Principal Heath Jackson welcomed the Board of Trustees and the Bonneville Joint School District 93 Administration to Bonneville High School and invited everyone to enjoy lunch.
Chairman Jenkins called the meeting to order at 11:50 a.m. He excused Treasurer Chad Dance from the meeting.
Chairman Jenkins asked if anyone would like to add or remove anything from the agenda. Scott Woolstenhulme asked to add a new conditional employee to New Business and Chairman Jenkins asked to remove the Plant Facility Committee from New Business. Chairman Jenkins stated that these items are time sensitive and had been received within the last 24 hours.
MOTION: Greg Calder moved to amend agenda for reasons stated. Amy Landers seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion carried.
He then asked for a motion to approve the agenda as amended. MOTION: Amy Landers moved to approve the Agenda as amended. Greg Calder seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion carried.
IV.Welcome Visitors and DelegationsChairman Jenkins recognized the Board Trustees in attendance: Amy Landers, Greg Calder, Scott Lynch and Paul Jenkins. V. Bonneville High School Student Council Presentation Chairman Jenkins introduced Principal Heath Jackson and Student Council Advisor Curtis Vickery. Introductions were made by the BHS Student Council, Board of Trustees and District 93 Administration. Principal Jackson turned the time over to the Bonneville 2017 HOPE Squad for a short presentation, “There is always HOPE”. The HOPE Squad expressed their gratitude for
the HOPE Squad program and the difference it has made in the school environment. They explained that the program is not just about prevention of suicide, but an opportunity to reach out and care for their fellow students and has a positive impact on the school. They presented the District Administration and the Board of Trustees a picture of the current HOPE Squad students.
Bonneville High School Student Council class presidents presented their top activities that occurred in the 2017-2018 school year. The freshmen class big event was learning and adjusting to high school. After the unexpected passing of a classmate, created a memory jar to give to the family. Their main activities revolved around making everyone feel welcomed, making decorations for school functions and helping with committees. The sophomore class goals were to get closer together as a class, appreciate all students and support families with the loss of their students. The junior class thought Homecoming brought the class closer together. They put on many fundraisers including a talent show that brought in $243 which the class will use for prom, being held on April 28, 2018. The senior class enjoyed the Senior Sunrise at the first of the school year and look forward to the Senior Sunset. They all look forward to graduation!! The Student Body president, Harper Clayton, detailed other school wide events: the startup of the HOPE Squad, Bee Pride Day, Civil War events, Twelve Days of Christmas, and Student Council interaction with other school groups. This year Bonneville HS lost three students, which allowed the school to pull together as a community and classes and the Student Council, a true show of Bee pride. Harper stated learning life lessons and leading by following sets an example, even in the worst of times, by leaning on each other so the school can lean on us. Publishing kindness and love thought their school was top priority.
VI.Items for DiscussionA. Projected Development in Bonneville County - Jay Johnson & Greg Hansen, Rockwell HomesChairman Jenkins introduced Jay Johnson and Greg Hansen from Rockwell Homes. Even to his surprise, Mr. Hansen presented overwhelming information about all the new development occurring within the Bonneville Joint School District 93. The growth stems from families either moving back to the Idaho Falls area, or staying here to enjoy the same lifestyle in which they were raised. Each household has an average of 2.5 children. He included all home builders in the area and broke the district into two sections - north of Lincoln Road: 1,077 new home units under some stage of development or construction which would convert to approx. 2,693 children; south of Lincoln Road; 1,518 home units under some stage of development or construction converting to 3,795 children, totaling 2,595 new households and 6,488 new children. All proposed Rockwell homes will be completed in two years including 300 this year. Mr. Hansen stated that often hind sight proves what is coming in the future. In an effort to talk about ideas to help schools, Mr. Johnson stated that he was willing to trade the District owned land-locked lot in the Red Rock area for a lot on 49th North as well as a possible land trade on the south end of the District. Having the foresight to look into the future is a smart move. Rockwell is fortunate to keep prices down to help with the growth. Currently, all the homes under construction will be closing in November and there is not any available inventory. The State Board of Transportation project with the current rate of growth at 8% per year that the Idaho Falls metro area will double in eight years.
B. Middle School Athletics – Doug McLaren & Cody Jackson, Thunder Ridge HS Chairman Jenkins invited Doug McLaren and Cody Jackson to discuss middle school athletics. Mr. McLaren reminded the board that they had approved middle school sports to start this next fall and sporting events are now being scheduled; however, uniforms are needed. A uniform usually include a number, school colors, and mascot and school name. Stock uniforms are easier to order, but customized uniforms are best for team spirit. He made the suggestion to have the same colors as Thunder Ridge HS on the uniforms since these students will be attending Thunder Ridge HS. Mr. Woolstenhulme reviewed the school naming policy and suggested a community survey on choosing colors, name and mascot; he will present information to the board at the next work session. The Board directed Mr. McLaren to move forward uniforms for the new middle school teams
C. Boundary Changes Proposals - Scott Woolstenhulme Chairman Jenkins invited Scott Woolstenhulme to present additional information on boundary changes. Making recommendations for boundary changes are difficult with the evident growth in the district. Mr. Woolstenhulme presented seven different options for the elementary boundary changes for the 2018-2019 school year. The key concerns are equalizing enrollment between the over-crowded schools and the less-crowded schools. He stated that with the projected growth in the near future, Iona and Woodland Hills schools will need addressed. Mr. Woolstenhulme also stated that if the current staffing stays at Hillview, their class sizes will be small. For students in an overcrowded school wishes to move to a less crowded school, open enrollment will be available at Hillview. Discussion included an option not listed, of bussing children from all the new Woodland Hills subdivisions to Hillview to help relieve the crowding; however, Hillview would become a collection of island neighborhoods and would be an expense for transportation. It would be better to move whole neighborhoods. In order to stay as a community, Brookside neighborhood is willing to move to Ammon, but not to Hillview. The Board directed to move forward with
boundary proposal 1 with a pending decision on the May 9,, 2018 meeting. A community meeting will be held on May 1, 2018 for public input.
D. Plant Facility Committee - Paul Jenkins This agenda item was removed by motion at the start of this meeting.
E. Conditional Employment This agenda item was added by motion at the start of this meeting. Scott Woolstenhulme recommended to the board to approve employment for Kayla Waters as Cheer Coach for Hillcrest HS commencing 2018-2019.
MOTION: Amy Landers moved to approve employment for Kayla Waters as the Hillcrest HS Cheer Coach commencing 2018-2019. Greg Calder seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion carried.
