HomeMy WebLinkAboutEITC MOU 2016-2018Memorandum of Understanding Between Eastern Idaho Technical College and Bonneville Joint School District 93 Purpose The purpose of this Memorandum of Understanding (MOU) is to provide the framework between Eastern Idaho Technical College and the Bonneville Joint School District 93 for facility use on the EITC campus. Agreement Timeline This MOU covers the time period between August 1, 2016 to June 15, 2018, upon which time the MOU will be reviewed and modified as needed. One -year advance notification is required for either party to terminate this -agreement. Background SD93 and EITC are both interested in being educational 'partners to help provide opportunities for students to achieve higher education courses while in Wgh school, as well as making it easier for students to transition to higher educational institutions after high school. SD93 is faced with overcrowding because of enrollment growth within the District 93 service area. EITC has some classroom space that could be utilized to help alleviate the overcrowding with this partnership and provide designated space for classes taught on the EITC campus. EITC's campus is located in a convenient location for students from both SD93 high schools to attend these classes with minimal travel requirements. Request, Review and Reporting A formal request for classrooms, office, and work space will be provided to EITC 90 days before the beginning of the scheduled courses to provide enough planning for usage of the designated space. For safety purposes a list of students and teachers for each scheduled room and class period will be provided to EITC administration and security offices. SD93 will request rooms through the EITC scheduling process and rooms will be identified for exclusive day use. A report of the scheduled classes will be provided to the EITC business office and invoices will be sent to the SD93 district offices. An annual review of the facility usage and this agreement will be held between SD93 and EITC. SD93 and EITC will meet prior to the beginning of each semester as required to discuss scheduling of the facility at times mutually beneficial to both institutions. In the event of scheduling conflicts, the SD93 Business Manager and EITC Vice President of Finance and Administration will meet to resolve the conflict. Funding This MOU is not a commitment of funds. It is an agreement to provide space for educational use and to assure that costs for facility usage are met. This agreement provides SD93 with discounted costs as a preferred education partner. For details regarding cost structure for this MOU see attachment A. While usage will determine actual cost, this attachment contains the estimated cost for the use of the EITC Facilities. Duration This MOU is at -will and may be modified by mutual consent of authorized officials from District 93 and EITC. This MOU shall become effective upon signature by the authorized officials from the District 93 and EITC and will remain in effect until modified or terminated by any one of the partners by mutual consent. In the absence of mutual agreement by the authorized officials from District 93 and EITC this MOU shall end on June 15, 2018. Access Students, faculty and staff of SD93 will be given full access to the space agreed upon with the understanding that EITC is a College and it has a College environment that may not be the same as a secondary school environment. For classrooms, exclusive day use includes full access to these spaces typically from lam to 6pm. Classroom spaces may be used in the evening or on weekends as needed by EITC. Maintenance EITC will be responsible for normal facility maintenance and custodial services. However, each institution will be responsible for any incidental maintenance and repair of the facilities and equipment. Both institutions will investigate any malicious damage and take appropriate action. EITC will provide Wi -Fi access for each SD93 provided teacher and classroom device (MAC Addressed). Personal devices are not included in this agreement. Faculty, staff and students all agree to abide by EITC polices regarding Wi -Fi usage and will complete and sign an EITC Wi -Fi user agreement. Consumables EITC and SD93 will provide their own consumable materials and supplies for classes. EITC will provide space for a cabinet to control access to consumables when not in use and a checklist of the consumables should be maintained within the cabinet. Each institution will help to ensure that consumables are used appropriately. EITC will provide copier access and a copy code to SD93 for use at EITC. SD93 will be billed for copies based on actual usage at the Western States Contracting Alliance (WSCA) rate. Classroom Safety and Cleanliness A safety briefing will be provided and documented by the class instructor to all the students and any visitors at the start of the class semester. Each institution will be responsible for designing their safety training based on their institutional needs. However EITCs Emergency Operations Plan and Safety Policy will guide facility use requirements. EITC will provide 24 hours a day, 7 days a week security services. SD93 will provide regularly scheduled on location days from district resource officers. Students will park private vehicles only in areas designated by EITC for SD93 Parking. Other Uses The facilities will be available for certain types of other uses such as school or club meetings that are in conjunction with school activities or for teaching other courses as authorized by the respective institution. The use of the facilities for non - institutional courses or other events will not be allowed.
