FLAG DISPLAYS
1. Displaying the Official Flag of the United States of America
a. Buildings and grounds of the Bonneville Joint School District No. 93 shall
display the American Flag giving it proper care and ceremony daily.
i. A suitable flagstaff or flagpole will be erected and maintained on
each schoolhouse or school grounds in the District.
ii. A flag of the United States of America will be properly displayed on
each flagstaff or flagpole on all days, except during inclement
weather, when the school is in session.
b. Each classroom in the Bonneville Joint School District No. 93 shall
properly display an authentic United States of America flag appropriate for
a classroom, in a conspicuous and appropriate manner during the school
hours of each day.
c. Elementary and secondary students will receive instruction in the proper
use, display and history of and respect for the American flag and the
national colors.
2. Displaying Other Flags
a. Pursuant to Idaho Code 33-143, only the following flags and banners are
permitted to be displayed on school property:
i. The official flag of the United States,
ii. The official flag of the State of Idaho, or any county, municipality,
public university or community college, school district, or any other
political subdivision or governmental instrumentality of or within the
state of Idaho;
iii. Official flags of any state in the United States,
iv. Official flags of recognized foreign nations, as long as the United
States is not engaged in hostile action toward that nation;
v. School flags that have been officially approved by the Board of
Trustees;
vi. Official flags of any of the military branches and units of the United
States,
vii. Official flags of Indian tribes,

viii. Flags or banners recognized by the Idaho Department of Education
awarded for achievements, or
ix. Flags or banners representing official school mascots, or colors.
b. Pursuant to Idaho Code 33-143, flags or banners that represent a political
viewpoint, including but not limited to flags or banners regarding a political
party, race, sexual orientation, gender, or a political ideology may not be
displayed on school grounds.
c. Any other flags in classrooms or other school spaces shall only be
displayed according to the provisions of Board Policy 5240: Professional
Conduct.
3. Compliance
a. The Code of Ethics for Idaho Professional Educators requires professional
educators to abide by all federal, state, and local education laws and
statutes.
b. Employees of Bonneville School District shall be directed by their
supervisor to remove any flags from classrooms, office spaces, or other
areas within their control that do not meet the requirements of Idaho Code
33-143 and this policy.
c. Employees who refuse to comply with a directive by their supervisor to
remove any such flag shall be subject to disciplinary action pursuant to
Board Policy 5240 Professional Conduct, including reporting violations to
the Professional Standards Commission for certificated employees.
4. Definitions
a. Flag (or Banner): A piece of fabric, cloth, or similar material, designed to
be hung, flown, or displayed, that bears a symbol, insignia, color scheme,
wording, or image in representation of a nation, state, organization,
institution, cause, or identity.
Note: This definition should be interpreted with regard to content and
purpose, not just physical form. Items that function as symbolic displays,
regardless of their size or method of display may also be subject to the
provisions of this policy.
b. Hostile action: Any officially recognized act of military conflict, war, or
armed aggression initiated or authorized by the United States government
against a foreign nation, including declared wars, authorized use of
military force, or active military operations conducted under the direction of
the U.S. Department of Defense. Countries identified by the State
Department as state sponsors of terrorism are also considered as being
engaged in hostile action with the United States.
