Amend/Approve the Agenda Pursuant to Idaho Code 74-204(4)(a), Chairman Paul Jenkins read the Motion and Order to Amend Agenda which included the addition to add a Trip Request to the Consent Calendar. This request is time sensitive and received this afternoon. He asked for a motion to amend the agenda for reason stated. MOTION: Greg Calder moved to amend the Agenda to add Trip Request to the Consent Calendar. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. Chairman Jenkins then asked for a motion to approve the agenda as amended

The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. He then asked if any Board Member had any questions with regard to the Consent Calendar. Ratify an Expulsion Without a Hearing XV. Public Input: Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Amanda VanOrden – 3280 E. Edwards Drive: Ms. VanOrden is concerned about the Special Education school programs at Bonneville HS moving and being split among other district schools. She feels that parents are not being informed of program changes; parents need facts and straight answers. XVI. Administrative Reports A. High School Construction Report - Brad McKinsey, Owners Representative Chairman Jenkins invited Brad McKinsey to give the Thunder Ridge High School Construction update. Construction is moving right along at the new high school. The site work is starting up again – light poles are set, landscaping is starting around the building, practice fields will be seeded, irrigation lines laid for landscaping, curb and gutter, and asphalt in the bus and parent drop off area will soon be completed. The entrances off of 1st and 45th streets will be widening as needed. All areas are now closed in. Hardwood has arrived for gym and stage floors. Punch lists have been posted on the classrooms around the auditorium. The District locksmith is installing key cylinders and locks. All lockers are up. The rigging, lights and arbor systems are installed in the auditorium and the catwalk has stage lighting. Backboards, locker rooms benches, and tile in restrooms in gymnasium; administration and media area ceiling tile in, lights in cafeteria, kitchen equipment being assembled. The District maintenance personnel are working with the contractors and being trained on how all the HVAC systems work throughout the building. The building is 83% finished. B. Report on the State of the District - Heather Plain, Child Nutrition Supervisor Chairman Jenkins invited Heather Plain to give the Child Nutrition State of the District report. Highlights from the kitchen are the MARDT Team: Menu & Recipe Development Team; KAIZEN Team promoting continual improvement providing quality food for students and safer work environment for staff; grants received from nine schools equals over $18,400 to help fund new equipment; staffing needs are being met with very little turnover. A part-time benefit program has been set up for non-fulltime employees. All staff is involved in training programs. Interns from ISU, Utah State University, Be Well Solutions are on -site, and culinary students from Bonneville and Lincoln HS are trained and certified in preparation for a future career in food service. Summer programs are planned for schools with summer school programs and at McCowan Park. Food service provide 20% of Hillcrest HS students with lunch and 25% of Bonneville HS students.
C. Proposed Policy for Initial Consideration - Scott Woolstenhulme Chairman Jenkins invited Scott Woolstenhulme to present policy for initial consideration. New Business A. Secondary Mathematics Textbook Approval - Jason Lords, Director of Instruction & Learning Chairman Jenkins invited Jason Lords to present on new math textbooks. Glencoe Publisher Algebra I/Geometry/Algebra II and Pre-Calculus textbooks have replaced the current Pearson textbooks. Teachers piloted both Glencoe and Pearson textbooks, attended training sessions from each publisher, and started the new year with the pilot textbooks. The pilot teachers found the Glencoe books the best for meeting the Core Curriculum State Standards (CCSS), offer online resources, and are user friendly to newer teachers. Chairman Jenkins asked for a motion to approve the new Glencoe Secondary Mathematics Textbooks. MOTION: Greg Calder moved approve the new Glencoe Secondary Mathematics Textbooks. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. B. Middle School Athletic Proposal for District 93 - Scott Woolstenhulme Chairman Jenkins invited Scott Woolstenhulme and Hillcrest Athletic Director Wendy Johnson to present Middle School Athletic Proposal. This proposal was developed under the direction of the Upper Valley Snake River Athletic Conference for schools in District 6 and would include a four sport season program for 7th grade students: girls Volleyball, girls Basketball and Boys Basketball and spring track. She also proposed adopt extra-curricular teams for Thunder Ridge HS, that would be “ghost teams” until the new middle school bond passes and is built. This way athletic programs at all 3 High schools are not severely impacted with populations that might be higher for one school at the two current junior highs. Extracurricular activities and co-curricular activities such as sports, clubs, band, and drama productions are a big part of middle school and enhance academic learning, and can mitigate the stressful change of transitioning from elementary school to middle school. The main goal is to get more kids involved is in extracurricular activities. MOTION: Amy Landers moved approve the middle school athletic proposal as presented. Scott Lynch seconded. Chairman Jenkins invited Scott Woolstenhulme to present policy for 30 Day review. These policies will now be available for staff and patron review. MOTION: Greg Calder moved to post the policies presented for 30-day review. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Employee Transfers – moved from Consent Calendar by motion. - Dr. Shackett asked Director of Secondary Special Education and Federal Programs Julian Duffey to discuss and answer any questions relating to the placement of Special Needs programs in the district. There are four key areas that help determine any changes in programs; placements in programs are determine from the student’s IEP, a team process to determine what program is best for the student. Every parent has a right to call a meeting to discuss concerns about the placement of their student. It is very expensive to have all the programs in all the schools. Thunder Ridge HS has been designed with the correct equipment to house the Developmental Recourse Room (DRR) program. The Discovery program will remain at Bonneville HS. MOTION: Greg Calder moved to approve Employee Transfers (C4) as listed on the Consent Calendar. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. XVIII. Old Business A. Proposed Policy for Final Adoption (second reading) - Scott Woolstenhulme Chairman Jenkins invited Scott Woolstenhulme to present policy for final adoption. MOTION: Amy Landers moved to approve the policy presented for final adoption. Scott Lynch seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. 1. 5320 Drugs and Alcohol Free Workplace Mr. Woolstenhulme informed the Board the Thunder Ridge HS certified teacher transfers are finished through the collaboration with all three high school principals; other positions will be filled externally. Power School is ready for class scheduling. Currently, the enrollment for the 2018-2019 school year is Bonneville HS 1,000; Hillcrest HS 1,180; Thunder Ridge HS 1,290. B. Sale of Ridgeview Three Subdivision Lots - John Pymm Chairman Jenkins invited John Pymm to present the offers for the Ridgeview Three Subdivision Lots. Mr. Pymm stated that two different bidders had submitted offers; Fall Creek Homes purchase offer was good on Lots 4, 5 and 8 and Hoffman’s bid offer was good on Lot 8. Lot 8 was the largest lot and in the best location. Since both bidders had submitted offers on Lot 8 and Fall Creek Homes purchase offer was contingent on purchasing all three lots, it was then up to the Board to make the decision on the sale of Lot 8. All purchase offers were all above the appraised price. Overtime the lots could sell for more than the appraised value. MOTION: Greg Calder moved accept purchase offer of $51,500.00 from Hoffman for Ridgeview Three Subdivision Lot 8. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. XIX. Call for Agenda Items for Upcoming Meetings Chairman Jenkins called for items for upcoming meetings. Scott Woolstenhulme asked for the Work Session on February 28, 2018 to be changed to Special Meeting for review and approval of plan for mastery of math content standards for this year’s graduating senior students. Chairman Jenkins stated that the Board will reconvene into Executive Session pursuant to Idaho Code Section 74-206(1)(b)To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. The Executive Session will be closed to the public as permitted by law. MOTION: Amy Landers moved to enter into executive session for the reasons stated. Chad Dance seconded.
