He also reminded those who wished to speak during Public Input to sign in, choose one spokesperson, and give any written materials to the Board Clerk. Due to their sensitive nature, comments or complaints about personnel or individual students will only be heard in Executive Session (Idaho Code § 74-206(b)). VI. Amend/Approve the Agenda Chairman Jenkins asked for a motion to approve the agenda. MOTION: Greg Calder moved to approve the Agenda. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. VII. Consent Calendar Chairman Jenkins asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda. Hearing none, he asked if any Board Member had any questions with regard to the Consent Calendar. He then asked for a motion to approve the Consent Calendar. Public Input: Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. There was no public input at this meeting. IX. Administrative Reports A. High School Construction Report - Brad McKinsey, Owners Representative Chairman Jenkins invited Brad McKinsey to give the Thunder Ridge High School Construction update. Thunder Ridge high school outside site work has halted due to the weather, although light poles are being installed. The building is finishing up tasks to enclose it for winter work and to be able to lock the building; windows are being installed and framed, science rooms finished with cabinetry and flooring, lockers are hung, atrium is sheet rocked and taped, and the kitchen has a new epoxy flooring laid. Concrete and CMU block is finishing up in the athletic area. Stairwell windows and siding around the gym will be done soon. Painting in the gym and upper auditorium is underway. Art and band rooms are nearly complete. Front doors soon to be installed. An increase of the slope of the balcony is being revisited for the stadium seating view of stage. There are 1,500 lockers, room for 2,500 seats on the bleachers, 170 workers onsite and the building is 75% finished. B. Report on the State of the District - Jason Lords, Director of Instruction & Learning Chairman Jenkins invited Jason Lords, Director of Instruction & Learning to present the Professional Development yearly plan to the Board. He explained that he formulated a name change with his new position as Director of Instruction and Learning – a focus on instruction and learning of students. Collaboration of all District administrators, teachers, and the mission statement, “Student Success by Design” and the vision, “Quality Educators Make a Difference” are guiding principles for instruction and learning. All instructors have many training opportunities throughout the school year focusing on what’s best for children. He introduced a new grading concept and gave each Board member a copy of the book, Grading Inside and Out, by Tom Schimmer and encouraged them to read chapters 1-6 by the start of the new year. C. Proposed Policy for Initial Consideration - Marjean McConnell Chairman Jenkins invited Marjean McConnell to present policy for initial consideration. Human Resource department has revised this policy. 1. 5320 Drug and Alcohol Free Workplace D. New Business A. Proposed Policy for 30-day Review (first reading) - Marjean McConnell Chairman Jenkins invited Marjean McConnell to present policy for 30-day Review. MOTION: Any Landers moved to post the policies presented for 30-day review. Scott Lynch seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Old Business A. Ridgeview 3 Lots Disposal - John Pymm Chairman Jenkins invited John Pymm to review status of the Ridgeview 3 Lots. Mr. Pymm reported that the exchange of property between the LDS Church and the Bonneville Joint School District 93 has been finalized. He informed the Board that last summer the District, as required by law, advertised the six lots in the Ridgeview Subdivision; however, there were no bidders. The lots now have been developed and are ready for sale again. The lots could be sold through a relator, advertised again, or sold by the District. MOTION: Chad Dance moved to proceed with sale of lots by the District personnel. Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. B. Proposed Policy for Final Adoption (second reading) - Marjean McConnell Chairman Jenkins invited Marjean McConnell to present policy for final adoption. MOTION: Amy Landers moved to approve the policies presented for final adoption. Scott Lynch seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. District Calendars – Marjean McConnell Chairman Jenkins invited Marjean McConnell to present District calendars for the next three years. Ms. McConnell informed the Board that the teachers preferred to have their PTC comp day at end of week of conferences. In order to meet this request, the first week of school will start on a Monday, in the last full week of August. The pattern for the next three years calendars is the same. MOTION: Greg Calder moved to approve the District calendars for 2018-2019, 2019-2020 and 2020-2021. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. D. Bond Authorization 1. Special Education Definitions - Julian Duffey, Director of Special Education Chairman Jenkins invited Julian Duffey to explain Special Education terms to the Board. Mr. Duffey defined the main terms of special education. He stated that the District currently has 1,700 special education students, all requiring an IEP and/or a 504 plan. Special education public school program are mandated to have certain number of classrooms and all program options available to students. As our area grows increases the need for more program space. All special education programs will stay in place if a hub is not built; however, having a central location increases collaboration and needs of students who require more than one program and inclusion in general education classrooms. Students will still receive the programs they need if a new center is not built. Mr. Dance stated that he feels that building an elementary school now is a good idea and any delay would only put more stress on the current elementary schools. He is willing to move forward with both the elementary and middle school buildings. He feels that if the special needs hub is withdrawn, could lower the cost. Mrs. Landers encouraged the bond money set aside for land and design services to be defined for each specific service. Mr. Calder suggested a three tiered ballot, with items prioritized by need. The passage of the tiers would be determined by the passage of the first tier. Meaning, if the first tier passes or fails, then the subsequent tiers would follow suit. Tiers would be tied together, not posted as separate questions. Mr. Woolstenhulme stated that an extended special education program currently at Mountain Valley elementary would extend into the new elementary school, whether 650 or 850 core. Mr. Pymm stated the importance of integrating special education programs enhances special education staff to collaborate. Mr. Lynch stated that need is everything and to limit politics. Now is a better time to build since costs will rise as time goes on. MOTION: Chad Dance moved to proceed adopt Option 2 as written: 1,000 core middle school, additional projects including additional $500,000 for land and design services for future schools, and 850 core elementary school with special education facility. Scott Lynch seconded. Amendment to the MOTION: Amy Landers move to amend the motion to separate the land and design services for future schools for $1,000,000 for land acquisition and $500,000 for architecture design. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. Amendment to the MOTION: Amy Landers moved to amend the motion to remove the special education facility from the elementary school and build a 650 core elementary school. There was not a second; therefore, motion failed. Amendment to the MOTION: Greg Calder moved to amend the motion to structure Tier Two that it cannot pass on its own, but as an addition to Tier one. Amy Landers seconded. To clarify, if Tier One doesn’t pass, neither will Tier Two pass even if it is in the majority. Chad Dance asked to withdraw his motion. Permission was granted by Chairman Jenkins. All options are reviewed again, then a motion was made. MOTION: Amy Landers moved to propose a prioritized tiered ballot: Tier One: 1,000 core middle school and Additional Projects and to separate the land and design services for future schools for $1,000,000 for land acquisition and adding $500,000 for architecture design; Tier Two: 650 core elementary school without a special education facility; and to structure the ballot that Tier Two can only pass with the passage of Tier One (Tier Two cannot pass on its own merit.) Greg Calder seconded.
