VII.PublicInput Policy#1550 PublicInput willprovideanopportunityforanyBoardMember,administrator,staffmember,student,orpatrontoraiseissuesofinterest.TheBoardwillreceive suchinputwithoutcomment,excepttoaskgermanequestionsofthosespeaking.Commentsshouldbelimitedtothree(3)minutes.TheBoardwilltakenoactionrelativetoany itemsduringthemeeting,butmaydirecttheSuperintendenttoconsidersuchanitematasubsequentmeeting. ChairmanLordsaskediftherewouldbeanyonewhowouldliketoaddresstheBoard. LoannBelnap statedshewasatthemeetingto represent theEastern Idaho Basketball Association.Sheisconcernedthat the feeschedule requiringa$25/hour Saturday rental feewould becost prohibitive forthefamiliesthathavechildrenparticipating.SheaskedthattheBoard lookatthisandconsiderthekids.Iftheyare outpriced therewon’t beabasketballleaguefortheminthisDistrict. ChairmanLordsaskediftherewouldbeanyoneelsewhowould like toaddresstheBoard.Hearingnone,he thenclosed PublicInputandmovedontooldBusiness. AnnetteWinchesterenteredthemeetingat7:24p.m. VIII.OldBusiness A.ProposedPolicyforFinalAdoption -MarjeanMcConnell 1.9610Community UseofDistrictFacilities a.9610P1FacilityRentalProcedures b.9610F3FacilityRentalRates 2.5140EvaluationofCertifiedPersonnel a.5140PEvaluationofCertifiedPersonnelProcedures b.5140F1SelfReflectionSheet c 5140F2TeacherEvaluationandSMARTGoals Mrs.McConnellstatedthat thereisaclassification concernwith thefacilityrentalrates.Thenotforprofit grouphas beenremovedand theSaturday rentalhasbeen notedasan hourlyfee.TheBelnapswillbeclassifiedasCommercial Group if thefacilitiesare usedtomakeaprofit.ChairmanLordsstatedthatweneedtotalkabout thebasketballleagueinformationatawork session.Wealsoneedtodiscussthe proposed anewpolicy and definewhoisincludedinthedifferentgroups.The chairman askedif thefees inthepolicyform were thesameasthe newfeesthathavebeenposted.Mrs.Burtonansweredintheaffirmative.Mrs.McConnellasked topull policy 9610andtheprocedureand forms forfurtherreview.ChairmanLordswasconcernedthatthe dailyratewhichhasbeenremoved.Weneedtoknowwhatitcostsusto openthedoors.We don’twanttochargethetaxpayers aboveandbeyondthatcost fornon-schooluse ofthefacilities. Ms.McConnellasked theBoard tolook attheevaluationpolicyforfinaladoption.ShespokeoftheParentEvaluationcard.Weare looking atopening theparent evaluation inNovemberandMarch.Wearelooking atmovingtoonlinesurvey forthefuture.Notalotofpeoplesentthe forms back inthespring pilot.Forms willbe available onthe PowerSchool page.Wewill make themavailableduringthewholemonthofNovember.Wewillneedto have them available inSpanish aswell.We don’t wantittobeacomplaintform.Theintentionisfor ittobe an overallglimpseofwhatishappeningintheclassroom.Theformcanbeadjustedasneeded.The parentform isnotincludedinthis policy.Wewillneedtomodify theform aswego.Theself-reflectionform willgointotheteacherfile.Cardswillcomebacktotheadministratorand thentothe teacher who willfilloutreflectionsheetandconferencewithprincipal.Both will sign thereflectionsheet and itwillbeplaced inthepersonnelfile.Theintentis toreceive honestfeedbackanddocumentneededchange.Principalswilltalkabout parental inputwhentheyJPAS theteachers.Wemayseepatterns andthe informationwillberevisitedbyadministratoraswegoforward.JPAS mustbe completedbyMarch1.Thenstudent achievementandparental input willcomenext.The stateisstillworkingonplan forAdministrator’sevaluationprocess.Wewill meetthisfallwithprincipalsandsetstudentachievementgoalsaftertheymeetwith their PLC’s.These achievementgoals willbebasedonstaterecommendations. ChairmanLordsaskediftherewouldbeamotionregardingthepoliciespresentedforfinaladoption. IX.NewBusiness