Bonneville Joint School District No. 93
SPECIAL HEARINGS ON CONTROVERSIAL ISSUES
The Bonneville Joint School District No. 93 Board of Trustees may vote to hold a special
hearing to consider certain school matters that may be controversial.
Guidelines
1. Special hearings will be limited to one subject.
2. The Board may require speakers to sign up in advance and declare their position on the issue in order to ensure an equal number of people are allowed to speak on both
sides of an issue.
3. Patrons may submit written comments as well as oral testimony.
4. The Board shall advertise a beginning and ending time for the special hearing. The
hearing may be extended beyond the published ending time by a vote of the Board
members present.
5. Special hearings shall meet the requirements of the following policies: Public
Participation in Board Meetings #4105, Board Agenda Items #1510, and Advance
Information for Board Meetings Agendas # 1520.
6. The Board may choose to have the full Board or three Board members at special hearings. When three Board members conduct the special hearing, the following shall
apply:
a. The Board Chairperson shall appoint a hearing committee and the chairperson of
the committee. The chairperson of the committee shall be called the hearing officer.
b. The hearing officer will have the authority to maintain order, ensure that each
speaker is allowed to comment without interruption, and enforce Board policy.
c. The Board will receive minutes of the meeting, any written comments or documents, and a report from the hearing officer no later than the next Board meeting.
