Acting Chairperson Amy Landers opens the meeting at 7:00 p.m.
Pledge of Allegiance
Acting Chairperson Landers leads the Board, Administrators and visitors in the Pledge of Allegiance
III. Swear in New Board Members
Greg Calder, Zone 1 and Paul Jenkins, Zone 4 were sworn in as new Board members by Board Clerk Elect, Ms. Mortenson.
IV. Board Reorganization
Treasurer Amy Landers, as acting Chairperson, declares the present Board organization dissolved and appointed Superintendent
Shackett as acting Chairman to commence the Board reorganization. Superintendent Shackett called for nominations for Board
Chairperson. Amy Landers nominated Brian McBride. Dr. Shackett asked if there were other nominations. Hearing none, he then
closed nominations and asked for all those in favor of Brian McBride as Board Chairman. The vote was 5 in favor and 0 opposed.
Superintendent Shackett congratulated Mr. McBride as the new Chairman and turned the meeting over to him.
Chairman McBride then called for nominations for Vice -chairperson. Brian McBride nominated Amy Landers. Chairman McBride
asked if there were other nominations. Jeff Bird nominated Paul Jenkins. Chairman McBride asked if there were additional
nominations. Hearing none, he then closed nominations and asked for all those in favor of Amy Landers as Vice -chairperson. The
vote was 1 in favor and 4 opposed. Chairman McBride then asked for all those in favor of Paul Jenkins as Vice -chairperson. The vote
was 5 in favor and 0 opposed. Chairman McBride congratulated Paul Jenkins as the new Vice-chairman.
Chairman McBride then called for nominations for Treasurer. Greg Calder nominated Amy Landers. Chairman McBride asked if there
were other nominations. Hearing none, he then closed nominations and asked for all those in favor of Amy Landers as Treasurer. The
vote was 5 in favor and 0 opposed. Chairman McBride congratulated Amy Landers as the new Treasurer.
Chairman McBride then called for nominations for Board Clerk. Paul Jenkins nominated Mary Mortenson. Chairman McBride asked if
there were other nominations, Hearing none, he then closed nominations and asked for all those in favor of Mary Mortenson as Board
Clerk. The vote was 5 in favor and 0 opposed. Chairman McBride congratulated Mary Mortenson as the new Board Clerk.
V. Call to Order — Chairman Brian McBride

Those Board members in attendance were Chairman Brian McBride, Vice -Chairman Paul Jenkins, Treasurer Amy Landers, Trustee
Jeff Bird, and Trustee Greg Calder. Others in attendance were, Superintendent Charles Shackett, Assistant Superintendent Scott
Woolstenhulme, Director of Human Resources Shalene French, Director of Curriculum and Instruction Michaelena Hix, Chief
Financial/Operations Officer April Burton, Energy Education Specialist Don Trauntvein, Principal of Technical Careers High School
Craig Miller, Data Analyst Jodi Barnes, Public Relations and Communication Phil Campbell, Board Clerk Mary Mortenson.
Chairman McBride welcomed and expressed appreciation to the new Board and looking forward to working with District 93. He also
expressed his appreciation to former Chairperson Annette Winchester and former Vice -Chairman Kip Nelson for their dedicated
service to Bonneville Joint School District 93.

VII. Welcominq of Delegates and Visitors
Chairman McBride welcomed the following to the meeting; LeAnn Belnap, Tom Hunsaker, Heidi Roth, George Bidstrup, Heidi
Southwick, Rodd Rapp, Thomas Kohler, Dan Bryan, and Elizabeth Bryan.
He then reminded those wishing to speak during public input to sign the Request to Participate Roster in the Back of the Room. If
more than one person is planning on speaking to the same subject he requested that they choose one spokesperson. He also
encouraged those who have written materials for the Board to submit them to the Board Clerk.
VIII. Amend/Approve the Aaenda
Chairman McBride asked for a Motion to approve the agenda.
MOTION: Jeff Bird made the motion to approve the Agenda. Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0
abstentions. Motion carried.

