He also reminded those who wished to speak during Public Input to sign in, choose one spokesperson, and give any written materials to
the Board Clerk.
VI. Amend/Approve the Aaenda
Pursuant to Idaho Code 74-204(4)(a), Chairman Bird read the Motion and Order to Amend Agenda which included these additions:
Actuaries Northwest Agreement, Moreton & Company Invoice, and McLaughlin Young Employee Services Agreement, Roofing Projects
Bids, an early graduation request, Classified Employee of the Year, and the 2017-2018 Master Agreement. He then asked for a motion
to amend the agenda for reasons stated.
MOTION: Amy Landers made the motion to amend the Agenda as read. Chad Dance seconded. The vote was 4 in favor with 0 opposed
and 0 abstentions. Motion was carried.
Chairman Bird then asked for a motion to approve the agenda as amended.
MOTION: Chad Dance made the motion to approve the Agenda as amended. Greg Calder seconded. The vote was 4 in favor with 0
opposed and 0 abstentions. Motion was carried.
VII, Declare Candidacv
Chairman Bird stated the Board of Trustees finds that the time for declarations of candidacy has expired and only one qualified candidate
has been nominated for the position of Trustee from Zone 2. Accordingly, I hereby move that the Board declares Amy Landers as the
elected Trustee in Zone 2 and further move that the clerk provide the candidate a certificate of election.

VIII, Consent Calendar
Chairman Bird excused Trustee Amy Landers from the discussion and vote due to a conflict of interest (see Idaho Code 18-1361A and
Board Policy 1610). He asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda or
if any Board Member had any questions with regard to the Consent Calendar. Hearing none, he then asked for a motion to approve the
Consent Calendar.
MOTION: Greg Calder made the motion to approve the Consent Calendar. Chad Dance seconded. The vote was 3 in favor with 0
opposed and 1 abstentions. Motion was carried.
Mrs. Landers was absent from the meeting from 7:04 p.m. to 7:05 p.m.

IX. Classified Emnlovee of the Year - Principal Ken Marlowe and Stacie Weller
Chairman Bird invited Ken Marlowe and Stacie Weller to present the Classified Employee of the Year award to Pennie Freeman, Special
Education Paraprofessional, Mr. Marlowe informed the Board that Pennie Freemen works in autism program at Discovery Elementary
school. Ms. Weller stated that Pennie is a dedicated paraprofessional — she cares for the students, teachers, and the autism program.
Mrs. Freemen goes the extra mile and helps to bring out the potential in the students. Everyone has learned a lot from her. Mrs.
Freeman expressed her gratitude for working with a great school staff and wonderful children. This experience has made her a better
person. The Board presented her with an award.

A. Hillcrest High School Honor Choirs - Principal Doug McLaren & Choral Music Director Camille Blackburn
Chairman Bird invited Doug McLaren and Camille Blackburn to present to the Board. Mr. McLaren explained there are many different
activities for students to participate in and to challenge themselves. Funding is often needed to make it possible to participate in state
and national competitions. Mrs, Blackburn expressed appreciation the Board for supporting Hillcrest's choir honor students to do things
that they couldn't do alone. Many honor choir students expressed their personal gratitude to the Board for their support to be able to
attend the competitions, learn new skills, and make new friends.
XI. Student Recoanition
A. Hillcrest Hiah School HOSA State Leadership Conference - Principal Doug McLaren & HOSA Advisor Sydney Zohner
Chairman Bird invited Doug McLaren and Sydney Zohnor to present HOSA students to the Board. Mr. McLaren quoted - Great rewards
do not come with minimal effort. Mrs. Zohner is loved by students and is passionate for health occupations. She also mentored students
from Bonneville HS. Mrs. Zohner expressed her gratitude for the support of the Board and the school's administration in providing her
students with opportunities in the HOSA program. The Board presented each student with a certificate.

B. Sandcreek National History State Competition - Shanon Blosch, Advisor
Chairman Bird invited Shanon Blosch to present National History Day students to the Board. Ms. Blosch stated she has the best job
ever! She enjoys her honors students who display confidence and are excited to learn. This year's theme was "Taking a Stand in
History." Three students created a website and another wrote a research paper; the students learned how to do hard things. The Board
presented each student with a certificate.

C. Technical Careers Skills USA - Principal Lyndon Oswald & Instructor Todd Smith
Chairman Bird invited Lyndon Oswald and Todd Smith to present TCHS students to the Board. Mr. Oswald said these students are the
action heroes who can build and fix and construct in east Idaho! This is Mr. Smith's first year teaching and his students earned three out
of six state awards. He is proud of his students and their hard work. The students presented the Board with a small gift of appreciation
and the Board presented each student with a certificate. Dr. Shackett stated that the funding for State and National competitions the
students attend come from the Federal Forest Fund.

