DRUG-FREE SCHOOL ZONE
Pursuant to Federal law, the Bonneville Joint School District No.93 Board of Trustees
hereby establishes a Drug-Free School Zone that extends 1,000 feet from the boundary
of any District or school property. All District facilities and District-approved or school-
related activities shall be drug, tobacco, and alcohol free. The use, possession,
concealment, delivery, or distribution of any drug, controlled substance, or any drug-
related paraphernalia or nicotine innovations at any time on District property, within the
Drug-Free School Zone or at any District-related activity regardless of location, is
prohibited.
Guidelines
Notice of the Policy
1. Annual notification of District policies for staff and/or parents/guardians will be made
available on the District’s webpage. It is the responsibility of staff and parents/
guardians to read and become informed of the contents, requirements, and
expectations of these policies. Hard copies will be made available upon request.
Responsibilities of the Superintendent/designee
1. The Superintendent/designee shall take the necessary steps to ensure that any
individual eighteen (18) years of age or older who knowingly delivers or distributes
controlled substances within the Drug-Free School Zone to another person is
prosecuted to the fullest extent of the law.
2. The superintendent/designee shall prepare guidelines for the identification and
regulation of drug use in the schools.
Searches and Seizure
1. Pursuant to District policy #3370 Searches and Seizure, school authorities may
conduct reasonable searches of school property and equipment, as well as of
students and their personal effects and/or their automobiles parked on school
property when there are reasonable grounds for suspecting that illegal or
unauthorized materials are present.
2. All contraband shall be confiscated by school personnel.
3. When appropriate, seized items may be transferred to law enforcement authorities
as evidence.

Policy Violations
1. Sanctions for violation of this policy may include suspension, expulsion, referral to
law enforcement agencies for prosecution, or referral to appropriate persons or
agencies for screening and assessment.
2. Discipline shall be handled on an individual basis by the building principal/designee
taking into account the student’s current school year and disciplinary history.
DEFINITIONS:
Alcoholic Beverage: Any beverage that contains alcohol.
Contraband: Illegal or prohibited property, the possession of which is forbidden under
school policy or illegal under state or federal law. Contraband shall consist of, but is not
limited to, stolen property, pornography, alcohol, tobacco, nicotine innovations, illicit
drugs and/or prescription or nonprescription drugs designed to alter the feeling or
behavior of an individual, or drugs that appear to be any of the above.
Controlled Substances: include, but are not limited to opiates, opium derivatives,
hallucinogenic, depressant, or stimulant substances, including cocaine, cannabis and
synthetic equivalents of the substances contained in the plant, any material, compound,
mixture or preparation with substances having a depressant effect on the central
nervous system; and stimulants.
Distribution: To share and/or sell alcohol, tobacco products, nicotine innovations, or
any controlled or dangerous substance to other students or persons.
Drugs: shall include any alcohol or malt beverage, any inhalant, any tobacco product,
any nicotine innovation, any controlled substance, any illegal substance, any abused
substance, any look-alike or counterfeit drug, any medication not approved and
registered by the school authorities, anabolic steroids, and/or any substance which is
intended to alter mood, and/or any substance which is misrepresented and sold or
distributed as a restricted or illegal drug.
Drug Free Zone: The area on or within one thousand (l,000) feet of the property of any
public or private primary or secondary school, or in those portions of any building, park,
stadium, or other structure or grounds, which are currently being used for an activity
sponsored by or throughout the school district.
Nicotine Innovation: a device such as electronic vapor cigarettes, e-cigarettes, or
other device that is meant to satisfy the smoker’s oral fixation as well as deliver nicotine
to the bloodstream.
Drug Paraphernalia: Any object being used in the consumption, production, sale or
distribution of a controlled or illegal substance. These include but are not limited to
papers, bongs, roach clips, pipes, stones, needles, and bowls.

Possession: To have drugs, tobacco products, nicotine innovations, and/or alcohol on
student's person or within an area of student's control, including but not limited to car,
locker, books, desks, and clothing on or near school property any time during school
hours or at a District sponsored activity.
School District Property: Includes but is not limited to buildings, facilities, and grounds
on school campuses, school buses, school bus stops, school parking areas, and any
facility being used for a District function.