Chairman McBride asked for a Motion to approve the Consent Calendar. Jeff Bird asked to remove the Executive Session Minutes,
dated 611012015. Chairman McBride asked if there were others, Hearing none, he stated that they would move Executive Session
Minutes to the Regular Agenda. He then asked if there were any questions from the Board with regard to the Consent Calendar. Mr.
Jenkins asked for clarification on the Legal Services contract. Chairman McBride asked Mrs. Burton to address the question. Mrs.
Burton stated this contract specializes in Special Education issues and has been used by District 93 for many years. Other legal
services include Hawley Troxell Ennis and Hawley LLP and Attorney Douglas R. Nelson of Nelson Hall Parry Tucker, PLLC.
Mr. Jenkins also asked for clarification of the attachment found on page 78 concerning the contractual agreement with Jordon School
District. Superintendent Shackett stated this was the District's teacher evaluation system (JPAS) designed by the Jordon School
District. Dr. French, Director of Human Resources, was asked to explain the JPAS evaluation system in more detail. She stated that
the District does not have a contract with Jordon School District but a contractual agreement. The District purchases the JPAS
evaluation forms and materials needed for the school principals to use for teacher evaluations. Once the evaluation is completed, it is
sent to the Jordon School District for scoring and reporting purposes.
Chairman McBride then asked if there would be a motion with regard to the Consent Calendar as amended.
MOTION: Amy Landers made the motion to approve the Consent Calendar, Jeff Bird seconded, The vote was 5 in favor with 0
opposed and 0 abstentions. Motion carried.
Chairman McBride discussed the agenda item pulled from the Consent Calendar regarding the minutes of the Executive Session held
June 10, 2015. Prior to making a motion in regards to the minutes and board evaluation discussed in our executive session. He
believes it is important to understand that the Executive Session minutes are typically not present for public display, however the
board unanimously voted to make them of public record, by doing so, the board members approved only the public display of the
minutes and board evaluation and not necessarily any admittance of approval or disapproval of the evaluation itself, that is held in
question. With that said, Chairman McBride asked if there would be a motion to accept the minutes and evaluation given in Executive
Session as written, and to move forward without any further discussion?
MOTION: Jeff Bird made the motion to accept the minutes form the Executive Session with no further discussion. Paul Jenkins
seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried.
X. Public Input
Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will
provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board
will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3)
minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an
item at a subsequent meeting.
Chairman McBride reminded those who wish to participate that, pursuant to Board Policy this portion will be held to a maximum of 1
hour.
He then reviewed the Rules and Protocol for Public Input
1. Names will be called in order appearing on the Request to Participate Form
2. Choose 1 spokesperson if more than 1 person is planning on speaking to the same subject. Others can submit written
testimony
3. Come forward to the microphone to present
4. State your name and address for the record
5. Each person will have the floor for a maximum of 3 minutes
The vice-chairman will give a 2 minute warning, a 1 minute warning, and Time is up by showing cards
6. Do not exceed your time limit
7. No Applause or Cat Calling during or after a presentation
8. Face and address the Board, not the audience
9. Be respectful
10. Do not personally attack or address Board Members, District Administrators, of District Staff
11. If you would like to give the Board more information than time permits, please reduce your concerns to written form and send
them to the Board Clerk.
Written comments must include your name, address, and telephone number.
Heidi Roth — 3400 Sparrow Hawk Drive — At a recent School Board meeting Ms, Roth had attended, a RMMS teacher presented a
report on Big History starting with the Big Bang Theory. The teacher noted that she had not received any negative feedback from
parents; however, Ms. Roth and other parents had voiced their concern. Ms. Roth stated her daughter was not prepared emotionally
or mentally for this level of information. She feels the District has gone this direction due to the lack of Science labs in the schools;
currently the curriculum does not require science labs. She would like to propose building a new high school double the size of BHS
or HHS and turning the current high schools into Junior high schools with all schools having hands-on Science labs. Middles schools
could be turned into more elementary space or 6th grade academies. Chairman McBride reminded Ms. Roth of the time and asked
her what she would like the Board to consider. She concluded by suggesting a survey be developed to see what the community has
to say about a Big high school at this time.
George Bidstrup - 2391 Eastview Drive - Mr. Bidstrup requested a clarification pertaining to the status of the minutes of the Executive
Session, Chairman McBride stated that no discussion would occur since that motion passed; further discussion should not be in a
public meeting, but should be re -discussed in another executive meeting. The motion was to place the Board evaluation for public
view, which was done. Mr. Bidstrup questioned if the minutes have been made public, then the Executive Session becomes an open
meeting, too, and asked if we could discuss what went on in that meeting. Chairman McBride stated that anything discussed in an
Executive Sessions needs to be brought back into an Executive Session. Mr. Bidstrup was surprised with Mr, Bird's evaluation,
especially since the prior Board meeting so many people testified in his behalf. Mr. Bidstrup stated that many of the recent decisions
have caused a lot of divisiveness in the community. He encouraged everyone to work together on solutions and to listen to each other
and to consider all ideas.
XI. New Business
A, ISBA Resolutions
Chairman McBride opened discussion for any ISBA resolutions to be considered. Amy Landers stated she would like to contact ISBA
before offering up any ideas, Chairman McBride forwarded further discussion for an upcoming work session. Jeff Bird proposed to
discuss resolutions at the Board Retreat which meets before the resolutions deadline of July 31, 2015.
B. 2015 -2016 Meetina Schedule
Chairman McBride opened discussion for proposed 2015-2016 Meeting Schedule. Amy Landers asked to be excused from the
Regular Board Meeting on August 12, 2015 and for the Opening Administration Meeting on August 14, 2015. Paul Jenkins asked to
be excused from the August 14, 2015 Opening Administration Meeting. Chairman McBride confirmed the upcoming Board Retreat
will be held Monday, July 20, 2015 only. Greg Calder questioned the significance of the colors on the calendar and if all the meetings
on the calendar require attendance. Superintendent Shackett explained each type of meeting had a specific color assigned to it.
Chairman McBride then asked if there would be a motion to approve the 2015-2016 Meeting Schedule.
MOTION: Greg Calder made the motion to approve the 2015-2016 Meeting Schedule. Amy Landers seconded. The vote was 5 in
favor with 0 opposed and 0 abstentions. Motion carried.
XII. Old Business
A. Proposed Policv for Final Adoption (second readina)
Chairman McBride asked Mr. Woolstenhulme to present information regarding the proposed policies, forms, and procedures
recommenced for Final Adoption.
Chairman McBride asked if the 11 rn grade testing graduation requirement was current practice or an Idaho State of Education policy.

