To be in compliance with the requirements of P.L. 103 -382, section 1120A, the Board of
Trustees of Bonneville Joint School District No. 93 directs the Superintendent /designee
to assign teachers, administrators and auxiliary personnel to the schools within the
District in such a way that equivalence of personnel is ensured among the schools.
Guidelines
1. Teachers, administrators and auxiliary personnel will be assigned annually such that
services provided in Title I schools are comparable to the services provided in non -
Title I schools.
a. Schools with an enrollment of 100 or less maybe excluded when computing
comparability data.
b. When computing comparability data, staff paid from Title I funds, Migrant
Education funds, and other Federal funds for which the District is directly
accountable must be excluded.
c. The average number of children per instructional staff member in each Title I
school may not be more than 110% of the same average for all non -Title I
schools of comparable grade span.
d. Unpredictable changes in student enrollment or personnel assignments that
occur after October 1 st need not be included in determining comparability of
services.
e. The average expenditure of state and local funds for instructional staff in each
Title I school may not be less than 90% of the average for all non -Title I schools.
f. Staff salary differentials for years of employment will not be included in
comparability determinations.
3. Compliance with comparability requirements will be documented annually by
submitting written assurances to the State Department of Education that the District
has established the following:
a. a district -wide salary schedule;
b. a policy to ensure equivalence among schools in teachers, administrators, and
auxiliary personnel; and

c. a policy to ensure equivalence among schools in the provision of curricular
materials and instructional supplies.
4. Written procedures to ensure compliance with the comparability requirements will be
developed that include the following:
a. A process for demonstrating that State and local funds are provided to both Title
and non -Title I schools on a comparable basis.
b. Procedures for correcting inequities that exceed ten percent (10 %).
5. Records will be maintained that document that the salary schedule and policies were
implemented and that equivalence was achieved among schools in staffing,
materials, and supplies.
a. If student/instructional staff ratios are used for determining compliance, source
documentation to support the calculations and documentation to demonstrate
any needed adjustment to staff assignments must be kept.
b. These records may be examined during Title I onsite program reviews and
audits.
c. Failure to comply with the assurances is a violation of the Title I Statute.
