Amend/Approve the Agenda Chairman Jenkins asked for a motion to approve the agenda. MOTION: Greg Calder moved to approve the Agenda. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. VII. Consent Calendar Chairman Jenkins asked if any Board Member would like to remove any item from the Consent Calendar to the Regular Agenda. Hearing none, he asked if any Board Member had any questions with regard to the Consent Calendar. He then asked for a motion to approve the Consent Calendar. Student Recognition A. Congressional Art Competition - Grand Prize - Bailey Annis, Bonneville HS Chairman Jenkins recognized Bailey Annis, Grand Prize winner from Idaho of the Congressional Art Competition and explained how her art piece was selected. Each spring the Congressional institute sponsors a nationwide high school visual art competition to recognize and encourage artistic talent in the nation and in each congressional district. This year’s theme was, The Hidden Gems of Our State. Her work was selected by a panel of artists from the Art Museum of Eastern Idaho, in consultation with Congressman Simpson. Bailey will be recognized this week at the Art Museum of Eastern Idaho where her piece is currently displayed and at an annual awards ceremony in Washington, DC in June 2018. Her work will be then be displayed for one year at the U.S. Capitol. IX. Public Input: Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Jessica Lewis, 3270 Circle South Drive, – Ms. Lewis was concerned about boundary changes and teachers forced to leave Hillview due to low enrollment and empty classrooms. She suggested not inconvenience students and destroy careers; a result would be to focus on struggling students and their needs. Tom Hunsaker, 2925 Carolyn Lane – Congratulations on the passing the Bond the first time! Ryan Lloyd, 2055 Sabin Drive – Mr. Lloyd spoke to boundary changes or adding trailers. He feels that trailers are an unwise use of money and resources, encouraged better use of classrooms. Board members are for the district and the community as a whole.
Chelsea Hall, 1810 Cabellaro Drive – She expressed her appreciation to the Board and district teachers. She stated that adding trailers was not right when there are available classrooms. Instead of moving trailers, money should be spent for funding program improvements and to update older buildings. X. Administrative Reports A. High School Construction Report - Brad McKinsey, Owners Representative Chairman Jenkins invited John Pymm to give the Thunder Ridge High School Construction update. Thunder Ridge HS is approaching 90% complete! Landscaping work is started, classrooms are awaiting furniture, the Titan logo is painted in the gymnasium, flooring has been installed in the auxiliary gymnasiums, kitchen appliances are in, sound and light system and theater rigging compete and glass railing in theater, lab stations in science rooms ready, and carpeting in offices has been installed. B. Report on the State of the District - Corey Telford, Advance Opportunities Coordinator Chairman Jenkins invited Corey Telford to give the report on Advance Opportunities. Advance opportunities provide courses where a high school student can earn college credit. The state allocates $4,125 to each 7-12 grade student to use towards dual credit courses and selected exams. Last year 6,000 credits were awarded to the district’s students; this year over 7,000 credits are on schedule to be earned. Online summer students earned 670 credits. Our first student to earn an Associate’s Degree along with their high school diploma is from Bonneville High School. Our first student to earn their Academic Certificate (completion of all college general education requirements) at the same time they receive their high school diploma is from Bonneville Online High School. Dual credits will transfer to colleges. Statistics show that if students earn 12 college credits while in high school, will have a 50% greater chance of earning a Bachelor’s Degree. With Thunder Ridge opening this fall, classes will not need to be held at CEI. There are currently 170 students enrolled full-time online and 700 dual enrollment online students. C. District Report on Safety and Security - Gordon Howard, Director of Safe Schools Chairman Jenkins invited Gordon Howard to present on school safety and security. As a district, we are ahead of most districts in the state. Bonneville Joint School District 93 is making many efforts to ensure safety and security at our district buildings through proactive preventative measures, including reenactment drills, implantation of active shooter training, single access entry, new door monitoring software, threat assessment protocol, revamped fire drill and alarms, etc. The district works in cooperative effort with local law enforcement who are familiar with our buildings and campuses. Small group training is best within a building and allowing information to be shared. Currently all elementary schools and Sandcreek MS have single access points to the building. Single access points will be included for high schools and Rocky Mountain MS as upgrades go forward. Lockdown of the buildings can be done with a click of a button. There are 1,200 cameras throughout the district. The district