Call to Order Chairman Paul Jenkins called the meeting to order at 11:47 a.m. II. Roll Call Amy Landers present Chad Dance present Greg Calder present Scott Lynch present Paul Jenkins present III. IV. Items for Discussion A. Crossing Guards Chairman Jenkins opened discussion on the need for more Crossing Guards. The Crossing Guard positions are hard to fill due to the timing of the job: one hour each morning and each afternoon when students are coming to and leaving school. Mr. Gordon Howard, Director of Safe Schools, informed the Board that the City of Ammon would be receiving a $250,000 grant for improvements to provide a safer route to school for walkers in Rocky Mountain MS and Bonneville HS attendance areas along Iona Road and the Ammon Road intersection. Improvements could include flashing lights, lower speed limits, school zone signing, off-road walking lane, walking bridge over the canal, painted crosswalks, etc. Often flashing lights are more effective than crossing guards are. In addition, consideration of the safety of the crossing guard when the afternoon sun is distracting to the westbound traffic. City of Ammon is planning a walker-activated signal on Sunnyside Road near Hillcrest HS. B. Bond Discussion Chairman Jenkins opened discussion on Bond strategies. Mr. Scott Woolstenhulme referred to the capacity graphs and growth projections in the 2018 School General Obligation Bond Proposal booklet. Although the recent growth rate for the District has been 500 students in past years, the previous conservative growth model of 3% per year would give a better over-all look at growth projections moving forward. Mr. Woolstenhulme reviewed the different capacity models and noted the square foot and design capacity models combined would form a functional capacity model. Functional capacity increases with the use of trailers. Functional capacity per school includes Special Education intervention classrooms. Currently, trailers play an important role in the functional capacity of each school. Future planning for elementary school for 650 students may include use of trailers; it is difficult to manage a larger elementary. The need increases for more trailers when functional capacity is limited. There would not be a need to build additional schools, if the District continues to add more trailers. Moving trailers is very expensive. Rocky Mountain MS use of out-lying buildings increases its functional capacity; however, Technical Careers HS does not have any growth room for its programs. Building a new middle school would create functional classrooms for Middle school at-risk intervention, Bonneville online and preschool programs. The Plant/Facility levy, supplemental levy and emergency levy will be on the ballot for the voters to approve in the near future. Headwaters Construction will refigure building costs relating to a 650-core elementary school and a 1,200-core middle school; all costs include 5% contingency. Simplifying designs could lower costs for new buildings, but retrofitting programs in current buildings could increase remodel costs. Previous bonds before the November 2015 bond have included more than one project. Red Rock subdivision and land near Thunder Ridge HS are projected locations for new elementary schools. There are plans to re-build and repurpose Ammon Elementary school in the future. Discussion included where to build the special needs hub. Special education population is growing; most extended resource rooms are at functional capacity. Building a middle school adjacent to Thunder Ridge HS will plan for future growth. Adjournment Chairman Jenkins adjourned the meeting at 1:36 p.m. MOTION: Greg Calder moved to adjourn the meeting. Amy Landers seconded. The vote was 4 in favor with 0 opposed and 0 abstentions.
