III. Welcome Visitors and Delegations
Chairman Bird welcomed the patrons and Administration to the meeting. Those in attendance were Deputy
Superintendent Marjean McConnell, Assistant Superintendent Scott Woolstenhulme, Chief Financial/Operations
Officer Guy Wangsgard, Director of Curriculum & Instruction Michaelena Hix, Director of Maintenance &
Operations John Pymm, Energy Education Specialist Don Trauntvein, Director of Safe Schools & Technology
Gordon Howard, Community Relations and Communications Phil Campbell, D93News Samantha Williams,
Bonneville Principal Heath Jackson, Bonneville Assistant Principal Trent Dabell, Technology Creighton Harris

IV. Proposed Discovery Elementary Boundary Presentation
Chairman Bird invited Scott Woolstenhulme to present information for Discovery Boundary proposal. Mr,
Woolstenhulme informed the community of the new challenges facing the Bonneville Joint School District 93 —
growth! Discovery has increased their student enrollment 20% yearly. The first bond in 2014 included a high
school, a middle school, and an elementary school in the Red Rock subdivision. When the bond finally passed in
2016, it only included the high school. Thus, Discovery Elementary enrollment has toppled over 700 students
creating lack of and overcrowded classrooms and a scramble to find teachers. With the ongoing building
happening in the north end of the district, boundaries need realigned to alleviate the increasing enrollment and
will require more than one boundary change as growth continues. It is proposed to move 70 students from the
Discovery attendance areas four miles north to Ucon Elementary; City of Ucon currently is not experiencing
growth and the school has unused classrooms. Twenty-eight other students will be moved to available
classrooms in Iona; additional trailers can be placed, if needed. Special programs at Discovery will not be
moved.

A. Elementary Public Input
Patron comments:
• Moving kids away from town is hard for working parents
• Move special needs programs to Ucon
• Discovery needs relief — overcrowding effects both teaching and learning
• Discovery staff is concerned how the changes affect families, teachers, students
• Class sizes are also large at Iona
• Concerns over bus pick up times for Ucon elementary
• Align high school and elementary boundaries; difficult for students to flip flop over boundaries
• New developments in Iona could also cause overcrowding in Iona
• Build bigger elementary schools!
• Safety concerns with overcrowded classrooms
• Look more at the problems of today, and not so much into the future
• Bridgewater area is also growing
• Need more information out to the patrons on these issues
Explanations:
• Moving students north allows for less chance of overcrowding; growth is also happening south of
Sunnyside
• If students are not moved to available classrooms, adding more trailers is the other option
• Boundaries will continue to change as growth continues to happen
• Tiebreaker boundaries will be affected by the apartments being built on 15t Street
• Bonding for a new elementary or middle school is yet to be decided
• Open enrollment is under the principal's discretion; there are currently open -enrolled students at
Discovery
• The district needs more bus drivers!
• All students are D93 students — district wide effort to provide the best for each student; all buildings have
caring staff and friends can be made anywhere
• Building bigger elementary is not the solution because of scheduling conflicts in the building
• 6th grade students will be moved up to middle school only if a middle school is bonded for
• Many of the district's elementary schools were built over 10 years ago, as neighborhood schools; today
the neighborhoods are larger and expanding and current schools are overcrowded
• Recession slowed down the chance to continue building when it was best to do so
• Bonding is difficult; can't pass bond on projections. Growth must occur first to determine the sale of the
band. The community says, "Don't raise my taxes, but build more schools."
• It's a hard balance between bonding and building for growth. The district only builds what the community
will support through bonding.
Meeting was recessed from 7:46-8:01 p.m.
V. Boundary and Enrollment Presentation
Chairman Bird invited Scott Woolstenhulme to present information for high school Boundary and enrollment
proposals. The recent patron survey resulted in the priority factors for the high school boundaries to include a
balance of social -economics, minorities, and students with disabilities. Hillcrest and Bonneville high schools
capacities will be smaller than Thunder Ridge. Another major concern of patrons was the traffic flow, involving
busses, parents, students, staff, and surrounding community. The high school boundaries will stay intact as the
district grows and should not be influenced by increasing growth,
A. Secondary Public Input
Patron comments:
• Bridgewater Elementary students will be split at the high school level; should be in Thunder Ridge
boundary
• Keep the athletes with the coach
• Propose traffic and infrastructure planning with the County
• Students that live next door to Bonneville should not be bussed to Thunder Ridge
• Change is harder on the parent than on the students
• Balance of social -economics will not create poor or rich schools
• Bussing is better and safer than walking on the roads; no sidewalks, increased traffic
• Great opportunities and great teachers at all schools
• Figure out what is best for students to avoid multiple changes
• Many expressions of thanks for the work of the Board in these tough decisions.
Explanations:
• The open enrollment policy would deviate for only the first year that the new boundaries are in place
allowing senior students to stay at their current school if their residence is in Thunder Ridge attendance
area
• Reasons to stay in current school could include athletics and co -curricular activities
• IHSAA rules and polices will be followed for all athletes
• County traffic processes are different from the district
• District is required to add deceleration and acceleration lanes and turning lanes on Crowley and 151
Streets
• County is in charge of new traffic flow systems and will not improve intersections without traffic flow data
to support the upgrade
• Boundaries are proposed due to balance of social economics in each school
• Pocket bussing will not be considered
The Board will consider making a decision later this month. Mr. Woolstenhulme stated a new survey will be
coming later this week.

Chairman Bird asked for a motion to adjourn at 8:50 p.m.
MOTION: Greg Calder made the motion to adjourn. Chad Dance seconded. The vote was 5 in favor with 0
opposed and 0 abstentions. Motion was carried.

Discovery Elementary Proposal
Discovery Elementary has faced extreme overcrowding this year. Using the results of
our recent Patron and Staff survey, the District Administration and School Board are
working with elementary principals to plan changes to accommodate the growth.
Recommended Proo_ oral
• 2016-2017
o Convert all Dotential classrooms to instructional classroom space.
• 2017-2018
o Evaluate oven enrollment for all students who attend from outside of
the Discovery attendance zone.
o Make necessary boundary changes.
i. Neighborhoods west of Ammon Road and north of Iona Road to
Ucon Elementary School (estimated 80 students).
ii. Move neighborhoods east of between Rushton and 45th North to
Iona Elementary School (estimated 25 students).

The School Board will hold a public information meeting about these proposed
changes at Rocky Mountain Middle School on (Day, Date, and Time). We would like to
invite you to please attend this meeting to share your ideas about this proposal with
the Board before this proposal is voted on at the regular Board Meeting on May 10th.