XII. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and
will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board
will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3)
minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an
item at a subsequent meeting.
Ellie Bryon: 4773 Ladyhawk Lane, Ammon — Ellie presented the Board with three different options of the 5x5 block scheduling for high
school students. She had researched the pros and cons of this type of scheduling including personal calls to principals at participating
schools. She is concerned that the teachers are not able to cover all material necessary at the high school level with the trimester
schedule and quoted Scott Woolstenhulme, "Covering [instructional] material is not the same as teaching [instructional] material." Ms.
Bryon handed out proposed schedules to the Board for their review.
Clay Kappas: 2746 Waverly Road, Ammon — Mr. Kappas' children attend Discovery Elementary school. The Green Valley subdivision will
be building many more homes in the next two years. He suggested moving the section south of the railroad tracks to attend Cloverdale
Elementary, an area that is not growing. He is concerned that if his students move to Iona now, that they would be moving back into the
Discovery Elementary if a new school is built in Red Rock subdivision. He submitted a petition signed by 90 residents of Green Valley to
stay at Discovery and not to move to Iona Elementary.
Nick Torman: 3026 Silver Circle, Idaho Falls - Mr. Torman relayed he had spoken to many parents in Bridgewater elementary school
area and suggested the Board change the proposed high school boundaries to include the entire Bridgewater attendance area into the
Thunder Ridge boundaries.
XIII. New Business
A. 2017-2018 Master Aoreement — Marjean McConnell
Chairman Bird invited Marjean McConnell to present and discuss the 2017-18 Master Agreement. The District Administration met with
the Bonneville Education Association (BEA) in three negotiation meetings recently. The teachers met May 10, 2017 to ratify this Master
Agreement, Once it is ratified by the Board, contracts will be sent out to the teachers for the 2017-2018 year. Revisions were to align
With the Family Medical Leave Act (FMLA), a focus on salary, and adding an employee assistance program and Teladoc program as
new benefits; these items will help to attract and retain teachers.
MOTION: Greg Calder made the motion to approve the 2017-2018 Master Agreement. Paul Jenkins seconded. The vote was 5 in favor
with 0 opposed and 0 abstentions. Motion was carried.
B. Proposed Policv for 30-dav Review (first reading) - Marjean McConnell
Chairman Bird invited Marjean McConnell to present policy for 30 day review.
MOTION: Chad Dance made the motion to post the policies presented for 30 -day review. Greg Calder seconded, The vote was 5 in
favor with 0 opposed and 0 abstentions. Motion was carried.

XIV. Old Business
A. Proposed Boundaries Update - Scott Woolstenhulme
Chairman Bird invited Scott Woolstenhulme to present and discuss the proposed boundaries. Mr, Woolstenhulme informed the Board of
the parent survey results collected last week. The feedback was positive with a high percentage in agreement with proposals. The
District will research the IHSAA rules and regulations on how the athletics would be affected by the opening of Thunder Ridge HS. From
the original proposed boundary, the subdivisions Founders Point and Hawks Landing will be in the Hillcrest HS attendance area, and not
in Thunder Ridge HS. Splitting Bridgewater students between Bonneville HS and Thunder Ridge is still in question. For the elementary
boundaries, two-thirds of the parents surveyed agreed or strongly agreed with the proposed change. It is also proposed for those
students who voluntarily move to Ucon Elementary, the District will provide the transportation. It is possible for more trailers to be placed
at Iona to accommodate increased enrollment. Converting computer labs into classrooms is easier now with the use of Chrome Books,
rather than using PCs. Cloverdale has encouraged voluntary enrollment into their school. There is also room at Cloverdale to place two
trailers. In the Green Valley subdivision, there is on average 1.4 students per household. Continuing development will cause boundaries
to change as the District focuses on balancing teachers and classrooms. Trailers will not be placed at the elementaries before Thunder
Ridge HS opens.
B. Proposed Policv for Final Adoption (second reading) - Marjean McConnell
Chairman Bird invited Marjean McConnell to present policy for final adoption.
MOTION: Greg Calder made the motion to approve the policies presented for final adoption. Amy Landers seconded. The vote was 5 in
favor with 0 opposed and 0 abstentions. Motion was carried.

XV. Committee. Curriculum, and Administrative Reports
A. Hiah School Construction Report - farad McKinsey, Owners Representative
Chairman Bird invited Brad McKinsey to give the high school Construction update. Site work at Thunder Ridge HS includes initial
grading of all sports fields, placing drainage swales, setting footings for bleachers, building a bridge over the canal, and placing all curb
and gutters in preparation to pave all parking lots and driveways this summer. First Street entrance will be paved first, followed by the
entrance off of 451. Rocky Mountain Power will be installing a new power pole and transformer next week; this will provide permanent
power to the site. Intermountain Gas lines are all installed. Landscaping has begun. Building construction continues with all framing
finished; sheet rocking is being completed on the first floor and taping will start next week. All utilities are in on first and second floor, with
the third floor to start next week. The duct work and framing are being built in the cafeteria area. The CMU block is up around the
gymnasium and the concrete floors have been poured on the axillary gyms. The trusses for the gymnasium will be placed after Memorial
Day. The stage in the auditorium has been poured and the auditorium floor and the catwalk steel will be completed next week. The
skylights are being placed and roof work is finishing up. Window deliveries are delayed and will be installed in July. When the lots on the
west side of the site are appraised and county approved, they will be advertised for sale. The LDS church will then be able to bid on a
lot for the seminary building. The site is 40-45% complete; the building is 33% complete on the inside; there are currently 140 daily
workers on site with 80% of the workers from eastern Idaho.
B. Report on the State of the District - Superintendent Shackett
Chairman Bird invited Dr. Shackett to present the state of the District report. Dr. Shackett shared the summary report of the Advanced
Opportunities -Dual Credit for this past school year: 6,076 dual credits earned, 555 Advanced Placement (AP) exams and 76 Career
Technical Education (CTE) exams taken. Many of these students are taking advantage of the State funding for advanced opportunities.
As Superintendent, he has always had an open door philosophy. Eleven years ago, the District added "Ask the Superintendent" to the
website. On average, Dr. Shackett receives 16 emails a week from parents, patrons, employees, students, new move -ins, and news
media; less than one percent are anonymous, He responds to each email within twenty-four hours. Topics include policy questions,
information about student safety, discipline, child custody issues, false rumors, bussing, cafeteria food, bonding, snow days, public
records requests, and naming a new school. Others praise the Board, teachers or administration, and District programs. A few are
complaints or a misunderstanding that needs clarification. Dr. Shackett has received emails at all hours of the day and night. Ask the
Superintendent has made him more accessible to the community.

updated to include the Time Clock Plus electronic system.
