DUAL ENROLLMENT
Any child of school age who is a nonpublic or charter school student will be allowed to
dual enroll in the District and be entitled to participate in any program (curricular or
extracurricular), subject to the same requirements as other students who are enrolled
full-time and subject to the requirements set forth in this policy.
Guidelines
Admission
1. The parent/legal guardian of any nonpublic or charter school student wishing to
admit their child in any academic or nonacademic program of the District, must
register the student and provide the following prior to acceptance: a. Birth certificate;
b. Evidence of residency within the District;
c. Immunization records (or an appropriate waiver); and
d. Student records from the previously attended public school, if any, and any other
records providing academic background information.
2. Except in unusual or extenuating circumstances, a dually enrolled student may only enroll in an appropriate grade level.
Registration and Procedures
1. Before entering a program or activity, a nonpublic or charter school student must
complete registration and gain admission to a school in the District.
a. Registration shall include, in addition to routine procedures, the providing of all student records and testing information (where necessary) to qualify for
admission and to identify appropriate placement for the student.
b. Students requesting dual enrollment status only for participation in interscholastic
or nonacademic activities must also complete registration and admission procedures.
2. A nonpublic or charter school student shall be subject to the same or similar
prerequisites or eligibility standards for a program or activity required of traditional
public school students.

3. The District may prepare and administer tests (testing for equivalency for the prerequisites), the successful completion of which may be substituted as a
prerequisite in lieu of taking other courses.
Fees for Dual Enrollment
If space is available in an existing program or activity, the Superintendent/ designee will
only charge the dually enrolled student those fees that are required of traditional public school students.
Priority 1. In the event that enrollment in a class or program reaches the maximum, priority for
enrollment shall be given to the student who is enrolled full-time in the traditional
public school at the beginning of each grading period.
2. A dually enrolled student may not be unenrolled to provide space for a full-time student during the grading period.
3. If a number of nonpublic or charter school students request admission into the same
class, they will be accepted on a first-come basis. 4. Students with disabilities residing in the District who are attending charter, private, or
home schools will be accepted in accordance with state and federal statutes.
Interim Periods
1. Nonpublic or charter school students who are dually enrolled in the District shall only be on school property during the hours of enrollment or as otherwise indicated by
the Superintendent or Principal.
2. A dually enrolled student must leave the school premises upon completion of the
public school program or activity in which he/she is enrolled.
3. The District will not be responsible for the care or supervision of the student in any
form for periods before, in between, or after the programs or activities for which the
student is properly enrolled.
4. Any transportation needs for dually enrolled students during the school day, not
provided for under this policy, shall be the sole responsibility of the student and
his/her parents/guardian.

Transportation
1. A nonpublic or charter school student, upon admission to the District, may ride a school bus on regularly scheduled routes (including activity bus routes) and use
regularly established bus stops or stops which would require no deviation from the
regularly established bus route.
2. The District will not provide transportation:
a. if there is no available space,
b. if the furnishing of such transportation would cause a deviation or alteration of
the regularly established bus routes or stops, or
c. if the furnishing of such transportation would require the purchase of additional
or substitute equipment.
School Rules, Regulations and Policies
1. A dually enrolled student will be subject to all District policies, regulations, and
school rules when he/she is on any school premises or at any school sponsored activity, regardless of location.
2. Such policies, regulations, and rules will include but not be limited to, those relating
to attendance, grades, prerequisites, classroom conduct, and discipline.
3. With just cause and adherence to District policies, procedures, and school rules, a principal/designee may deny a dually enrolled student’s attendance at any activity or
program for which that student is enrolled.
Extra-Curricular Activities
1. The following rules apply for a nonpublic or charter school student to be eligible to
participate in nonacademic school activities (i.e., extracurricular activities) for which
traditional public school students must demonstrate academic proficiency or eligibility:
a. Eligibility standards must be met the same as other regular full-time students;
b. Composite grade-level academic proficiency must be demonstrated on any state board of education recognized achievement test, portfolio, or other mechanism;
c. Minimum composite, core or survey test scores within the average or higher than
average range as established by the test service utilized on any nationally-

normed test must be achieved. The minimum score on each assessment is the fifth (5th) stanine for the battery total score;
d. Nonpublic school students must be provided the opportunity to take state tests or
other standardized tests given to all regularly enrolled public school students.
2. Attendance requirements on the date of an activity will be the same for dually
enrolled students as for traditional public school students.
3. If a dually enrolled student is not scheduled to attend academic courses in the
District on activity days, the student’s primary education provider shall provide assurance to the District that such student has met the attendance requirements in
the nonpublic or charter school academic setting.
Average Daily Attendance
Students who are dually enrolled shall be used in calculating the District’s state fund,
but only to the extent of the student’s participation in District programs.
Graduation
1. Dually enrolled students must meet the grade and other graduation requirements
the state and the district in order to graduate, to take part in the commencement
ceremony, and to obtain a diploma from the district.
2. Dually enrolled students must be enrolled in a program approved by the school
during their last grading period.
IDEA/ADA/Section 504 Students
1. Parents who wish nonpublic or charter school students to be enrolled in special
programs must comply with the requirements of the Individuals With Disabilities Act
(IDEA) and the Americans with Disabilities Act (ADA), or Section 504 of the Rehabilitation Act of l973 (Section 504).
2. If a request for referral is made by said parents and if the evaluation of the student
by the multidisciplinary or Child Study Team determines that special services are
appropriate for the student, then such programs will be provided when possible. 3. Until such determination is made, special educational services or accommodations
will not be provided.

Dual Enrollment
DEFINITIONS:
Dual Enrollment: A student residing within the boundaries of the District who is
legitimately enrolled in a private, parochial, home school, charter school or other
alternative public school program, or at a post-secondary institution and has not graduated from high school who is also enrolled part-time in the District's schools by
meeting the criteria outlined herein.
Dually Enrolled Student: A student who receives educational instruction outside a
traditional public school classroom. Such instruction can include, but is not limited to, a
private, parochial, or home school, charter school or other alternative public school program.
Nonpublic Student: Any student who receives educational instruction outside a
traditional public school classroom and has not graduated from high school. Such instruction can include, but is not limited to, a private school, a parochial school, a
home school, or charter school or other alternative public school program.
On any school premises or at any school sponsored activity, regardless of
location: shall include, but not be limited to buildings, facilities, and grounds on the
school campus, school busses, school parking areas; and the location of any school
sponsored activity. This includes instances in which the conduct occurs off the school
premises but impacts a school related activity.
Primary Education Provider: That person or entity providing the majority of the
nonpublic or charter school student's educational instruction outside the traditional
public school programs or activities.
Program and Activity: shall include any regularly scheduled course of study or any regularly scheduled interscholastic activity recognized or sanctioned by the Idaho High
School Activities Association or any school related activity.
