IV. Discussion Item: Supplemental and Plant/Facility Levies
Guy Wangsgard opened discussion on levies, a broad topic. Currently, the district levies expire at the end of FY21. It was
proposed to raise each levy $1M, bringing the plant/facility levy to $3.8M and the supplemental levy to $6.8M. Plant/facility
funds are used for four main areas: District big ticket items, i.e., roofs, parking lots, HVAC systems, school maintenance
budgets, etc.; maintainence small ticket items, i.e., fire alarms, door hinges, etc.; technology i.e., service agreements,
licensing, security, etc.; and any excess going to individual school requests, renovations, transportation, safety, etc. The
rise in the plant/facility levy woud cover increased square footage for the new schools that have been built over the last ten
years: four new elementary schools, a new high school and a new middle school. The supplemental levy mainly covers
salaries and benefit costs. With Governor Little’s recent cut in the education budget, ceritifed and classified staff did not
receive salary increases this past year. On average, a classified employee earns $21K per year and first year certified
employee (mainly teachers) earn $40K yearly.The increase in the supplemental levy would cover opening costs for Black
Canyon MS and could provide additonal wages for all employees. The supplemental levy election runs every two years;
whereas the plant/facility levy election is on a ten year cycle. Educating the community is vital in passing the levies in future
elections: Levy rate has changed, Facebook Live reviewing a December tax bill, sending text messages vs. emails.
V. Action Item: Adjournment
Chairman Landers adjourned the meeting at 5:21 p.m. MOTION: Paul Jenkins moved to adjourn. Chad Dance seconded. Motion carried.