Chairman McBride asked if there were any questions for Mr. Woolstenhulme regarding the policies, procedures, and form presented
for Final Adoption. Hearing none, he then asked if there would be a motion with regard to moving the proposed policies Final
Adoption.
MOTION: Amy Landers made the motion to approve the policies, procedures, and form for Final Adoption, Jeff Bird seconded. The
vote was 5 in favor with 0 opposed and 0 abstentions. Motion carried.
XIII. Committee, Curriculum, and Administrative Reports
A. State of the District Report
Chairman McBride invited Mrs. Jodi Barnes to give the Report on the State of the District. Mr. Woolstenhulme introduces Mrs. Jodi
Barnes, District 93 Data Coordinator and Data Analyst; she reports and compares test results to the state. She will report on the
Preliminary State testing results for the ISAT, updates pending. Mrs. Barnes explains that our students test between March 20, 2015
and May 22, 2015. This is the first year results have been available with the new state testing guidelines. The District tested 6,950
students in grades 3-10, 93.5% of student population. Only <1 % students opt out of testing. The slides represent State testing
projections (attached). Bonneville Joint School District 93 ranks higher than the state for both Math and English in most grade levels.
Chairman McBride asked where the projections were from. Mrs. Barnes explained the panel was formed from a consortium of 25
states, educators and community members, including 21 participants from Idaho. The projection scores were low due to a more
vigorous testing method, short answer vs. multiple choice. Mrs. Hix explained because of the higher task performance level, teachers
prepare the students for the test and the students then apply what they have learned.
Chairman McBride invited Mr. Phil Campbell to give the Report on the State of the District. Mr. Campbell shared the great public
response to our Periscope video coverage, seen throughout the world. He monitors the reach and response of the videos and
compares our coverage to other large school districts. Mr. Campbell showed the latest video which highlighted the great
accomplishments found throughout our District this past year. Chairman McBride, Superintendent Shackett, and Treasurer Landers
expressed their appreciation for the time and work Mr. Campbell has given to this District.

Chairman McBride asked if there were any agenda items that needed to be added for the upcoming meetings. No response.
He thanked Mr. Bidstrup's for his comments. We now have a new Board and appreciate the support of the community. As new
Board, we have the desire to move forward in a positive manner and to make this District a better place.
Superintendent Shackett reminded the Board about the Chukar's baseball game on Monday, July 20, 2015.

Chairman McBride then asked for a motion to adjourn at 7:51 p.m.
