Regular Meeting September 13, 2017 7:00 PM District Board Room Reconvened from Executive Session at 7:00 p.m. VIII. Pledge of Allegiance IX. Prayer was offered by Jason Lords. X. Call to Order Chairman Paul Jenkins reconvened the meeting at 7:00 p.m. XI. Roll Call Amy Landers present Chad Dance present Greg Calder present Scott Lynch present Paul Jenkins present XII. Welcoming of Delegates and Visitors Those in attendance were Superintendent Dr. Charles Shackett, Assistant Superintendent Scott Woolstenhulme, Chief Financial/Operations Officer Guy Wangsgard, Director of Curriculum & Instruction Jason Lords, Director of Maintenance & Operations John Pymm, Community Relations and Communications Phil Campbell, Transportation Supervisor Michael Graham, Thunder Ridge HS Principal Doug McLaren, Bonneville HS Principal Heath Jackson, Tiebreaker Elementary Principal Kent Patterson, Technical Careers Student Council Advisor Lisa Olson, District Specialist Rodd Rapp, and Board Clerk Mary Hansen. He also reminded those who wished to speak during Public Input to sign in, choose one spokesperson, and give any written materials to the Board Clerk. XIII. Amend/Approve the Agenda Chairman Jenkins asked for a motion to approve the agenda. MOTION: Chad Dance made the motion to approve the Agenda. Scott Lynch seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. XIV. Consent Calendar Chairman Jenkins asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda. MOTION: Amy Landers moved to remove the Bid Recommendation for the BHS Little Theater from the Consent Calendar and to change the work session to be held on Wednesday, September 20, 2017 to a Special Meeting to consider the bid. Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. Chairman Jenkins then asked for a motion to approve the Consent Calendar as amended.

District Recognition - Scott Woolstenhulme A. 2017 Excellence Award - Innovative Use of Laser-fiche Chairman Jenkins invited Scott Woolstenhulme to inform the Board about a District Award received. Mr. Woolstenhulme stated that the vendor for Laserfiche, MCCI, awarded Bonneville Joint School District 93 for their outstanding work with Laserfiche, especially the efforts of David Covert, Network Administrator. XVI. Student Recognition - Mark Hillyard, Technical Careers HS Construction Instructor A. Skills USA National Competition: Carpentry 1. Colton Belnap Chairman Jenkins invited Mark Hillyard to present Colton Belnap to the Board on Skills USA Award received. Mr. Hillyard expressed his gratitude to the Board for approving two TCHS students to attend the National Skills USA Competition this last summer. Colton Belnap took 4th place out of 46 contestants in Carpentry division. Colton’s event was to build a shed by hand! Colton also thanked the Board for allowing him to attend this competition. He won over $1,200 worth of tools. He is planning on going on to college to study construction management. XVII. Public Input: Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Dennis Benson –Peachtree City, GA: Mr. Benson stated his grandchildren attend Bonneville Joint School District 93 schools. He expressed the importance of good teachers and leadership in a school district. He continued to allude to rumors about a certain district employee which he felt displayed unethical behavior. XVIII. Administrative Reports A. High School Construction Report - Brad McKinsey, Owners Representative Chairman Jenkins invited Brad McKinsey to give the Thunder Ridge High School Construction update. Mr. McKinsey informed the Board that 70% of the site work has been completed. The majority of the curb, gutter and paving is finished. The sport fields will be double seeded this fall, posts and netting is up for the tennis courts, sod will be laid in the football field, stadium lights and score board are ready to be installed, track has been paved, irrigation is working, sidewalks are being poured, and 18 trees will be relocated next spring. The building is 65% complete. In the gymnasium, the duct work is finished, the decking over the weight room is prepared to be poured, stairs are in, the CMU is almost complete on the interior of the locker rooms and gymnasium area, vestibule is under construction at entrance, exterior windows are installed on the north side, accent siding is up, cafeteria has been taped, elevators are being installed, some classrooms are complete minus carpet, and the balcony is ready for cement. There are ~205 workers on site. Construction is on schedule with an opening date set for August 1, 2018. B. Proposed Policy for Initial Consideration – Scott Woolstenhulme 1. 3060 Education of Homeless Students 2. 1510 Board Agenda Items Chairman Jenkins invited Scott Woolstenhulme to present policy for initial consideration. These policies are being updated to reflect current practice.

