VIII. Planning and Personnel Reports and Recommendations
VIII.A. Ammon GMP Approval and Contract (Action Item)
Cody Jackson, Director of Facilities and Maintenance, presented an updated Guaranteed
Maximum Price (GMP) of $4,755,275 for the Ammon Honors Academy remodel, an increase
of $183,650 from the previously approved amount. The increase includes additional roofing
costs, a higher contingency for unforeseen conditions, removal of the existing heating
equipment, and installation of drop ceilings in the basement hallways. Construction is
anticipated to begin in September and be completed by May 2027. Mr. Jackson requested
Board approval of the updated GMP, pending legal review of the contract.
Motion: Moved to approve the GMP from Headwaters Construction for the Ammon
Elementary Remodel as presented and authorize Board Chair Carissa Coats to approve the
contract once received pending legal counsel. This motion, made by Paul Jenkins and seconded
by Richard Hess, Passed.
VIII.B. Case #26-03
Executive Director Heath Jackson informed the Board that the investigation for case #26-03 is
still ongoing and has not been completed.
VIII.C. Employee Policies
VIII.C.1. Change Policy 5210 Reporting Abuse, Abandonment or Neglect to Proposed
Policy 5260 and Delete 5210P for Final Adoption (Action Item)
Heath Jackson, Executive Director of Planning and Personnel, presented proposed Policy
5260, formerly Policy 5210, for final adoption and recommended deleting Policy 5210P. The
updated policy aligns with Idaho law and reinforces employees’ duty to report suspected
abuse, abandonment, or neglect to law enforcement or Child Welfare Services within 24
hours. Discussion emphasized that employees may seek support from administrators,
counselors, case managers, or school resource officers, but internal consultation or
investigation does not replace the legal duty to report. The District will also provide training
and an updated form for employees to document reports.
Motion: Moved to change Policy 5210 Reporting Abuse, Abandonment or Neglect to
Proposed Policy 5260 and delete 5210P for final adoption. This motion, made by Mindy
Clayton and seconded by Paul Jenkins, Passed.
VIII.C.2. Proposed Policy 5335 Employee Use of Electronic Communication Devices for
Public Review (Action Item)
Heath Jackson, Executive Director of Planning and Personnel, presented the updated
Employee Electronic Communication Devices policy, which aligns with recent changes to
Idaho law and the Professional Code of Ethics for educators. The revisions require
technology-based communication between educators and students to occur only through
district devices or school-approved platforms and also address device management and
cybersecurity. Mr. Jackson requested that the Board place the policy on public review to
gather feedback.
Motion: Moved to approve Proposed Policy 5335 Employee Use of Electronic Devices for
public review. This motion, made by Richard Hess and seconded by Mindy Clayton, Passed.
VIII.C.3. Proposed Policy 5900 Employee Response to Student Social Transition Requests
for Public Review (Action Item)
Heath Jackson, Executive Director of Planning and Personnel, presented updates to the
Employee Response to Student Social Transition Requests policy to align with Idaho’s
parental rights law and District Policy 3281. The policy requires parental notification when a
student requests certain social-transition accommodations, such as using a different name or
pronouns, participating on an athletic team designated for the opposite sex, or using facilities
inconsistent with the student’s sex at birth. The Board also discussed how current IHSAA
rules govern participation in boys’ and girls’ athletic programs. Approval of the proposed
policy was requested.
Motion: Moved to approve Proposed Policy 5900 Employee Response to Student Social
Transition Requests for public review. This motion, made by Paul Jenkins and seconded by
Mindy Clayton, Passed.
VIII.D. School Facilities Policies
VIII.D.1. Proposed Policy 9605 Facilities Separated by Sex for Public Review (Action Item)
Heath Jackson, Executive Director of Planning and Personnel, presented proposed Policy
9605, Facilities Separated by Sex, for public review. The policy aligns with changes in Idaho
law requiring restrooms, changing facilities, and overnight accommodations to be designated
by sex, while allowing single-user facilities to be used by anyone. The Board discussed
reasonable accommodations, including single-stall restrooms, private changing areas, or
individual hotel rooms, as well as potential limitations in older buildings. The policy
emphasizes working with students and families to develop reasonable accommodation plans.
Motion: Moved to approve Proposed Policy 9605 Facilities Separated by Sex for public
review. This motion, made by Richard Hess and seconded by Paul Jenkins, Passed.
IX. Finance and Operations Reports and Recommendations
IX.A. Proposed Policy 4240 School Support Organizations for Public Review (Action Item)
Guy Wangsgard, Executive Director of Finance and Operations, presented proposed Policy
4240, School Support Organizations, for public review. The revisions are intended to
strengthen relationships between the District and parent-teacher and booster organizations by
establishing annual recognition and basic financial reporting requirements, addressing conflicts
of interest, and clarifying that support organizations may not require students to pay fees or
participate in fundraising. Any required student fees must be approved by the Board and
collected through the school, and students may not face negative consequences for choosing
not to participate in fundraising.
Motion: Moved to approve Proposed Policy 4240 School Support Organizations for public
review. This motion, made by Paul Jenkins and seconded by Richard Hess, Passed.
X. Learning and Instruction Reports and Recommendations
X.A. Student Policies
X.A.1. Proposed Policy 3050 Attendance for Final Adoption (Action Item)
Jason Lords, Executive Director of Learning and Instruction, presented Policy 3050 for final
adoption. The primary revision removes the makeup-time provision that administrators
determined was not working effectively.

