DANGEROUS AND ADVERSE WEATHER GUIDANCE FOR ELEMENTARY
SCHOOLS
1. Purpose Statement
It is the policy of Bonneville Joint School District No. 93 to provide students with
outdoor recess and lunch breaks to promote physical activity, provide a break
from the classroom environment, and support student well-being and readiness
to learn.
2. Dangerous and Adverse Weather Conditions
a. School Principal Responsibilities: The school principal / designee is responsible
to determine when weather conditions present a health or safety risk to students.
i. Sub-Zero Temperatures An outside ambient temperature of zero
degrees Fahrenheit (0°F) or lower shall be considered dangerous
conditions.
1. School principals shall also consider wind-chill when determining whether
the ambient temperature creates dangerous conditions.
ii. Air Quality. An Air Quality Index (AQI) that exceeds 150 shall be considered
dangerous conditions.
1. The school principal/designee shall use Idaho Department of
Environmental Quality air quality measurements to determine whether
outdoor activities should be limited.
2. When the AQI is 101–150, schools should reduce prolonged outdoor
exertion and monitor sensitive students.
iii. Other Weather Conditions: School principals may also consider high winds,
snow, rain, and other adverse weather circumstances in determining
whether dangerous conditions exist that should require students to remain
indoors.
b. Parental Responsibilities: Parents / guardians are responsible to ensure that
students are prepared and properly dressed for adverse weather conditions,
including rain, snow, and sub-freezing temperatures (i.e. heavy coat, hat,
boots, gloves or mittens, etc.)
i. Parents who pick their children up in the parent pick-up loops should plan to

arrive before school is dismissed.
c. Student Responsibility: Students are expected to dress appropriately and board
school buses, join the parent pick up line, or walk home immediately following
dismissal, unless retained by a principal or teacher for an educational purpose.
i. School buses are scheduled to arrive before school is dismissed.
3. Response to Dangerous Weather Conditions
a. When the school principal / designee determines that dangerous or adverse
weather conditions exist, students will be allowed to remain indoors during lunch
and recess.
b. When adverse weather conditions exist, school buildings will open upon the
arrival of the first regularly scheduled school bus or fifteen (15) minutes prior to
the start of school. Parents should not drop off students prior to that time.
c. When the principal determines that adverse weather conditions do not create a
significant risk to the health or safety of students, students will not be permitted to
enter the school building before school, remain in the building during recess or
lunch, or stay after school unless authorized by a teacher or other employee for
extra help or other school-related purposes.
