Student Voluntary Disclosure of Substance and Alcohol Abuse
STUDENT VOLUNTARY DISCLOSURE OF SUBSTANCE AND ALCOHOL ABUSE
The Bonneville School District No. 93 Board of Trustees recognizes that use of alcohol
and drugs is a serious problem and their presence on District property is detrimental to
the educational environment and harmful to the health, safety, and welfare of students.
It is the desire of the Board of Trustees to help those in need of alcohol and drug
intervention and at the same time to protect others that are affected by the presence of
alcohol and drugs and to enforce the policies of the District relating to use, possession,
or being under the influence of alcohol or controlled substances. The District will
endeavor to help those who desire to help themselves.
Guidelines
Notification of Policy
Annual notification of District policies for parents/guardians will be made available on
the District’s webpage. It is the responsibility of parents/guardians to read and become
informed of the contents, requirements, and expectations of this policy as well as
availability of counseling and any other pertinent information in the Student Code of
Conduct handbook. Hard copies of this policy will be made available upon request.
Voluntary Disclosure
1. If a student voluntarily discloses using and/or being under the influence of alcohol
and/or drugs while on District property or at a District-approved or school-related
function before he/she is reasonably suspected to be in violation of the law or District
policy:
a. The student’s parent/guardian will be immediately notified.
b. School personnel will cooperate and work with the student’s parents/guardians to
establish a plan to assist the student in whatever means are deemed necessary
and appropriate.
c. Available counseling shall be offered at the school level.
d. Recommendations for referral to appropriate agencies for screening and
assessment may be provided.
2. Except when deemed necessary to protect the health and safety of others,
information regarding a student’s voluntary disclosure shall be on a “need to know”
basis.
3. If there is reasonable suspicion (based upon reliable information received or the
personal observations of staff) to believe that a student is using or is under the
influence of alcohol or a controlled substance, and the student has not voluntarily

disclosed such use or influence, the principal/designee shall execute the provisions
set forth in policy #3401 Reasonable Suspicion Drug and Alcohol Testing.
DEFINITIONS:
Controlled Substances: include, but are not limited to opiates, opium derivatives,
hallucinogenic, depressant, or stimulant substances, including cocaine, cannabis and
synthetic equivalents of the substances contained in the plant, any material, compound,
mixture or preparation with substances having a depressant effect on the central
nervous system and stimulants.
Drugs: shall include any alcohol or malt beverage, any inhalant, any tobacco product,
any nicotine innovations, any controlled substance, any illegal substance, any abused
substance, any look-alike or counterfeit drug, any medication not approved and
registered by the school authorities, anabolic steroids, and/or any substance which is
intended to alter mood, and/or any substance which is misrepresented and sold or
distributed as a restricted or illegal drug.
Possession: To have drugs, tobacco products, nicotine innovations, and/or alcohol on
student's person or within an area of student's control, including but not limited to car,
locker, books, desks and clothing on or near school property any time during school
hours or at a District sponsored activity.
School District Property: Includes but is not limited to buildings, facilities, and grounds
on school campuses, school buses, school bus stops, school parking areas, and any
facility being used for a District function.