safety team meets monthly with the SRO from Bonneville County Sheriff Department; this increases community awareness. Another SRO will be added to the District with Thunder Ridge opens. D. Proposed Policy for Initial Consideration - Marjean McConnell Chairman Jenkins invited Marjean McConnell to present policy for initial consideration. These policies relate the child nutrition wellness program and committee and are mandated by the State. Chairman Jenkins invited Marjean to present policy for 30-day review. These policies protect our E-rate funding and the infrastructure of the technology department. Chad Dance seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. XII. Old Business A. Proposed Policy for Final Adoption (second reading) - Marjean McConnell Chairman Jenkins invited Marjean McConnell to present policy for final adoption. These policies have not received any feedback requiring further revisions and are ready for final adoption. 1. 3520 Contagious or Infectious Diseases 2. 3587 Relationship Abuse Prevention and Response MOTION: Greg Calder moved to approve the policy presented for final adoption. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. B. Sale of Ridgeview Three Subdivision Lots - John Pymm Chairman Jenkins invited John Pymm to present bids received for the Ridgeview Lots. He stated that many different bids had been received. Mr. Pymm recommended to approve the bid from Vantage Point Construction to purchase all five available lots for $225,000. MOTION: Greg Calder moved to accept the purchase offer of $225,000 from Vantage Point Construction for all five Ridgeview Three Subdivision lots. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried. C. Proposed Elementary Boundary Changes - Scott Woolstenhulme Chairman Jenkins invited Scott Woolstenhulme to present information on proposed elementary boundary changes. Growth is what moves the need for boundary changes. Although K-3 student numbers are decreasing, student enrollment is increasing from new families moving into the school district. FTE staffing numbers are based on student enrollment. Balancing the staffing in schools where student numbers are declining and overloading classrooms in other schools requires a serious look at boundary changes. Things to consider are the high growth areas with new subdivisions compared to the older, non-growing areas, changing boundaries vs. placing more trailers, what’s best for students, the community, and the school staffing needs. Proposed changes would shift students from Iona to Tiebreaker and from Woodland Hills to Hillview. A survey and community meeting are being scheduled for public input. D. March Bond Election Update Chairman Jenkins invited Dr. Shackett, John Pymm and Guy Wangsgard for an update on the next steps pertaining to the passing of the March 2018 bond. Dr. Shackett shared the voting results from the election office with 71.86%, a supermajority of votes. There were over 500 more “yes” votes that we needed for the win! Breakdown of bonding money will be $32,319,840 for 1,000 student core middle school; $1,000,000 for Iona Elementary roof; $500,000 for Falls Valley Elementary safety improvements; $1,000,000 for future land acquisitions; and $500,000 for architecture design work. John Pymm stated that the roof at Iona and safety upgrade at Falls Valley Elementary will be underway early this summer. Middle school design process will be ready for groundbreaking in early spring next year with the school opening in summer 2021. An advertisement for RFQ for architect for Bonneville and Hillcrest additions and/or renovations will be posted soon. All design ideas will be presented to the Board for vote. Negotiations with architects and contractor and the bid process will occur for the all the projects segments. Bond money can be spent 60 days prior to the sale of bonds and then reimbursed. Priorities need to be listed when considering additions and renovations to Bonneville and Hillcrest high schools. Bonneville County will be widening the First Street and Crowley Road intersection in all directions. Mr. Wangsgard stated that the Board will approve a legal bond resolution in the April meeting. He explained the bond rating indicators, interest rates, and how the Federal tax reform will affect the payment structure of the bond. If the Board decides to bond again in August, the wording is due to the election office on July 9, 2018. XIII. Call for Agenda Items for Upcoming Meetings Chairman Jenkins called for agenda items. Trustee Scott Lynch asked for the District SROs to talk about community and school efforts for safety at a work session and to address the elementary and Special Education bond for the August 2018. Scott Woolstenhulme would like to schedule a Community Meeting and a survey for public input for the proposed boundary changes. A. Spring Break - March 19-23, 2018 - No School

Chairman Jenkins stated that the Board will enter into Executive Session pursuant to Idaho Code Section Idaho Code Section 74-206(1)(b)To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student. The Executive Session will be closed to the public as permitted by law. MOTION: Chad Dance moved to enter into executive session for the reasons stated. Greg Calder seconded.
