Ratifv Consent to Expulsion without Hearing
Chairman McBride asked if the Board Members would like to remove any item form the Consent Calendar to the regular agenda. He then
asked if anyone had any questions with regard to the Consent Calendar. Hearing none, he asked for a motion to approve the Consent
Calendar.
MOTION: Paul Jenkins made the motion to approve the Consent Calendar. Amy Landers seconded. The vote was 5 in favor. Motion
passed.
VII. Teacher Recognition — Doug McLaren
Chairman McBride invited Hillcrest High School Principal Doug McLaren to introduce Mr. Clif Davis, Hillcrest High School Speech and
Debate teacher to recognize him for his outstanding work and dedication to the Speech and Debate program at Hillcrest High School. Mr.
Davis recently was inducted into the Idaho Speech Arts Teachers Association's Hall of Fame. Mr. Davis loves working with the students
and has a great rapport with them. He introduced his wife, Miranda, as the "Hillcrest Debate Widow"ll
VIII, Public Input
Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide
an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive
such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The
Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a
subsequent meeting.
Rules and Protocol for Public Inout
1. Names will be called in order appearing on the Request to Participate Form
2. Choose 1 spokesperson if more than 1 person is planning on speaking to the same subject. Others can submit written
testimony
3. Come forward to the microphone to present
4. State your name and address for the record
5. Each person will have the floor for a maximum of 3 minutes
The vice-chairman will give a 2 minute warning, a 1 minute warning, and Time is up by showing cards
6. Do not exceed your time limit
7. No Applause or Cat Calling during or after a presentation
8. Face and address the Board, not the audience
9. Be respectful
10. Do not personally attack or address Board Members, District Administrators, of District Staff
11. If you would like to give the Board more information than time permits, please reduce your concerns to written form and send
them to the Board Clerk.
Stephanie Gifford, 4699 E. Sunnyside Road, Idaho Falls
Stephanie encouraged the Board members not to vote for Resolution 5 at the upcoming ISBA Convention to be held in November 2015. In
this resolution "the Idaho School Board Association (ISBA) will maintain a log of incidents that school districts are addressing in working
with parents who take exception to various district practices". Do we really need to track times when parents come to the district with
concerns? Is this really the ISBA's business? Parents should be expected to come to the district to resolve concerns and issues. What is
the purpose of the incident log? The ISBA, "will work with the Idaho Legislature to hold at bay any expansion of the parental rights in regard
to education". Parental rights are not granted by government and cannot be expanded or held at bay by the government. Parental rights
need to be protected; ISBA wants to side against parents. In recent years, District 93 has paid over $20K to the ISBA; tax payer money,
and then the ISBA lobbies against parents in the legislature. This is outrageous. Please take a stand against Resolution 5. Thank you.
Becky Foster, 2908 Stafford Dr., Idaho Falls
Many parents in the district and state have worked hard on the Parental Rights Bill. It was a two year process and was passed into law last
spring. The ISBA was the largest obstacle in ensuring parental rights for education. They hold a lot of power in education, law and policy in
the state. It is interesting that the ISBA receives money from the taxpayers, parents themselves, but then will not work on a resolution that
will work with parents and issues they have. However, the ISBA will work with the education community to communicate to the legislature
the impact that parents complaints or issues the parents have on local districts. If this resolution goes forth, the ISBA will continue to work
with the legislature to hold at bay any expansion of parental rights. School boards should be able to work with concerned parents in their
district, without parents feeling they are being documented or tallied by the ISBA. A banner above the door at my school reads: 'Parental
Involvement is the Primary Factor in the Academic Success to your Child". Resolution 5 threatens that relationship. Vote for parents by
voting NO on Resolution 5. Thank you.
Karla Harris 5690 S. Lincoln Rd., Idaho Falls
Karla encouraged the Board to vote Yes on Resolution 10. The Smarter Balanced Assessment Consortium (SBAC) test takes away a lot of
instructional time from our students. It states, 'Therefore, we recommend removing student passage of the SBAC as a high school
graduation requirement, adhering only to required federal grade -level testing guidelines, and beginning the work now to prioritize the
criteria for an assessment that will provide meaningful data to better inform and improve instruction." I feel we need more meaningful data
than what the SBAC shows. Please vote Yes, to remove it as a graduation requirement.