A.BoardReorganization -ChairmanLords ChairmanLordsdeclaredthepresentBoardorganizationdissolvedandappointedSuperintendent Shackett asacting chairpersontocommencetheBoardreorganization. SuperintendentShackettcalledfornominationsforChairpersonoftheBoard.AnnetteWinchesternominated CraigLords.KipNelsonseconded.SuperintendentShackett then askedforanyothernominationsfor Chairperson,hearingnone,heclosednominationsandcalledforthevotewhichwas5infavorwith0opposedand0abstentions. Superintendentdeclared CraigLordsasthe newchairperson andturnedthemeetingovertohim.ChairmanLordsstatedthatthisisatremendousboard.Theyarepeople dedicatedtochildrenand notedthat eachofthemvotestheirconscience. TheCriminalHistory/Backgroundpolicyrevisions indicatethatpeopleneedto submittoabackground checkbeforebegin working.Electronic fingerprinting has expeditedtheprocess.Howeverit takes threetosix weekstoget information back.Ifthereisahit,acommitteemakes the determination astowhethertohirean individual.ThebackgroundchecksgothroughtheStateDepartmentofEducationandwillbringupeverythingincludingwithheldjudgments.Substitutesneedtobe fingerprintedevery fiveyears.Coacheshavetobefingerprintedevery three years.Principalswilldetermineif volunteers haveunsupervisedaccesstochildrenand if they do,they willbefingerprinted priortoworkingwithchildren.Thereisa listoffelonies that willkeeppeoplefromcontinuingemployment but wedon’thave guidelinesrequiring timelimits.Mrs.McConnellaskedtheBoardtoacceptthesetwopolicieswithassociatedproceduresandformsfor30-dayreview. ChairmanLordsaskediftherewouldbeamotionregarding theproposedpolicyfor30-dayreview. MOTION:KipNelson madethemotiontoaccepttheproposedpolicies,procedures,andformsin30-dayreview.WendyHorman seconded.Thevotewas4infavorwith 0opposedand0abstentions.Motionpassed Mrs.McConnellnotedthattheClassroomUseofVideos policy #2160willbecomingtotheBoard inAugustfor30-dayreview.Itwaspresentedearlier today for initial reading. . D.FeeIncreaseHearing -AprilBurton Mrs.Burton recommendedthatthe facilityrentalfees and summerschoolcoursefees bepulled.Sheasked thattheBoardapprove elementarybreakfastandlunchfees, secondarybreakfastandlunchfees,andadultandsecondarystudentnotenrolledindistrict93lunchfeesasstatedintheNoticeofFeeIncreaseHearing.Shestatedthat federalrequirementsask thatwegetclosertoregulationsandtheseincreaseswillbringusclosertotheseregulations.We needtotightenuponlinecourserequirements andwe willneedtohaveanotherfee hearing.Wecouldpullthesummerschoolfee. Chairman Lords openedthe FeeIncreaseHearingandinvitedanyinattendancewhowishedtospeakregardingtheproposed feesttocomeforwardandstatetheirname andaddressfortherecord.ChairmanLordsnotedthattheBoardwouldn’t bevotingonfacilityrentalorsummerschool coursefeestonight. HollyGiolo wonderedhowthe facilitiesfees would besetup. ChairmanLordaskediftherewasanyoneelsewhowouldliketoaddresstheBoard.Hearingnone,hethenclosedtheFeeIncreaseHearing. Chairman Lords thenaskediftherewouldbeamotiontoaccepttheproposed feeincreases aspresented. MOTION:DeVereHunt madethemotiontoapprove thefeeincreases aspresented includingthe IDLA CourseFee,ElementaryandSecondary breakfastandlunch fees and adult/secondary studentnotenrolled lunch fees.KipNelson seconded.Thevotewas4infavorwith0opposedand0abstentions.Motionpassed. E.Monticello MontessoriCharterSchoolRecommendation -Dr.Shackett Dr.ShackettstatedthattheBoardhaddiscussed the possibility of chartering Monticello Montessori.Thecharterschool’s financesandindebtednessis aconcernandwe don’thave the funds totakeovertheirdebt.HerecommendedthattheBoard discontinueconsideration.
