Chairman Brian McBride invited everyone to join him in the Pledge of Allegiance,

Those in attendance were Superintendent Dr. Charles Shackett, Deputy Superintendent Marjean McConnell, Assistant Superintendent
Scott Woolstenhulme, Chief Financial/Operations Officer Guy Wangsgard, Community Relations and Communications Phil Campbell,
Child Nutrition Supervisor Heather Plain, Bonneville Online High School Principal Corey Telford, Hillcrest High School Principal Doug
McLaren, Technical High School Principal Lyndon Oswald, Rocky Mountain Middle School Principal Jason Lords, Bonneville High
School Principal Heath Jackson, and Board Clerk Mary Hansen.
He also reminded those who wished to speak during Public Input to sign in, chose one spokesperson, and give any written materials to
the Board Clerk.
VI. Motion and Order to Amend the Agenda
Chairman McBride read the Motion and Order to Amend agenda. He then asked for a motion to amend the agenda for reason stated.
MOTION: Amy Landers made the motion to amend the Agenda as read. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and
0 abstentions. Motion was carried.
VII. Amend/Approve the Aqenda
Chairman McBride then asked for a motion to approve the agenda as amended.
MOTION: Paul Jenkins made the motion to approve the Agenda as amended. Amy Landers seconded. The vote was 5 in favor with 0
opposed and 0 abstentions. Motion was carried.
VIII. Consent Calendar
Chairman McBride asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda.
Hearing none, he asked if any Board Member had any questions with regard to the Consent Calendar. Then he asked for a motion to
approve the Consent Calendar.
MOTION: Jeff Bird made the motion to approve the Consent Calendar. Greg Calder seconded. The vote was 5 in favor with 0 opposed
and 0 abstentions. Motion was carried.

A. National History Day
1. Rocky Mountain Middle School - Rona Johnson
Chairman McBride invited Rona Johnson to introduce the National History Day student from Rocky Mountain Middle School. Ms.
Johnson expressed her appreciation to the Board and their support for Katherine to attend the National competition.
a. Katherine Weekes
The theme for the year was Exploration, Encounter, Exchange in History. Katherine's topic was the Bannock/Shoshone Natives
Horses. She made a website presentation to convey what she had learned in her hours of research. She traveled to Fort Hall a
couple of times in doing her research. Katherine's website presentation placed 5th at Nationals.
2. Sandcreek Middle School - Shanon Blosch
Chairman McBride invited Shanon Blosch to introduce the National History Day student from Sandcreek Middle School, Ms. Blosch
expressed her appreciation to the Board and their support for these students to attend the National competition. This team created a
web site on the Louisiana Purchase, using the theme of Exploration, Encounter, Exchange in History. The team placed 1St at Regionals,
and then 1St at State to earn the right to go to Nationals. They did not place at Nationals, but represented Sandcreek well. The girls also
learned about team work, time management, mastering a topic, and building a website.

X. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetinas Public Input shall be held to a maximum of 1 hour
and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The
Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to
three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider
such an item at a subsequent meeting. There was not any public input at this meeting.
XI. New Business
A. Bonneville Online Hiah School Student Council - Teresa Angell, Student Council Advisor
Chairman McBride welcomed Bonneville Online HS Student Council and Advisor Teresa Angell to present their school goals for 2016-
2017. Shea Leigh Chambers and Arron Lackner were the Bonneville Online High School Student Council representatives. The Student
Council goals for the 2016-2017 school year include social activities and events that will help bring the student body together and allow
students to share their concerns and needs, and help students to understand the educational purpose of the school and to make new
friends. They are planning a school -wide community service project.
B. Lincoln Hiah School Student Council - Emily Freeman, Student Council Advisor
Chairman McBride welcomed Lincoln HS Student Council and Advisor Emily Freeman to present their school goals for 2016-2017.
Students Jacob Ramirez and Angel Avendano presented the Lincoln High School Student Council goals for the upcoming year. October
is the LHS Car Show! This helps the students participate and to show off their cars. Two spirit weeks are planned throughout the year.
These activities help bring the school together. On October 21St -29th, will be Red Ribbon Week, providing information on drug
awareness. This helps the students see how their choices can affect their lives now and in the future. They are looking forward to
retiring the old school flag at a ceremony on Veteran's Day. Celebration for the Seniors is planned in the spring.
C. Hillcrest Hiah School Student Council - Principal Doug McLaren
Chairman McBride welcomed Hillcrest HS Student Council and Principal Doug McLaren to present their school goals for 2016-2017. He
introduced Jake Pickett, Student Body President and Bowen Oswald Student Body Vice President. The boys repeated the Student
Council mission statement — "Together we strive to efficiently impact, include, and improve each individual in a positive way. We will put
others first, contribute 110%, and make memories with no regrets. As a team we will learn: Learn to work together, learn from our
mistakes, and learn to genuinely love everyone. Now let's get a little bit rowdy and make a difference." Their main goal is to build school
unity with the whole student body and to embrace the uniqueness of all students.
D. Alternative Graduation Plan - Scott Woolstenhulme
Chairman McBride invited Scott Woolstenhulme to present the Alternative Gradation Plan. Mr. Woolstenhulme explained due to a
proposed amendment to IDAPA Rule 08.02.03.105, many students could be in limbo meeting the ISAT graduation requirement and/or
successfully passing the required Civics exam. These alternative graduation plans will offer options for students to meet their graduation
requirements.
MOTION: Greg Calder made the motion to approve the Alternative Gradation 2017 Plan. Jeff Bird seconded. The vote was 5 in favor
with 0 opposed and 0 abstentions. Motion was carried.
E. Proposed Policv for 30-dav Review (first reading) - Marjean McConnell
Chairman McBride invited Marjean McConnell to present policy for 30 Day Review. Ms. McConnell explained when these policies are
approved by the Board, they will be placed on the District's web -page for the 30 -day review and notices will be sent to the PTO
presidents informing them that the documents are available for review on the website. All inquiries, feedback, and questions can be
directed to Ms. McConnell.
MOTION: Greg Calder made the motion to post the policies presented for 30 -day review. Paul Jenkins seconded. The vote was 5 in
favor with 0 opposed and 0 abstentions. Motion was carried.

XII. Committee. Curriculum, and Administrative Reports
A. Hiah School Construction Report - Brad McKinsey, Owners Representative
Chairman McBride invited Brad McKinsey to give the high school Construction update. Mr. McKinsey informed the Board that
90% of the foundation walls are complete and 75% of the interior footings. GMP #1 is completed and GMP#2 should be completed by
next week. The first portion of the GMP#3 steel project should be arriving on November 7, 2016, All drawings and plans must be
approved by the Division of Building Safety before any bids can be posted. GMP#4 will soon go to bid after DBS approval. Part of this
bid will be for the civil package to start on the sport fields, parking lots, etc, The contractors are hoping to complete all underground work
before the ground freezes. Construction will continue throughout the winter.
B. Report on the State of the District - Jeff Davis, ESL Coordinator
Chairman McBride excused Jeff Davis who was not able to attend.
C. Proposed Policv for Initial Consideration - Marjean McConnell
Chairman McBride invited Marjean McConnell to present policy for initial consideration. Policy 3360 now includes an added option for an
expulsion without a hearing.

Chairman McBride invited Marjean McConnell to present changes to procedure and forms. This notification is to inform the board of any
changes made in procedures and forms when current policies are being revised; no approval is needed.

Chairman McBride asked for any agenda items for upcoming meetings.

XIV. Executive Session
A. Chairman McBride stated that the Board will enter into Executive Session pursuant to Idaho Code Section 74-206(1)(b)To consider the
evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or
individual agent, or public school student. The Executive Session will be closed to the public as permitted by law.

XVII. Move Back Into Open Meetina
Chairman McBride asked for a motion to move back into Open Meeting.
MOTION: Amy Landers made the motion to move back into Open Meeting, Jeff Bird seconded. The vote was 5 in favor with 0 opposed
and 0 abstentions. Motion was carried.
XVIII. Motions From Executive Session
MOTION: Jeff Bird made the motion to expel student 17-E, student 17-F, and student 17-G for 12 months and to be conditionally
readmitted to Technical Career High School after and take a risk assessment test. Paul Jenkins seconded. The vote was 5 in favor with
0 opposed and 0 abstentions. Motion was carried.
XIX. Adiournment
The method to present the results of the naming survey to the board was discussed briefly. Chairman McBride asked for a motion to
adjourn the meeting at 9:20 p.m.
MOTION: Greg Calder made the motion to adjourn. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions.