Jenkins, Passed.

with IEPs and Section 504 plans. The revisions are intended to promote consistent discipline
while allowing consequences to reflect individual circumstances.

motion, made by Paul Jenkins and seconded by Mindy Clayton, Passed.
X.A.4. Proposed Policy 3500 Student Health Services and Physical Screenings and
Examinations for Public Review (Action Item)
Mr. Lords presented updates to Policy 3500 reflecting changes in Idaho law regarding
parental notification and consent for student health services and physical screenings. The
policy requires annual notice to parents and reinforces consent requirements for healthcare
services.
Motion: Move to approve Proposed Policy 3500 Student Health Services and Physical
Screenings and Examinations for public review. This motion, made by Richard Hess and
seconded by Mindy Clayton, Passed.
X.A.5. Proposed Policy 3540 Emergency Treatment "Providing Health Care" for Public
Review (Action Item)
Mr. Lords presented proposed Policy 3540, which updates requirements for providing first
aid and emergency care to students. He clarified that the revisions provide greater flexibility
for routine care while maintaining the expectation that parents be notified when a student
experiences an injury or other significant health concern.
Motion: Moved to approve Proposed Policy 3540 Emergency Treatment for public review.
This motion, made by Mindy Clayton and seconded by Richard Hess, Passed.
X.A.6. Change Policy 3580 Dangerous and Adverse Weather Guidance for Elementary
Schools to Proposed Policy 2211 for Public Review (Action Item)

quality, with students generally remaining indoors when the air-quality index reaches 151 or
higher.
Motion: Moved to change Policy 3580 Dangerous and Adverse Weather Guidance for
Elementary Schools to Proposed Policy 2211 for public review. This motion, made by
Richard Hess and seconded by Mindy Clayton, Passed.

Proposed Policy 3285 for Public Review (Action Item)

Idaho law and current ISBA guidance. The revisions provide a clearer framework for
prevention and response and include references to related District policies.
Motion: Moved to change Policy 3587 Relationship Abuse and Sexual Assault Prevention to
Proposed Policy 3285 for public review. This motion, made by Mindy Clayton and seconded
by Paul Jenkins, Passed.
X.B. Instruction Policies
X.B.1. Proposed Policy 2353 Moment of Silence for Public Review (Action Item)
Mr. Lords presented new Policy 2353 in response to recently enacted Idaho law requiring at
least 60 seconds of silence each school day, ordinarily at the beginning of the day. The
Board discussed implementation across grade levels and emphasized approaching the
requirement positively and providing staff guidance during August training.
Motion: Moved to approve Proposed Policy 2353 Moment of Silence for public review.
This motion, made by Richard Hess and seconded by Paul Jenkins, Passed.
X.B.2. Proposed Policy 2400 Provision of Special Education for Public Review (Action
Item)
Mr. Lords presented updates to Policy 2400 clarifying that the District will follow the current
Idaho Special Education Manual adopted by the State Board of Education rather than
maintaining a separate District handbook. This will allow the District to remain aligned with
state requirements as the manual is updated.
Motion: Moved to approve Proposed Policy 2400 Provision of Special Education for public
review. This motion, made by Mindy Clayton and seconded by Richard Hess, Passed.
X.B.3. Proposed Policy 2410 Special Education Handbook for Deletion for Public Review
(Action Item)
Mr. Lords recommended deleting Policy 2410 because the District will rely on the current
Idaho Special Education Manual, as established in proposed Policy 2400, rather than
maintaining a separate handbook.
Motion: Moved to delete Proposed Policy 2410 Special Education Handbook for public
review. This motion, made by Mindy Clayton and seconded by Paul Jenkins, Passed.
X.C. Universal Policies
X.C.1. Change Policy U-3570 Emergency School Closures to Proposed Policy 2210 for
Public Review (Action Item)
Mr. Lords presented proposed Policy 2210, replacing Policy U3570, to address school
closures caused by severe weather, facility failures, or other emergencies. The policy
authorizes the superintendent or designee to close schools when health or safety is threatened
and recognizes parents’ discretion in determining whether travel conditions are safe for their
children.
Motion: To change Policy U-3570 Emergency School Closures to Proposed Policy 2210 for
public review. This motion, made by Richard Hess and seconded by Paul Jenkins, Passed.
X.C.2. Proposed Policy U-4301 Bullying, Harassment and Intimidation for Public Review

public review. This motion, made by Mindy Clayton and seconded by Richard Hess, Passed.
X.C.3. Proposed Policy U-4345 Weapons at School to Replace Policies 3325, 4345, and
5247 for Public Review (Action Item)
Mr. Lords presented proposed Policy U4345, which consolidates existing weapons
provisions for students, employees, transportation, visitors, and other individuals into one
universal policy. It will replace Policies 3325, 4345, and 5247.
Motion: To approve Proposed Policy U-4345 Weapons at School to replace policies 3325,
4345, and 5247 for public review. This motion, made by Mindy Clayton and seconded by

X.D. Community Relation Policies

into other updated District policies.
Motion: To delete Policy 4400 Relations with the Law Enforcement and Child Protective
Agencies for final adoption. This motion, made by Richard Hess and seconded by Mindy
Clayton, Passed.
X.E. Ladderly Contract for RTI Support (Action Item)
The contract was not received; the Board tabled this action for a later meeting.
X.F. Overture Learning Education Service Provider Agreement (Action Item)
Mr. Lords explained that changes in Idaho law now require the District to directly approve and
purchase eligible curriculum and educational materials for Bonneville Online Elementary
students rather than providing funds to Overture to manage those purchases. The District would
use Overture’s platform to receive requests, monitor each student’s available funds, and track
purchases. The Board discussed the additional administrative responsibilities, the purpose of
the increased state oversight, and the need to implement the process promptly as the school
year begins. Approval was requested pending legal counsel and superintendent review.
Motion: To approve the Overture Learning Education Service Provider Agreement pending
legal counsel and Superintendent review. This motion, made by Richard Hess and seconded by
Mindy Clayton, Passed.