Jennifer Ward 3197 Sandy Dr., Idaho Falls
Please vote No on Resolution 5.1 feel it is inappropriate for use my taxpayer money to support lobbing groups and hold my parental rights
at bay. It concerns me that if I disagree with a district policy that it can be logged and reported to the ISBA and the Idaho legislature. The
resolution states, "will work with the education community to communicate to the Idaho Legislature the impact of the exceptions on district
personnel and District budgets, and will work with the Idaho Legislature to hold at bay any expansion of the parental rights in regard to
education as outlined in House Bill No. 113a." House Bill No. 113a confirms my rights as a parent to the constitution that exists. My
parental rights should not be held at bay by any entity, that 1, as a parent, have the right to ensure a good education of my children.
IX. New Business
A. 2015 Election and Precinct Updates - Penny Manning, Bonneville County Election Office
Chairman McBride welcomed Penny Manning from the Bonneville County Election Office. Ms. Manning explained that due to the
growth in Bonneville County it was necessary to change the precinct boundaries and polling places. Precinct changes can only be
updated for even years and are due by January 15th of that year. Many of the precincts were renumbered and regrouped for easier
tracking and one new precinct was added; many polling places were also changed. Making the change now is a good time to bring
people to their new polling places. These changes will help decrease errors, equalize the number of voters per precinct and place
polling places in more convenient locations to the precincts. All voters in Bonneville County were sent letters with their new
information. In checking over the old precinct boundaries, only three precincts -37, 47 and 59—were unaffected by the changes.
Precincts 40 and 46 only had a handful of voters affected, and the patrons of District 93 in Precinct 25 (now Precinct 27) were not
affected even though there were changes made in the precinct boundaries. Please direct any questions to the Elections Office. Early
voting is currently underway and will end October 30, 2015. Due to the new mail process, it is best to mail in your ballots as soon as
possible. More information can be found online at www.co.bonneville.id.us and www.idahovotes.gov.
B. Elementary Spanish Immersion Program - Michaelena Hix, Director of Curriculum and Instruction
Chairman McBride invited Michaelena Hix, Director of Curriculum and Instruction, to present information on the Elementary Spanish
Immersion Program, Mrs. Hix explained that an exploratory Spanish program is currently being held at Bridgewater Elementary.
Students in grades 2nd — 61h, who are on or above grade level can participate. The 45 minute class is facilitated by a certified Spanish
teacher; the class is not held on Early Release days. The course is offered as an option for the Response To Intervention (RTI)
reading program. This course is aligned to Utah State Elementary Spanish Standards. Our teacher purchased textbooks and has
created units and activities to teach the Spanish standards, which are centered on Spanish vocabulary acquisition and conversational
practice. For a Spanish Immersion program criteria is slightly different — Students begin in kindergarten or fist grade and move with the
program from grade level to grade level. The immersion program uses a 50150 model in which student spend half of the school day in
target language immersion and the other half of the day in English, thus the program is structured for two teachers. The immersion
program follows state standards. Textbooks can be purchased in both Spanish and English Language Arts and units can be developed
through teacher teams. Benefits of the Immersion program are students becoming bi-lingual; improvement of cognitive skills and being
better prepared for global community 215' century job markets. Parents must give approval for their students to be in the Immersion
program; supportive parents are important as well as principal commitment. Current ESL students can participate is they are on or
above grade level. The cost for the Immersion program first year curriculum is $45,000. As students advance to higher levels, will
require addition curriculum and training. Jefferson County, Idaho and Davis County schools, Utah have this program in place. These
would be good programs to view if we are interested in the program for District 93. Also sending out a community survey would be
beneficial.
C. Proposed Policy for 30-dav Review (first reading) - Marjean McConnell

Chairman McBride asked Marjean McConnell to present information on Policy 3115 Restraint and Seclusion for 30 day review. Ms.
