STUDENT FEES - FINES AND CHARGES - RETURN OF PROPERTY
Bonneville Joint School District No. 93 shall not charge a fee for any course for which
academic credit is awarded.
Guidelines
1. A student may be charged a reasonable fee for any non-credit course or non-
curricular activity such as an extra-curricular activity, student-activity, or membership
in a voluntary club or association. The Board may waive the fee in cases of financial
hardship.
2. The Board delegates authority to the Superintendent/designee to establish
appropriate fees and procedures governing the collection of fees and to make
annual reports to the Board regarding fee schedules.
3. Additional fees may be charged for “enhanced programming and materials”, which
are voluntary enrichments to the curriculum beyond what is necessary to meet the
learning expectations for a particular grade or course (i.e. students may wish to use
a superior product or consumable than that provided by the school, in which case
they may be asked to pay the additional cost for the upgrade).
4. A student shall be responsible for the cost of replacing materials or property that is
lost or damaged due to negligence.
5. If school property in a student’s possession is lost, broken, or otherwise damaged,
the student may be charged fair market value of the item at the time or the cost of
repair.
6. The District may require, as a condition of graduation, issuance of a diploma or
certificate, or issuance of a transcript, that any or all indebtedness incurred by the
person when he/she was a student be satisfied, or that all books or other
instructional material, uniforms, athletic equipment, advances on loans, or other
personal property of the District borrowed by the person when he/she was a student
of the District be returned.
7. The District shall not delay transfer of school records to another school district or
enrollment of the student in any other school for non-payment of any or all
indebtedness incurred by the student.
DEFINITIONS
Fees: Costs associated with services identified in Idaho Code 63-1311 which are
subject to advertising and fee increase hearings. These costs are generally associated

with optional membership in a sport, club, or activity; or related to building and/or
parking space rentals. Fees charged do not necessarily cover actual costs of
membership or rental use, but are intended to offset a portion of the actual costs.
Direct Costs: Costs for items or services that a student is responsible for purchasing
related to optional activities the student has chosen to join. Costs for these items may
not substantially exceed the actual cost of the item or the student’s portion of the shared
cost of the service. Direct costs shall not be considered as costs subject to advertising
per Idaho Code 63-1311A.
Fines: Costs associated with lost or damaged school property which represents the fair
market value of the item that has been lost or damaged.
