird opposed because he did not want to scrap the idea all together. He would like to revisit the
compensation package.
VII. Public Input
Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board
Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of
those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to
consider such an item at a subsequent meeting.
Chairperson Winchester asked John Pymm to come forward for public input.
Mr. Pymm stated that on Friday and Saturday this week, tests of equipment to respond to school shootings will be conducted at Sandcreek pursuant to an agreement
between the District and Ammon City There will be three scientists involved in the testing. The Bonneville Sheriff’s Department will provide a bullet trap. They will set up on
Friday. Live bullets will be fired by highly trained officers into the center of building on Saturday. If the bullets miss the target, they will hit a block wall. The equipment will tell
the caliber and trajectory of the bullet and then correspond with local law enforcement. They can respond more quickly to an incident.
Chairperson Winchester then moved the Big History Course Description agenda item from the Work Session and asked Principal Lords to address the Board. He stated that
Jamie McLing started the class at Rocky Mountain and gave information to the Board. The class started in Australia and was taught as a college level course. Anyone can
take the class online for free. Michigan University helped with this getting the class at Rocky Mountain and offered them a position as a pilot school. They get some financial
support as a pilot school. They are offering the class to 8th grade students this year. Teachers receive a small stipend and a lot of training. Rocky Mountain has been asked to
be one of seven lead schools out of over 200 schools participating. The curriculum is aligned to common core. The class requires lots of reading and writing, not just rote
memorization. The premise is that everyone is entitled their own opinion and conclusion. Students need to back up their opinions with evidence from resources with authority.
They look at things in scale and from different perspectives. It is project based and they have a history and science teacher on each team. The class is completely student
lead. They are taught reading strategies to help dissect the text. The class is not forced on the students, it is optional. They have had great feedback from parents. One
concern from parents was that they were concerned that the class wasn’t history and science because there was too much writing. The content is awesome. They are more
sold on the methods that teach life skills. They are treating the class like an honors course. Teachers can recommend kids to take the course. Seventh grade students can be
recommended. They try not to count anyone out. A parent can put their kids into the course. They hold a parent night about a week after school has started. That is a great
way to talk to kids talk about what they have learned at school. The class increases critical thinking and writing skills. They would love to have one-to-one devices to enhance
the writing experience. The class could be considered at the high school level as well.

Chairperson Winchester asked Mrs. McConnell to present the proposed policy, forms, and procedures for 30-day Review. Mrs. McConnell removed 2230 Grade
Organization, 2230P Grade Organization Procedures, and 3665 Student Data Privacy and Security from the list because state requirements will necessitate changes in these
policies and procedure. They will appear next month under first reading. Under 2700 High School Graduation Requirements, the requirement to be proficient or advanced on
the ISAT language will remain. The name of the test will not change even though it is the SBAC test. The reason is that there is so many references to ISAT in Idaho Code
and State Board Rule that it would be difficult to make those changes. She asked that the remaining documents be moved to 30-day review.
Chairperson Winchester then asked if there are any questions from the Board for Mrs. McConnell regarding the documents presented for 30-day Review, hearing none, she
asked if there would be a motion with regard to moving the proposed policies to 30-day review
MOTION: Jeff Bird made the motion to approve the policies, procedures, and form for 30-day review and to place them online for such review. Kip Nelson seconded. The
vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried.

Chairperson Winchester asked Mrs. McConnell to present the proposed policy for final adoption. Mrs. McConnell asked the Board to approve these for final adoption. They
have been posted for 30-day review and she has not received any comment with regard to the policies, procedures, and form.
Chairperson Winchester then asked if there are any questions from the Board for Mrs. McConnell regarding the policies presented for final adoption Hearing none, she asked
for a motion regarding the proposed policies for final adoption.
MOTION: Brian McBride made the motion to approve the proposed policies for final adoption and to be placed in the online policy manual. Jeff Bird seconded. The vote was
5 in favor with 0 opposed and 0 abstentions. Motion was carried.
B. Proposed Policy to Remove from Suspension - Marjean McConnell

Mrs. McConnell presented the policy to remove from Suspension. It has been suspended but has been revised and will be presented for initial consideration. It needs to be
unsuspended so we have a policy to work from while the revisions are put in place. Chairperson Winchester then asked if there are any questions from the Board for Mrs.
McConnell regarding the policy presented.
Chairperson Winchester then asked for a motion to remove policy 3250, 4285, and 5365 Materials Distribution from Suspension for the reasons stated.
MOTION: Brian McBride made the motion to remove the policy presented from suspension for the reasons stated. Jeff Bird seconded. The vote was 5 in favor with 0
opposed and 0 abstentions. Motion was carried.
X. Committee, Curriculum, and Administrative Reports
A. Proposed Policy for Initial Consideration - Marjean McConnell

Chairperson Winchester asked Mrs. McConnell to present policy for initial consideration. We won’t allow students in school without immunization records this year because of
the outbreak of whooping cough. Parents can take students to a doctor or health clinic to receive the required immunizations. The Health Department will sometimes come to
the middle schools to allow kids to get required seventh grade immunizations when they register.
Chairperson Winchester then asked if there were any questions from the Board for Mrs. McConnell regarding the policy presented for initial consideration. Hearing none she
moved on to the Summer School presentation.
B. Summer School - Clarice Miller
Chairperson Winchester asked Mrs. Miller to present information regarding summer school. Mrs. Miller has done this for seven years. They made some changes this year
that worked well. Any student who was in the bottom 25% were invited to attend. They had 200 show up to register from the 800 invitations sent out. They had 180 came to
summer school. They also invited pre-kindergarten students that scored below 25% on the kindergarten screener. There were 30 of those students participating. Those
students grew to love kindergarten and there was a huge growth. One mom would stay so she could work with the kids at home. This year, they bused all the students and
used Title funds to pay for it. That made the numbers of participants go up. The students had breakfast and lunch as well. The partnership with BYU-I really helped. They got
free help so they could bus the students. The college kids were excited to have their own class and were very enthusiastic. There were two certified teachers, practicum
students, and BYU-I supervisors during the entire time. They offered Art and PE every other day for the first time this year. It was a positive experience for the students and
parents. Mrs. Miller is hoping to double the number of students next year. The program will help our kids and the students at BYU-I.
Chairperson Winchester asked if there were any questions from the Board for Mrs. Miller regarding Summer School, hearing none she then asked if any Board member
would like to add any agenda items to any upcoming meeting and reminded Board Members of the Opening Administrative Meeting on Friday.