Policy Reference Review Notification - Scott Woolstenhulme 1. 5015 Certified Staff Provisions for Employment 2. 5017 Certified Personnel Reemployment Chairman Jenkins invited Scott Woolstenhulme to present changes to procedures, forms and reference updates. These forms and procedures are being updated to reflect current practice. Form 4420F4 is a new form for parents/guardians. XIX. New Business- A. Technical Careers High School Student Council Chairman Jenkins invited Principal Lyndon Oswald and Student Council Advisor Lisa Olson to introduce the Technical Career students. Jaydon Welker, Student Body President, and Sydney Nelson Student Body Vice President, explained their year’s focus will be centered on seniors and to encourage students to go to college to gain needed skills to become a skilled worker. Ms. Nelson expressed her excitement for having new trailer classrooms! Students earned over $100K in scholarships last year. Other events will include the Cady Tucker fun run, creating the Wolfs Den common space, having school tours for recruiting, and providing community service projects for graduation. B. Bonneville High School Student Council Chairman Jenkins invited Principal Heath Jackson to introduce the Bonneville High School students. Harper Clayton, Student Body President and Hunter Guthrie, Student Body Vice-President presented the Executive and Student Council goals to the Board. This year’s Executive goals focus on promoting kindness in the Student Council, being a friendly face with a helping hand and being aware of the needs of the Council members. Student body goals include uniting the school with school activities such as homecoming, involving new students, service projects, and student safety preventative activities. This year’s mission statement is “Know the Why, Bee the Why.” C. Strategic Improvement Plan - Scott Woolstenhulme Chairman Jenkins invited Scott Woolstenhulme to present the 17-18 Continuous Improvement Plan. The State has formulated new indicators for student improvement. Idaho Reading Initiative (IRI) tracks reading proficiency for grades K-3. For the 2017 year, 92% of kindergarten students demonstrated reading proficiency, exceeding the 2020 goal of 90%. First, second and third grades scored 78.4% for the 2017 year. Next year will include more skill based assessments. Middle school data is driven by the ISAT assessment in math and reading. Seventh graders scored higher than state averages for both math and reading in 2017. Eighth graders fell short of the state average in math. D. Literacy Plan - Jason Lords Chairman Jenkins invited Jason Lords to present the 17-18 Literacy & Intervention Plan. The District receives State funding based on students who score basic or below basic on the fall reading screening assessments IRI; the score determines if the student needs interventions to become proficient in reading. Interventions are more productive for the student during the school day. Last year the Lexia intervention program was started; this program involves computer work and teacher instruction, which target skill intervention and specific skills as needed. Each school submitted a literacy plan for their building that has been combined together to compile the District literacy plans. Funding from the state can help purchase Chrome book labs for the students. E. College & Career Advising and Mentoring Plan - Tyler Parkinson Chairman Jenkins invited Tyler Parkinson to present the 17-18 College & Career Advising & Mentoring Plan. Bonneville HS was a pilot program for the Near Peer Mentors program focusing on college and career advising program for high school students for the last four years. It has been very successful. Additional College and Career Readiness advisors have been hired for both high schools last year; they also reach out to middle school students. These advisors meet with students to advise students on after-graduation options of college and career. They offer prep courses for ACT and SAT assessments, to help 9th graders reach bench marks to pass their math and English classes, advise in college preparation and filing for scholarships and FASFA Pell grant monies, identifying career clusters, and selecting colleges students can afford. Mr. Woolstenhulme recommended that Board accept these plans as presented. Chairman Jenkins asked for a motion. Policy 5400 and 5404 have been revised to be congruent with the 2017-18 Master Agreement and to include changes for classified staff. These policies have been under 30 day review and have received no further revisions and are recommended for final adoption. Trade Agreement - John Pymm Chairman Jenkins invited John Pymm to update Board on Trade Agreement. Mr. Pymm stated that the final document for the LDS trade agreement (trade of building for seminary land at Thunder Ridge HS) will be ready for our attorney’s review on September 19, 2017. The Board has already agreed to the trade. Once it is reviewed by the District’s attorney, the trade can move forward. HK Construction has made improvements on the lot. C. Bond Discussion - Chairman Jenkins Chairman Jenkins opened the bond discussion. As noted earlier in the meeting, the work session scheduled for September 20, 2017 will be changed to a Special Meeting to move on a bid recommendation. The District administration will provide capacity and enrollment documents for board review during the discussion relating to bonding, how to present information to the patrons, long term planning, and to prioritizing district needs. Personnel Item relating to Public Input comment on September 13, 2017: Discussion from 8:39 p.m. to 9:11 p.m. Scott Woolstenhulme, Director of Human Resources, stated that Employee C2018 has not shown unethical behavior; however, inappropriate behavior. Said allegations stated in the meeting are not in violation of Code of Ethics for Idaho Professional Educators nor District policy#5240 Personal Conduct. Mr. Woolstenhulme will write a letter to the patron who spoke in Public Input. Procedure on sensitive comments or complaints about personnel or individual students will be addressed further to avoid uneasy situations in the future.
