Between the
ldaho State Board of Education
(hereafter referred to as "SBOE")
and
Bonneville School District
(hereafter refened to as "BSD")
ln response to the need for increasing postsecondary education partlcipatlon among low-income
and first generation college students in the State of ldaho, the ldaho State Board of Education
(SBOE) and Bonneville School Dishict (BSD) agree to collaborate on a near peer mentoring
program ('Program") at Bonneville High School. The goal ofthe Program is to educate,
encourage and assist high school students, and low-income, first generation, and minority
students in particular, to pursue educational options beyond high school through the use of
mentoring by recent college graduates ('Near Pee/) in a high school setting. The program will
be funded by a federal College Access Challenge Grant ('Granf) administered by the SBOE.
SBOE will assume the lead coordinator role under the Grant in order to bring together the
appropriate parties to achieve the Program goals. BSD will act as the program's fiscal agent and
be responsible for employment and payment of salary and benefits of the Near Peers. BSD will
provide on-site supervision of the Near Peers and integration ofthe Near Peers into Bonneville
High School program activities, as well as the necessary space and equipment.
It is Understood and Agreed by All Parties Herein as Follows:
Purpose
The purpose of this Memorandum ofAgreement ('Agreement") is to describe the nalure of the
collaborative effort and to specify the roles and responsibilities of SBOE and BSD in the
administration of the Program. All parties understand that this Agreement represents a
collaborative effort and is not a joint venture or partnership agreement between the parties. This
Agreement does not authorize any party to represent another party in any agreements or
discussions with third parties or entities.
Responsibilities
BSD has agreed to have two full-time college graduates work as Near Peers at Bonneville High
School during the 201 5-2016 school year. The Near Peers will be BSD employees for the
duration of this Agreement.
SBOE acknowledges that the mission of BSD is the provision of education, that BSD has
obligations in meeting that mission that are separate and independent of this Agreement, and
that BSD has full control over all matters involving the instruction of its students. BSD
acknowledges it is committed to assisting sBoE by providing space, equipment, and support for
the Near Peers at Bonnevitte High school, and by providing data to sBoE that will be used to
evaluate the Pr€ram's success.
The key activities and respective roles of SBOE and BSD staff in the near peer mentoring
progrElm are as follows:
SBOE will oversee the program administration of the Grant, and:
. Manage the fiscal and personnel program activities relating to implementation of the
Grant.. Provide Program training.. Work in collaboration with Bonneville High School's Career Resources Advisor and
other counseling staffto oversee Program activities.. Conduct regularly scheduled supervisory meetings with BSD supervisors and staff
members during which allocation of time and Program performance issues will be
addressed.. Communicate with internal and extemal partners regarding the Program and
administration of the Grant.. Oversee Program budgets and contracls under the Grant.. Report all grant activities to the U.S. Department of Education and other key
stakeholders.. Coordinate with BSD supervisors and staff members, as needed, regarding
personnel issues.. Serve as a point of contac't and provide support when requested by Near Peers or
BSD or Bonneville High School administration.. Provide training to Near Peers and BSD staff regarding programs, events,
scholarships, and other college access resources.. Collect information regarding the program required to analyze the impact and
outcomes of the Program.. Pay BSD an amount to be determined by the attached cost schedule. (Attachments
A and B)
BSD will provide onsite supervision of the Near Peer Mentors and:
. Be responsible for recruiting, hiring, and employing the Near Peers.. Evaluate Near Peers according to district guidelines.. Foster a collaborative atmosphere to facilitate student access to postsecondary
education.. Designate one or more Bonneville High School staff members to provide direct
supervision ofthe Near Peer and ensure that the Near Peer follo\ ls and adheres to
Bonneville High School policies and practices.
. Provide Near Peer a semi-private space with office fumiture, equipment, intemet
access, access to student data, and a phone. The Near Peers will be instructed that
all resources provided are for on-site use for the provision of services to students.. ldentify target groups and facilitate the use of the Near Peers to assist students in
progressing toward collegeltraining program admission.. Assist with coordinating site visits to colleges for high school students.. Provide secure student record information to SBOE for the purpose of tracking the
Program's impact and outcomes.. lnvoice SBoE CACG on a monthly basis.
Effective Date and Term
The effedive date of this MOA is August 24,2015. The term of the Agreement is from August
24, 2015 and will conclude on June 3, 2016 ("Term').
Cancellation of Agreement
This Agreement may be cancelled by any party, provided advance written notice of at least thirty
days is given to the other parties. Cancellation of this Agreement shall result in the elimination of
services by the Near Peer.
Dispute Resolution
ln ihe event of disagreement arising between the parties to this MOA, the parties shall use their
best efiorts to negotiate a resolution in good faith. lf the disagreement cannot be resolved at the
operating level, the parties shall document lhe disagreement in writing and seek assistance
from the Executive Diroc'tor of SBOE and th€ Superintendent of BSD.
MOA illodifications
This MOA may be modified by signed agreement of all parties.
lnsurance
Throughout the terms of this Agreement, BSD shall maintain general liability insurance for all
claims which may arise oui of or in connsction with the terms and conditions of this Agreement,
the services provided by the Near Peers, and the use of the Bonneville High School facility. The
amount of liability insurance shall not be less than one million dollars ($1,000,000) per
occurence.
Worke/s Compensation
BSD wanants and represents that it shall procure, pay for, and maintain worke/s compensation
insurance for its employees providing services under this Agreement.