McConnell stated this is a new policy with two forms and two procedures. Director of Secondary Special Education and Federal
Programs Julian Duffey has worked closely with Eberharter-Maki & Tappen, PA to create this policy which would document the incidents
that happen, protects the faculty and students, and informs parents. Ms. McConnell has presented this policy to the Bonneville
Education Association (BEA) and they do not express any concerns about the policy. Next week this Policy 3115 is on the principals
agenda for discussion. Julian Duffey and Rex Miller, Directors of Special Education will provide training to faculty and staff as needed.
We would like to put it out for 21 day review for public review. (Due to the next regular Board meeting scheduled for November 4, 2015,
this policy will be on a 21 day review)
Chairman McBride asked for a motion regarding posting Policy 3115 series for 21 -Day Review.
MOTION: Jeff Bird made the motion to approve moving Policy 3115 series to a 21 -Day Review. Paul Jenkins seconded. The vote was 5 in
favor. Motion Passed.
D. 2016-2017 Draft District School Calendars - Marjean McConnell
2016-2017 Draft Calendar August Start Date
2016-2017 Draft Calendar after Labor Day Start Date
Chairman McBride asked Marjean McConnell to discuss the trimester calendars for 2016-2017 school year. Ms. McConnell stated that
many districts in our area are on a trimester schedule. A trimester schedule offers more consistent class instructional time for the core
subjects, especially math and English and will be for all K-12 schools. The trimester schedule will also help with class load and class
sizes for teachers. All classes will be every day, but some subjects will be 2 terms (1 st & 2nd trimesters or 2"d & 3m trimesters or 151 & 31d
trimesters). Our daily high school class schedule will be six classes at 60 minutes each. Over a year's time, students can earn 18
credits. Trimesters also utilize the classrooms better. Currently, there are 47 classrooms held in modular buildings district wide;
trimesters will lower the chance of adding more modular classrooms. There are two options for the 2016-2017 calendars: Option #1:
School starts August 29, 2016 and ends June 2, 2017. Option #2: School starts September 6, 2016 and ends June 9, 2017. Each
calendar will have early release days from September— May. Three additional instructional days have been added and 2 in-service
days have been eliminated. Each trimester will be 58 days with a total of 174 for the school year. Teacher workdays will follow the end
of each trimester. There will be one week off at Thanksgiving, two weeks off at Christmas/New Years and one week off for spring break.
Spring break in March allows students to return and prepare for testing that occurs in April. Parent Teacher Conferences will be held
mid -trimester during the first and second trimesters. Early start of school is best for high school students involved in fall sports. This
trimester schedule should be comparative to district 91's trimester schedule. Posting a community survey is not always profitable; many
times the survey results come from patrons who do not like what we are doing vs. those who show support. It was questioned whether it
would be best to first discuss the proposed trimester schedule idea before planning the calendars.
Chairman McBride asked for a motion to review and discuss the proposed 2016-2017 trimester calendars in the next work session to be
held on Wednesday, October 21, 2015.

A. Report on the State of the District — John Pymm, Director of Safe School, Maintenance and Operations
In efforts to keep our schools safe, the state legislature has doubled our funds from $70,000 to $140,000. Our steps to Safe Schools
include:
• Emergency Operation Planning Training: seven team members received emergency planning training this summer and this fall
each school is in the process of putting in place an emergency operation plan.
• Anonymous reporting system: all schools will have access to an anonymous online reporting system for bullying, drugs or
violence. If you see something, say something is encouraged for students and teachers.
• Camera Upgrades: we now have IP cameras in eight facilities, digital conversions in four schools, with one more in progress. All
schools will be digital by the end of the year,
• Radio Upgrades: repeaters in all schools to boost signal with battery backup. All elementary schools received new radios.
• CPR First Aid training: we are making CPR training available to our duty aids, crossing guards, and teachers.
• AED Machines: three schools currently have these automated defibrillators and seven more will be added this year.
• Work Safety Training: training materials will be purchased from our insurance provider that are designed to help us reduce
accidents and workers compensation claims.
• To Go Kits and Shelter in Place buckets: these items will help us be prepared at the classroom level for emergency situations.
• Great Idaho Shakeout: On October15, 2015, all schools conducted an earthquake drill. Six of our schools worked jointly with
local first responders including Life Flight.

policies were being updated to current practices. Middle schools are no longer using the Loss of Credit due to Attendance (LCA). As
