Pledge of Alleaiance Chairman McBride invited everyone in attendance to join him in the Pledge of Allegiance. II. Prayer was offered by Brian McBride III. He also reminded those who wished to speak during Public Input to sign in, chose one spokesperson, and give any written materials to the Board Clerk. Vl. Amend/Approve the Agenda Chairman McBride read the Motion and Order to Amend the Agenda. He then asked for a motion to amend the agenda for the reasons stated. MOTION: Greg Calder made the motion to amend the Agenda as read. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. Chairman McBride then asked for a motion to approve the agenda as amended. MOTION: Jeff Bird made the motion to approve the Agenda as amended. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. VII. Consent Calendar Chairman McBride asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda. Hearing none, he asked if any Board Member had any questions with regard to the Consent Calendar. Paul Jenkins asked about Conditional Employment. Marjean McConnell stated all school employment is conditional until the Past Performance records from all previous Idaho State educational systems have been received and reviewed by the district administration. Bus Routes VIII. Public Input - Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. There was no public input at this meeting. IX. New Business A. Declaration for Hard -to -Fill Positions — Scott Woolstenhulme Chairman McBride invited Scott Woolstenhulme to present information about the Hard -to -Fill Position premiums. Mr. Woolstenhulme stated the district has a few teaching positions that have not been filled for the coming school year. If these positions are not filled could mean eliminating the programs or courses. Instructors for the Industrial -based Certification Programs, i.e., Health Occupations, Welding, Automotive Technology, etc., have specific requirements — instructors must have 8 years professional experience in the occupation or hold a Bachelor's degree with three years work experience. Professional work experience years must be gained before teacher certification is considered. Many of these professionals take huge pay cuts in order to teach in the school systems. The hard -to -fill premiums would help attract and retain these professional instructors, speech language pathologists, and school psychologists. Some funding available from the state for Leadership Premiums. MOTION: Greg Calder made the motion to approve hard -to -fill position premiums for the 2016-2017 school year. Paul Jenkins seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. X. Old Business A. Proposed Policv for Final Adoption (second reading) - Marjean McConnell Chairman McBride invited Marjean McConnell to present policy for Final Adoption. Ms. McConnell stated these policies have been up on 30 day review this past month and she has not received any feedback. She said they are ready to be added to the district's policy manual. Chairman McBride then asked for a motion to approve these policies for final adoption. MOTION: Greg Calder made the motion to approve the policies presented for final adoption. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Committee, Curriculum, and Administrative Reports A. High School Construction Report - Brad McKinsey, Owners Representative Chairman McBride invited Brad McKinsey to give the high school Construction update and expressed his appreciation for helping with the recent ground breaking ceremony. Mr. McKinsey informed the Board that a lot of dirt has been moved and the onsite gravel is being used for the building pad. After the buildup of the building pad is complete, footings will be dug. Guaranteed Maximum Price (GMP) #2 concrete package has been awarded to Bryan Landin Construction. Many inspections have been made throughout the project. Although the plans are reviewed by Division of Building Services (DBS) from Boise, building permits must be obtained through Bonneville County since inspectors are from the County; however, plumbing inspection will be performed by the state. The main water lines, sewer lines, and fire hydrants are in place. GMP #3 steel package will go out to bid next week; GMP #4 package is scheduled for late September. So far, the project has been a team effort. B. Report on the State of the District - Don Trauntvein, Energy Education Specialist Chairman McBride invited Don Trauntvein to present information on the District's Energy Program. The total savings in district since onset of energy project has been $3.8 million, showing a 32% above average savings. The district's current yearly utility bill is $1.5 million, with $1 million in electrical power alone! We can see a huge savings when everyone does their part: district staff have been asked to turn down computers and turn lights off, custodial staff are turning things off and will call if they question a machine/computers running; and the maintenance department has been installing LED lights which also save a lot of energy. All these efforts help save on the electrical costs. District 93 has earned a lot of energy awards. Other local districts also have energy programs. XII. Call for Agenda Items for Upcoming Meetinas Chairman McBride asked for any agenda items for upcoming meetings. It was suggested the Public Hearing to review the River Valley Charter School petition be scheduled before the regular meeting in September. A.
